We’ve said this before but given the recent round of agonising over HS2 and today’s news that it will already cost £10 bn more than planned, there is no end yet to us hearing more and more about the plans for the Government’s flagship construction project and all-round Keynesian boot in the pants for the UK economy. Most of what passes for debate involves some light class warfare about the route through Tory constituencies, seasoned with a dash of NIMBYism, some chest beating from Labour who started the whole thing but can’t be seen to support it fully and various other bits of pointless to-ing and fro-ing. But what is most remarkable about the scheme as far as we are concerned, has always been how its business case completely and deliberately ignores the way we now work. Something bleedin’ obvious that the NAO has now pointed out.

Long term investment in infrastructure needed to boost UK economy

ConstructionThe UK government should reverse the long term slump in infrastructure investment to boost the economy, according to a new report from the Centre for Economic and Business Research and the Civil Engineering Contractors Association. The report, Securing Our Economy: The Case For Infrastructure, calls for the government to address the decade long £13bn infrastructure construction shortfall and lays out a series of recommendations to reverse the situation. The report claims the UK endures a £78bn GDP ‘black hole’ each year due to the lack of investment and that by investing at the level of other developed economies, the economy could enjoy an additional £100 billion each year by 2026.

Majority of workers would prefer sick colleagues to stay home

As we reported last week, the UK workforce is suffering from a bad case of presenteeism, but unfortunately for those valiant employees who drag themselves into the office despite being genuinely sick, it seems the majority of their workmates would prefer they didn’t bother. According to the latest research on the issue, this time from Capita Employee Benefits, over three in four (78 per cent) recognise that colleagues who are genuinely sick should stay at home until they get better for the benefit of both themselves and those around them.

Green Office Week kicks off with a focus on individual behaviour

elephant-in-the-roomThis week is Green Office Week. Obviously it’s corporate sponsored, self-designated and arbitrarily timed with all the ways that leaves it open to criticism. It also offers pretty standard advice for the most part and many people and organisations will be well aware of it.  What is interesting is that so much of the advice is about individual behaviour, across the daily themed topics. In some ways this is a welcome reminder that the solution to environmental issues is as much about personal behaviour and management as it is  technology. The answer to needlessly burning lights should be somebody remembering to turn them off, rather than a movement sensor. Or it should be both. In practice, people don’t meet their own stated commitments to the environment and there are some pretty good reasons for this.

The office rental sector has benefited from the prospect of reduced supply, stemming from the recent announcement by the government to relax the need for permission to change use from commercial to residential, according to RICS’ property and construction experts. Although the first quarter results of the 2013 RICS UK Commercial Market Survey reveals how the retail side of the commercial market continues to suffer, other areas of the commercial property market – such as office and industrial space have seen demand for premises strengthen slightly with no major increases in empty floor space and rising levels of tenant demand for office premises. Building Information Modelling (BIM) will raise productivity, provide better buildings, faster and cheaper and represents opportunities for the built environment to become a powerful international player. This is according to a major new report, Growth through BIM produced by Richard Saxon, the UK Government’s BIM Ambassador for Growth who concludes: “No wonder it has been mandated as government policy“. The Built Environment sector, for the purposes of his report, is defined as Property, Construction and Facilities Management, which accounts for about 15 per cent of GDP, and which he describes as: “an enabling sector, facilitating the performance of most other sectors”.  Underemployment in the UK heightened by a fall real wages say economists

The current economic downturn differs from previous recessions in that unemployment rates haven’t been quite as devastating, with employers opting to freeze pay rates and offer flexible working and reduced hours in order to retain staff. But according to a white paper published today this has led to an important new phenomenon – underemployment. In the latest issue of the National Institute Economic Review, economists David Bell and David Blanchflower of the University of Stirling and Dartmouth College describe workers who are underemployed when they are willing to supply more hours of work than their employers are prepared to offer. The world’s leading property institutions meet today to create a universal method of measuring property assets. At present, the way property assets – such as an office development is measured, varies widely from country to country. With so many different methods of measurement available, it makes it difficult for those looking to invest in these developments to compare like with like. This confusion can affect property values, lead to errors in financial reporting and, consequentially, undermine market confidence. Lack of skills hampering business growth say UK CEOs

Lack of skills training is hampering growth say business leaders

Nearly two thirds (65 per cent) of UK employers say a lack of key skills is hampering their growth prospects – with construction, mining, engineering and energy companies reporting the most chronic shortage of skilled employees. Yet, according to a PwC global survey, while three out of four UK CEOs said creating a skilled workforce should be the Government’s highest priority only a third intended to do anything about it for the coming year. Instead, they see it as a longer-term goal; with 70 per cent of respondents saying they plan to increase investment in their workforce over the next three years. More →

CIBSE creates diversity panel to reflect varied workforce

Efforts to encourage a more inclusive culture within the built environment appear to have moved up a gear. RIBA President Angela Brady has voiced concerns on the “gender inequality that continues to pervade the profession,” and now the Chartered Institution of Building Services Engineering (CIBSE) has launched a Diversity Panel. Formed to encourage diversity in all its forms, whether race, gender, age, sexual orientation or disability, it is made up of CIBSE members who are keen to increase the routes to the profession through educational paths and by promoting a diverse workplace. Commented CIBSE: “The employment and retention of a varied workforce is integral to meet the building services engineering skills gap and to therefore improve building performance.” More →

High wire act: balancing attitudes and expectations in the workplace

This week, with some fanfare and a modest splash on social media, CBRE, the Global real estate services provider launched The Workshop Idea. One of its stated aims is the revitalisation of our high streets and, with the introduction of local venues in a number of differing guises, an increase in the degree of choice and flexibility of places in which to work when not travelling into the office. A whitepaper is due out shortly and we will cover this specific initiative once that has been given the proper consideration and thoughtful analysis it deserves. However, it raises some initial thoughts on expectations, attitudes and behaviours that need to be overcome in the way we view our high streets and places of work and the degree to which those who provide services respond.

Older workers remain untapped resource for employers

Employers who ignore Britain’s growing population of older workers could suffer skills shortages and lose an important competitive edge, warns a new government guide. “Employing older workers”, published by the Department for Work and Pensions, warns that Britain is running out of workers. There are 13.5 million job vacancies which need to be filled over the next ten years, but only seven million young people are projected to leave school and college over that time. Yet despite a predicted surge in numbers of employees over 50, employers remain reluctant to recruit older people.
