Bad management tolerated to a “shocking degree” say employment experts

Employers wouldn’t dream of appointing a person to a senior role for which they have no experience, yet in a new study nearly half admit individuals within their organisation have been promoted into a managerial role based on their performance record rather than people management or leadership skills. According to a report from the CIPD, 36 per cent of line managers have not received any training for their role, with any time for effective line management often squeezed or lost in favour of more immediate task oriented priorities. With 24 per cent of managers facing situations where they often have to put the interests of their organisation above the interests of team members, many might be left confused and aim for quick wins over the interests and wellbeing of team members. New report urges UK Government departments to ditch paper completely by 2020

Paper stackA new report from the Think Tank Policy Exchange is claiming that UK Government departments should look to stop using paper by moving from process that are ‘digital-by-default to digital, full stop’ by the year 2020.  The report, Smaller, Better, Faster, Stronger: Remaking government for the digital age, claims that the move would make the UK public sector 8 percent more effective and save £24 billion a year by eliminating the paper used by Government departments to communicate and switching to digital processes for all services that don’t require face-to-face interaction with suppliers and members of the public.

The rise in the number of older workers in the UK has been well documented, and the reason is clear, they are a much needed resource. Over the next ten years there are 13.5 million job vacancies which need to be filled, but only seven million young people predicted to join the job market in that time. And the UK is not alone; the EU faces significant skills gaps due to demographic change. But according to a new International Longevity Centre –UK (ILC-UK) report, Working Longer: An EU perspective, supported by Prudential, EU countries urgently need to skill up the older workforce, support more older women in work and address the particular health issues associated with employing older workers. BIFM pulls out of much publicised facilities management trade association merger

I don'tThe British Institute of Facilities Management has announced that it is to withdraw with immediate effect from the merger discussions it had entered into in May with its fellow trade associations, Asset Skills, CSSA and FMA. The decision to pull out was taken at a BIFM board meeting last week. According to a BIFM statement, the plans were not felt to be in the best interests of BIFM members. The decision comes as something of a surprise given that the week before the decision, BIFM was saying that it was delighted with  progress, although some commentators including our own Simon Heath had already expressed their reservations about the whole thing.

Forget Gen Y – the future workplace is multigenerational

Old dog new tricksThere is quite possibly more guff talked about the impact of Gen Y on businesses and the workplace than any other management topic. However, it’s not only wrong to characterise the people of Generation Y as some homogeneous blob with stereotyped attitudes that set them apart from the rest of humanity, but also to miss the point that the workplace is and will remain multigenerational. In fact, according to new data from the Department of Work and Pensions, there have never been more over 50s in work in the UK than there are right now.  There are 2 million more over-50s in jobs than there were 15 years ago and they will form a third of the workforce by 2020. And they will want their own say on things just as much as the much talked about millennials.

Progress made on proposed FM bodies' merger but consultation to wait

The British Institute of Facilities Management (BIFM) reports that merger talks with fellow FM and services related bodies, Asset Skills, the Facilities Management Association and the Cleaning and Support Services Association are progressing, but says a membership consultation must wait for the findings of the steering and working groups. As Simon Heath pointed out in his comment on the merger in May there is a sense of “crushing inevitability” that the first step in the process has been to form a steering group rather than letting members have some say in the early discussions.

Fewer London firms plan to expand within the capital reports CBI

As we’ve reported previously London is enjoying a booming office rental market, but according to the latest CBI/KPMG London Business Survey, high operating costs are making the capital less of an attractive prospect. While more of London’s businesses plan to expand during the next year, fewer are planning to do so in the capital, with high operating costs and housing shortages cited as the biggest concerns. London’s firms also plan to spend relatively more on recruitment and training; product and process innovation; and IT plant and machinery, but less on land and buildings. Government report highlights failings in UK public sector procurement

Cheque signingIn the wake of a number of recent procurement failures including the G4S and Serco overcharging fiasco, the UK Government has published a highly critical report of the way it buys some £227 billion of goods and services annually. The report from the Public Administration Committee (PASC) says that in spite of steps to improve procurement which include using better data, aggregating demand across departments and renegotiating with major suppliers, the number of failures remains conspicuously high. The G4S and Serco contracts with the Ministry of Justice, under which payments were made regardless of the service being delivered, are the most high profile examples but the report indicates that problems are widespread.

Growing concerns regarding the incursion of connectivity devices into our everyday lives ignores the fact that many people have little or no access to these tools. Access to the Internet may have been ruled as a UN human right, but that doesn’t really help those who can’t afford devices that connect them to the web in the first place. So, while for most Europeans the recent story in the Baltimore Brew that locals could turn in their guns in exchange for a refurbished Dell laptop is pretty jaw-dropping, it’s a good example of the difficulty residents in a deprived area have in, as the organisers describe it, “bridging the digital divide.”

 Sickness absence falls but mental ill health and stress still a problem

Mental health conditions are the single most widespread cause of long-term absence, with more than half (54 per cent) of employers citing non-work related stress, anxiety and depression as a cause of long-term absence. On a more positive note, according to the latest CBI/Pfizer Absence and Workplace Health Survey out today, overall absence from work in the UK has dropped to a new record low. The thirty-year survey found the average absence rate was 5.3 days in 2012, down from 6.5 days in 2010 – saving business £3 billion. However, the report, Fit for Purpose, found overall absences still cost the economy £14 billion a year, according to the ONS. Almost £1.8 billion was lost from an estimated one-in-eight sick days taken for non-genuine reasons, with one in five employers believing employees take “sickies” as an occasional perk. While absence rates in both the public and private sector were down to 6.9 (from 8.1) and 4.9 (from 5.9) days respectively, the report argues more than £1.2 billion a year could be saved if public sector absence levels were brought in line with the private sector average – on top of the £700 million saved from the fall since 2010.

UK government falling behind in plans to modernise its workplaces

WhitehallThe UK government has conceded that it is falling significantly behind in its plans to create a modern workplace involving a more flexible working environment for public sector employees. The plans were outlined in the Civil Service Reform Plan a year ago with the aim to create a “decent working environment for all staff, with modern workplaces enabling flexible working”. However, a report released this week by Cabinet Office Minister Francis Maude confirms that the plans are now rated red, meaning they are significantly delayed or off track and that there is now a great deal of work that needs to be done to meet the stated aims of the plan. While some departments have made good progress, there is little cross-government work to meet the demands of the Government’s commitment.
