New BREEAM environmental standard launched for UK office refurbishment and fit-outs

Office refurbishmentThe Building Research Establishment (BRE) has launched the latest addition to its flagship sustainability accreditation scheme. Launched fully at MIPIM UK, the Building Research Establishment Environmental Assessment Method (BREEAM) Refurbishment and Fit-Out 2014 standard has been in development for around  two years, a period which has included consultations with some of the UK’s largest commercial property occupiers, end users as well as a full assessment of a pilot project at BRE’s base near Watford. It joins existing BREEAM standards as a way of assessing the sustainability of office refurbishment and fit-out projects in the UK and overseas. The standards were tested on a simulated refurbishment project at the BRE site and achieved, in the words of the organisation,  “significant savings as well as many other positive learning outcomes”. Firms which took part in the two year development and consultation period included Lloyds, Boots, Legal & General and The Green Investment Bank.

London ranked the best city to invest in major office refurbishment

office refurbishmentLondon offers the best returns on office refurbishment of any city in the world, according to a new report from ARCACDIS. The firm’s survey of buildings more than 20 years old in thirteen cities found that returns on capital invested in major refurbs (which extend the life of the office by up to 20 years) in London were nearly ten percent, significantly higher than second placed Warsaw (7.5%) and Milan (6%). However, London was only ranked second for return on investment in minor office refurbishment, defined as a refurbs that aims to extend the life of the building by up to 5 years. Top place in this instance went to Madrid (9.6%), followed by London (8.5%) and Shanghai (7.9%). The least attractive market for office refurbishment was found to be Dubai, which the report claims is due to the large supply of new office space.

Mace to oversee Old Admiralty refurbishment for DfE occupation

Old admiralty building refurbishmentAs a direct result of the Cabinet Office’s programme to consolidate and modernise the government estate, the Grade II listed Old Admiralty Building is to be designed and refurbished for the Department for Education (DfE).  Mace is to oversee the project, which will see the modernisation of 18,000 sq. metres of office space to provide space for over 1,600 staff, who are currently working in leasehold accommodation. Old Admiralty Building (OAB) is currently occupied by staff from the Foreign & Commonwealth Office, who as part of the estate rationalisation strategy, will be consolidated into the Foreign Office’s King Charles Street Office in 2015. Refurbishment work is targeted to commence at the OAB late in 2015, following a design procurement process, including liaison with Westminster City Council planning and English Heritage, with the project due for completion in 2017. PwC’s nine-storey headquarters at One Embankment Place in London has surpassed all BREEAM scores to date for both new build and existing structures. The 450,000 sq ft commercial office building located at Charing Cross station in London has achieved a milestone 96.31 per cent BREEAM Outstanding score, including a 100 per cent score for materials, transport and management. Built in the early 1990s, the structure, which comprises a basement below the station and nine floors of office space above it, has had a complete office refit and refurbishment as well as full central plant replacement in the basement areas, roof and terraces. Achieving a high BREEAM rating and EPC score was a priority of the refit, which was achieved while some 2,000 staff remained in occupation. More →

Over 40 percent of refurbishment projects fail September health and safety checks

Working at HeightFollowing the extensive enforcement action it took against construction sites in March, the latest Health and Safety Executive ‘swoop’ on refurbishment projects in September found that more than 42 percent of them failed the subsequent inspection.  During the month, HSE inspectors paid unannounced visits to 2,607 construction sites where refurbishment or repair work was taking place and reported that 1,100 of them failed the safety checks. On 644 of the sites, practices were deemed so poor that enforcement action was taken to protect workers. More seriously, 539 prohibition notices were served to put an immediate end to dangerous activities and inspectors issued 414 improvement notices requiring standards to improve.

Leeds Council begins major office refurbishment and signs long term HQ lease

Leeds City Council has signed a new 25 year lease on its headquarters building Merrion House as part of a programme aimed at consolidating its property portfolio and housing the majority of its staff under one roof. The council claims the long term deal will save it £15 million over the course of the lease following work on a complete office refurbishment and a consolidation of its estate in the city centre. The refurb includes the addition of a new 50,000 sq ft six-storey extension  bringing the total space to around 170,000 sq ft. The revamped HQ will be home to around 1,900 staff including 700 who will move from 13 other buildings around the city. The new agreements is thought to be the largest office pre-let in Leeds for more than 20 years.

CIBSE publishes guide on energy reduction from refurbishment projects

TM53 coverThe Chartered Institution of Building Services Engineers (CIBSE) has published a guide on how to make the most of the energy reduction opportunities that arise during refurbishment projects. The document, called Refurbishment of non-domestic buildings, is available in print (£60) and online (£55). CIBSE president George Adams claims: “Making the current building stock consume significantly less energy contributes to our cities in the future to reduce their heat islands, lower carbon foot prints and lessen the demand on already stretched energy infrastructures. Cities are key to the world’s energy problems and therefore the buildings within should strive through continuous improvement to be as energy efficient as possible and this new guide will assist in this huge challenge.”

Refurbishment projects on the rise for UK architects

Projects involving works to existing buildings now make up 64% of architects’ workloads, according to the results of the December 2012 Future Trends Survey carried out by the Royal Institute of British Architects (RIBA). This figure, which has been increasing steadily since 2010, suggests that in the present climate conservation, refurbishment and adaptive re-use are important areas for architects to apply their expertise. The Workloads Index for December 2012 was plus-8, remaining in positive territory since October 2012, which continues to suggest a stable market for architects’ services.

Europe’s buildings account for around 40 percent of energy consumption and 36 percent of CO2 emissions. Currently, EU policy only addresses the operational emissions of buildings but to support total decarbonisation of the EU building stock, policy must evolve to cover both operational and embodied emissions, known as Whole Life Carbon. Without addressing both sources of emissions it is inconceivable that the EU will be able to achieve its climate targets. More →
