Employment is increasingly dependent on an ability to get on with people 0

peopleIt can be heartening to learn that there will still be a role for humans in the forthcoming world of robots, drones and driverless vehicles. Inevitably, it is those skills that are hard to automate that will define many of the human jobs of the near future and so one of the skills that will continue to attract paid employment will be the ability to get on with other people. This skill has already defined the labour market for the past 35 years and helped to narrow gender differences in the job market. These are the main conclusions of a new report published by David Deming of the US based National Bureau of Economic Research.  According to his working paper “The Growing Importance of Social Skills in the Labor Market,” which is currently awaiting peer review, nearly all job growth since 1980 has been in occupations that depend to a large extent on well developed social skills.

Employment confidence is growing, but so is a the pay divide finds CIPD The UK workforce is seeing an increasing pay divide between employers that can now afford to increase wages by 2 percent or more and those that are stuck in a pay freeze. According to the latest Labour Market Outlook from the CIPD, almost half of the UK workforce saw either a pay freeze or a pay cut (3% pay cut, 39% pay freeze) in the twelve months to December 2014. In contrast, a similar proportion (40%) have received a pay increase of 2 percent or more and less than a fifth (18%) fall in the middle ground of people who have received a pay increase in the 0.1-1.99 percent corridor. As well as identifying a growing pay divide, the report finds employment confidence is set to remain strong over the next three months with around two thirds of employers (65%) planning to recruit new employees.

employmOver a million older people pushed out of the labour marketentMore than a million older people are struggling to find employment. This is according to the second in a series of reports being produced by Business in the Community around age and intergenerational workplaces. The Missing Million: Pathways back into employment, finds that the over 50s continue to face age discrimination and they are increasingly having to start their own businesses or go into unpaid work, when they would prefer to do otherwise. Older people are more likely to remain out of work once they lose a job and if they want to find new employment, the over 50s have to rely on their own resources and networks. The research, which feeds into BITC’s Age and Intergenerational Workplaces campaign, is being carried out in collaboration with The International Longevity Centre-UK (ILC-UK).

Government should accept that self employment is the new normal for many

self employmentThe Government should develop more policies that meet the needs of the growing numbers of self-employed in the UK and across Europe. That is the message of a new report from think tank The Institute for Public Policy Research which points out that while 40 percent of the rise in job levels since 2010 has been in self-employment, the Government should accept this is not a blip but a structural change in the way many people work and develop appropriate policies to meet their needs. The report argues that self-employment is already the new normal for some 4 million UK workers and the Government should take steps to ensure their pensions, training and earnings are in step with the rest of the workforce.

Over 50s have highest rate of long term unemploymentMore than a million people over 50 have been pushed out of the workplace a new report from The Prince’s Initiative for Mature Enterprise (PRIME) has revealed. Up to 1.5 million people aged 50-69 “involuntarily” left employment over the last eight years due to a combination of redundancy, ill health or “forced” early retirement. Of these, 1.1 million people would be willing to work. Yet if the employment rate of this 50–64 age group matched that of the 35–49 age group, it would boost UK GDP by £88 billion (5.6%). The report: ‘The missing million: illuminating the employment challenges of the over 50s’ was produced by PRIME, now part of Business in the Community, in collaboration with The International Longevity Centre (ILC), the leading think tank on longevity and demographic change. The report explores the employment challenges facing older workers and calls for urgent action from policy makers and employers to ensure that people over 50 remain in the labour market, for example through flexible working and retraining. Older workers’ employment champion appointed to challenge age perceptions

Following the Government’s publication last month of Fuller Working Lives – A Framework For Action, which set out the benefits to individuals, business and the economy as a whole of people aged over 50 staying in work; economist, policy expert and consumer champion Dr Ros Altmann CBE has been appointed by the Government as its new Business Champion for Older Workers. Dr Altmann – a former director-general of Saga and independent expert on later life issues – will be tasked with making the case for older workers within the business community and challenging outdated perceptions. In the next 10 years, there will be 700,000 fewer people aged 16-49 in the UK labour market but 3.7m more people aged between 50 and state pension age. The Government believes employers need to harness the benefits of taking on older staff, as too many continue to believe they can rely solely on a young workforce. More →

Queen's Speech light on legislation, with flexible working biggest change aheadThis year’s Queen’s Speech was the last before the 2015 general election and included a relatively light legislative programme of just 11 new bills. Some of the key employment changes being proposed include changes to childcare, the national minimum wage, and zero-hours contracts. But in fact a key development which was not included in the Queen’s Speech, and yet could have the most pronounced effect on employers is the extension of the right to request flexible working. From 30 June 2014, employees with at least 26 weeks’ continuous employment will be able to make a request for flexible working for any reason under the new statutory scheme. The procedure to be followed will be far less prescriptive than that currently in force and will place more onuson the employer to consider the request and any alternatives to the proposed request. UK unemployment down & wages up, but regional differences widen

Mind the gapUnemployment dropped below 7 per cent for the first time since the recession, according to figures published yesterday by the Office for National Statistics (ONS). Jobless figures fell by 77,000 to 2.24 million in the three months to February 2014, taking the unemployment rate to 6.9 per cent for the first time since 2009. The figures also show a small growth in regular weekly pay, which, excluding bonuses was up by 1.4 per cent on the year. However, the recovery appears to remain regionally unbalanced, with London and the Greater South East powering ahead of the rest of the country. Said Ian Brinkley, chief economist at The Work Foundation: “Employment levels in the North East are lower today than they were at the end of the recession, measured by the workforce jobs indicator. Gaps in regional employment performance are also widening rather than narrowing.” More →

Employment is on the rise but pay not matching the rate of inflation

employmentThe latest labour market statistics shows employment has continued to rise, but at a slower rate than seen last month. However, at 67.2 per cent, record-breaking numbers of women are now in work, the highest since records began. The figures published today by the Office for National Statistics (ONS) show the employment rate in the three months to December 2013 rose to 72.1 per cent, lower than the previous three months and with just a small rise in total pay of 1.1 per cent. This slower pace of growth in employment and pay is reflected in the latest CIPD/ SuccessFactors quarterly Labour Market Outlook survey, which reveals that, although recruitment intentions remain positive, the rate of increase has slowed significantly and the vast majority of organisations expect to give pay awards below the current rate of inflation. At the same time, employees are struggling to get into work due to their own homes being flooded or the closure of transport links. The problems which arise due to the closure of the workplace are rather different from the challenges of dealing with employees who can’t get to work, but both should be handled carefully.  Where the business itself has closed due to adverse weather an employer can ask its employees to work from home or, if alternative premises are available employees may be asked to transfer to the different premises until their place of work is restored. Where the employer has an express clause in the contracts of employment entitling it to make such requests, the employer can insist on the employee’s co-operation. More →

Surge of turnover and employment growth in UK’s creative businesses

creativityThe Government has released new statistics that demonstrate the increasing importance of the creative sectors to the UK economy, although concerns remain about the UK’s creative skills base. The figures reveal that the overall turnover of creative businesses increased by just under 10 percent in 2012 and employment increased by 8.6 percent over the same period, more than any other sector. The creative industries are now worth more than £70 billion a year and employ 1.68 million people. While employment in the UK as a whole grew by 0.7 percent over the whole economy, jobs growth in the creative sector was 8.6 percent. There was also growth in export sales, up over 16 percent between 2009-11 and worth £15.5bn in 2011.
