Office rental sector benefits from office to home exemption says RICS

The office rental sector has benefited from the prospect of reduced supply, stemming from the recent announcement by the government to relax the need for permission to change use from commercial to residential, according to RICS’ property and construction experts. Although the first quarter results of the 2013 RICS UK Commercial Market Survey reveals how the retail side of the commercial market continues to suffer, other areas of the commercial property market – such as office and industrial space have seen demand for premises strengthen slightly with no major increases in empty floor space and rising levels of tenant demand for office premises. UK authorities win exemptions from offices to homes planning changes

Empty officeFollowing our report in February that the majority of  London’s boroughs had applied to be exempt from plans to relax planning laws on the conversion of offices into homes, the government has today exempted most of central London and some UK regions from the new rules. Local authorities were asked to apply for exemptions earlier in the year and now cover areas within the jurisdiction of 17 local authorities including the City of London, Camden, Islington, Hackney, Tower Hamlets, Southwark, Lambeth, Wandsworth, Westminster, Newham and Kensington and Chelsea. Nationwide, exemptions have been granted for parts of central Manchester, the Vale of the White Horse, Stevenage, Ashford in Kent, Sevenoaks and East Hampshire.

Ridley Scott was one of the pioneers of a film aesthetic that mashes the past with the future, the grime and the gleam. It was a pioneering idea at the time but it’s familiar now. We now accept that the future looks a lot like the past and that goes for the office design in this scene. BladeRunner is also a film about dreams. The dreamy setting here is a telling  contrast to the dirt and sleaze in the City below and the scene in the office in which Deckard (Harrison Ford) interviews the classic femme fatale Rachel (Sean Young) also supports the unresolved notion that Deckard may be a replicant himself. Clearly the workplace smoking ban had been repealed by this time, but then where would a femme fatale be without a cigarette? Even if she is an android.

What workers really want from their offices? The basics.

The basicsSo what do people really want from their offices? It’s a question that has tasked the minds of researchers for many years. According to a recent survey from Overbury, the ideal office design seemed to be a Starbucks, but a new report from the British Council for Offices suggests that what people want isn’t actually that much. Top of the list of priorities for the 1,200 or so people surveyed were fast Wi-Fi, comfortable surroundings, a convenient location and a decent, if unspectacular, fit-out, although responses varied to a certain degree across age groups and sectors. Is that really too much to ask? And are the pool table and the slide absolutely necessary?

City approves plans for new offices by Fire of London Monument

New office development by Fire of London Monument

The City of London has granted planning permission for the development of an 88,000 sq ft (8,175 sq m) office-led scheme, next to the historic Monument column which commemorates the Fire of London in 1666. The project by Skanska Project Development Ltd (SPDL) will see the existing buildings at 11-15 Monument Street, 46 Fish Street Hill and 1-2 Pudding Hill replaced with around 85,000 sq ft (7,896 sq m) of offices on nine floors, with floorplates of around 10,000 sq ft (929 sq m), and 3,000 sq ft (278 sq m) of ground floor retail accommodation. Work is expected to start on site later in the year with completion scheduled for 2015.

A prescient film when it comes to modern office life, the workplace depicted in Terry Gilliam’s Brazil is that particularly 1980s modish mish-mash of futuristic technology and grubby antique with more than a nod to the offices of the past, present and future. Nevertheless he was able to anticipate both the current obsession with shared desks, the battle for resources and space (above) and the fact that people will sometimes use technology to do anything  other than work so long as the boss doesn’t notice (below). Even the exposed pipes that were once so daring can now seem a routine or even hackneyed element in an office design.

Abu Dhabi continues to create new offices, despite current oversupply

Abu DhabiA new report from Jones Lang LaSalle into the property market in Abu Dhabi claims that although the Emirate is committed to investing in the development of new commercial property, there is already a serious oversupply of offices in the region. Vacancy rates already stand at over a third (37 per cent) with increases expected as new developments become available. Around 1 million sq. m. of new office space is set to be developed in Abu Dhabi between now and 2015, increasing the total commercial building stock by a quarter. The JLL report claims that this oversupply is suppressing rents. Grade A properties now yield about 40 per cent of what they did at their peak in the final quarter of 20008 while Grade B space also continues to see falls in its yield.

The U.S. furniture manufacturer’s association the BIFMA (Business and Institutional Furniture Manufacturers Association) has revised its ergonomics guidance to “reflect changes in the size and shape of the North American working population,” This includes increased seat width, distance between armrests, support surface height for sitting and standing, and height clearance for legs and knees. It’s also developing a new “Heavy Occupant Chair Standard”.  Although the BIFMA cannot be faulted for responding to consumer demand, the renewed guidance doesn’t address the core of the problem – the fact that over a quarter of U.S. workers (approximately 66 million people) are obese.

Report claims empty offices could provide 11,500 homes

Empty officesAccording to new research from Lambert Smith Hampton, there is nearly 12m sq. ft of obsolete office space in the UK’s regional markets which the firm estimates could yield as much as 7.4m sq. ft. of space suitable for conversion to residential use under the Government’s controversial new planning rules. The researchers claim that this equates to approximately 11,500 new homes. The government has relaxed the planning systems in the UK to encourage developers to shift the use of space although critics have argued that this may serve to distort the market for property in some areas as residential properties are potentially more lucrative than commercial properties.

Possibly the most perplexing picture of the modern office is whether technology has made it more, or less productive. New research by Warwick Business School has found that on average UK office workers deal with 40 emails a day and one in 12 with 100 messages a day, which can’t be good for productivity. Meanwhile another piece of research by psychologists at the University of Chester reveals the somewhat unsurprising fact that an over reliance on social media reduces the ability to maintain ‘meaningful’ relationships due to a lack of visual emotional cues – which could further cast doubts over the efficacy of remote working. In which Jack Lemmon exchanges the crushing uniformity of the open plan for a corner office as a reward for allowing senior managers to use his apartment as a venue for their infidelity. This is from 1960, the pre-cubicle, pre-VDU world of large ranks of serried workers in an open plan office with only the privileged few allowed any degree of privacy or the wherewithal to display status. many ways, the layout has much in common with the way many offices are designed now. Office design may have moved on in the past half century but some things are always with us.
