New NHS purchasing framework announces list of appointed firms

NHS procurementDetails have been announced of the firms appointed to a new NHS purchasing framework designed to provide best value and improved service levels across a range of procured services including architecture, quantity surveying, health and safety, environmental management, project management, mechanical & electrical and building consultancy. The procurement division of NHS Shared Business Services (NHS SBS), claims to have redesigned the existing construction consultancy framework which was originally only open to architects and quantity surveyors, to cover a total of 11 different disciplines and covering 12 different regions. The new framework, which was first announced last month, will apply to all 600 NHS Trusts and their commissioning organisations as they procure consultancy services for new build and refurbishment works for buildings.

New BIM guidance published for operational phase of a building

Fresh BIM guidance publishedGuidance on the use of BIM (Building Information Modelling) in the operational phase of a building has been issued by the business standards Institution (BSI). PAS 1192-3, Specification for information management for the operational phase of assets using building information modelling (BIM) is a companion document to PAS 1192-2, which specified an information management process to support building information modelling (BIM) Level 2 in the capital/delivery phase of projects. In contrast, PAS 1192-3 focuses on the operational phase of assets irrespective of whether these were commissioned, acquired through transfer of ownership or are part of an existing asset portfolio. The new specification recognizes that the cost of operating and maintaining buildings and facilities can represent up to 85 per cent of the whole-life cost and savings can pay back any upfront premium in construction expenses in a few years. RICS issues case studies to celebrate strategic role of facilities management

RICS has published six case studies examining the impact strategic facilities management (FM) can have on business performance. The case studies were devised following the publication of a 2012 research report, Raising the Bar: Enhancing the Strategic Role of FM, which found that over 75 per cent of survey respondents believe that facilities management is a strategic role. This was followed earlier this year by Raising the Bar: City Roundtables Report which made specific recommendations for action, including better promotion of the strategic role played by facilities management within organisations. The case studies were launched at the BBC’s Salford Quays building, featured in one of the studies, which describes the role the BBC’s FM team took in relocating critical services from London to Salford Quays and how the FM strategy was responsible for fostering creativity in the organisation. The publication this week of the report Climate Change 2014: Impacts, Adaptation, and Vulnerability by the UN’s science panel that argues that the world is “ill-prepared” for risks from a changing climate, but that opportunities to respond to such risks still exist, proves more than ever that the built environment can play a vital role in helping to curb global warming. The most obvious place to start is by turning down the temperature of the office, which according to researchers from Lancaster University’s DEMAND Research Centre, has become warmer in recent years. As reported by Clickgreen, the researchers from Lancaster University say the average office temperature of 22 degrees C is way too high, and by simply turning down the thermostat and asking occupants to don another layer could do much to address global warming. Back to basics may be needed to address modern ergonomic changes

More working days were lost last year to back, neck and muscle pain than any other cause. The latest figures from the Office of National Statistics (ONS) show that although there has been an overall downward trend in sickness absence in the UK over the last two decades; with 131 million days lost in 2013, down from 178 million days in 1993, at 30.6 million days lost, the greatest number of staff sick days in 2013 were due to musculoskeletal problems. Regulations and guidance relating to ergonomics in the workplace (the Health and Safety (Display Screen Equipment) Regulations 1992), were published over 20 years ago; and despite being amended in 2002, that’s still aeons in technology terms. The typical modern worker now routinely uses tablets, mobiles and other digital devices; whether at work, on the move or at home.

After the deluge: wading through the floods of employment issues

The Deluge by John MartinThe recent downpours have resulted in the flooding of many businesses. At the same time, employees are struggling to get into work due to their own homes being flooded or the closure of transport links. The problems which arise due to the closure of the workplace are rather different from the challenges of dealing with employees who can’t get to work, but both should be handled carefully.  Where the business itself has closed due to adverse weather an employer can ask its employees to work from home or, if alternative premises are available employees may be asked to transfer to the different premises until their place of work is restored. Where the employer has an express clause in the contracts of employment entitling it to make such requests, the employer can insist on the employee’s co-operation. (more…)

Employers urged to offer flooded staff access to workplace facilities

As much of the UK prepares to endure yet another winter storm, the TUC has issued guidance for employers on ways to support staff affected by the flooding, and offered advice on the sort of health and safety risks the floods could pose to workplaces. The guidance aims to help employers and employees ensure that workplaces situated within flooded areas are safe before anyone returns to work. This covers both journeys to work through flooded areas and the sort of dangers to look out for in affected buildings, including for example, from contaminants and faulty electrics. The union also urges employers to offer extra support to staff whose homes are either already partially submerged or are at risk from the rising floodwater; which for example could include allowing them to use showers and washing facilities at work. Government BIM target ‘unachievable’, claim construction industry experts

ConstructionThe majority of building industry experts surveyed by law firm Pinsent Masons believe that one of the key UK Government target for the uptake of Building Information Modelling  is now unachievable due to unfit contracts and the lack of a collaborative approach between clients and builders. The Government had hoped that all central Government construction projects would achieve BIM Level 2 by 2016. But according to the new report, nearly two thirds (around 64 percent)of the 70 people surveyed claimed it was impossible for the target to be met. ‘Level 2’ refers to a collaborative 3D setup in which all project information, documents and data are electronic with fully integrated software and interfaces.

Plans to slash environmental guidance

The UK Green Building Council has condemned Prime Minister David Cameron’s pledge to scrap realms of environmental guidance. In a speech to the Federation of Small Businesses earlier this week, the Prime Minister said that by March 2015 Defra will have slashed 80,000 pages of environmental guidance, saving businesses around £100 million per year; “to make it vastly easier and cheaper for businesses to meet environmental obligations.” However Paul King, Chief Executive at the UK Green Building Council, branded the move utterly reprehensible. He said: “The Prime Minister’s boasts of ‘slashing 80,000 pages’ of environmental guidance is. It is the same poisonous political rhetoric from Number 10, devaluing environmental regulation in a slash and burn manner. These words are not only damaging and irresponsible, but misrepresent the wishes of so many modern businesses, both large and small.”  (more…)

Meeting the management challenges of caring for home workersFlexible working is on the rise. However, as reported today, while employers are happy to equip workers with the facilities required to work away from the office, there is a worrying level of unwillingness amongst many bosses in checking the safety and comfort of home workers. Employers have a duty of care to their home workers under health and safety legislation and the Working Time Regulations 1998. This means that care should be taken by employers to ensure that home workers operate in a safe and appropriate environment. This duty of care goes beyond supplying an ergonomic workstation. Managing home workers requires a varied set of management skills and best practice processes. (more…)

Employers encouraged to take a more preventative approach on Stress Awareness DayToday is national stress awareness day. According to the HSE stress accounted for a massive 40 per cent of all work-related illnesses last year, which resulted in a loss of 10.4 million working days. As well as being a major contributor to long term physical illnesses, including obesity, stress also contributes to poor workplace performance caused by lack of concentration. The financial cost to the UK has been estimated at £60 billion or about £1,000 per man, woman and child. Yet according to the International Stress Management Association (ISMA) most organisations tackle stress at the wrong end. They wait until someone becomes ill, and then start to provide services to improve their health. This is too late. (more…)

Major injuries at work have reached an all-time low says HSE

There has been an 11 per cent drop in major injuries at work compared to 2011/12, according to the latest Health and Safety Executive (HSE) statistics – though construction remains one of the most dangerous sectors. Meanwhile, figures compiled by health and safety expert ELAS shows the HSE has fined UK firms more than £5.5 million for health and safety failings under its ‘Fees for Intervention’ scheme (FFI) since its launch one year ago. Under the Health and Safety (Fees) Regulations 2012, companies that break health and safety laws are liable for fines to cover HSE related costs, including call-outs, inspections, investigations, and taking enforcement action. Businesses were fined a total of £5,532,565 for such breaches by the watchdog since October 2012. These can range from slips, trips and falls, right down to not providing enough toilets or washing facilities. (more…)
