Property sector urges government to introduce mandatory energy standards

Ahead of the Queen’s Speech today, business leaders from some of the UK’s biggest property owners, developers and occupiers are urging the Government to end the “prevarication” around the introduction of mandatory energy standards for privately rented commercial buildings, amid concerns there is “significant opposition” to them within the Coalition. The UK Green Building Council has released the text of a letter sent to Prime Minister David Cameron by the heads of major companies including Legal and General, Whitbread, Land Securities and Marks & Spencer on the Government’s proposed minimum energy performance standards (MEPS). It argues that commercial buildings are responsible for around one fifth of the UK’s total carbon dioxide emissions. More →

The workplace of the future is one founded on uncertainty

We now know for a fact that the good people at the UK Commission for Employment and Skills take heed of what they read on Workplace Insight. After Simon Heath recently eviscerated the idea of the year 2020 as a useful marker for the ‘future’, a new report from the UKCES draws its line in the sand a bit further on in 2030. It means they can’t have a ‘2020 Vision’ and for that we should be very thankful. Yet the report still falls into the same traps that are always liable to ensnare any prognosis about the workplace of the future, notably that some of the things of which they talk have happened or are happening already. Then there’s the whole messy business of deciding what will emerge from the chaos; a bit like predicting the flavour of the soup you are making when a hundred other cooks are secretly adding their own ingredients. By 2030 your colleagues could be old enough to be your great-grandparents

By 2030 four-generation or “4G” workplaces – will become increasingly common as people delay retiring, even into their 80s. Although the role of women in the workplace will strengthen, an increasing divide will mean that while highly-skilled, highly-paid professionals will push for a better work-life balance, others will experience job and income insecurity. Technology will continue to evolve, pervading work environments everywhere, with many routine tasks becoming the domain of the smart algorithm. Multi media “virtual” work presences will become the norm, and as businesses seek additional flexibility, they will decrease the size of their core workforces, instead relying on networks of project-based workers. This is all according to the Future of Work, published this week by the UK Commission for Employment and Skills (UKCES). More →

‘Big Data’ is shaping the human experience within buildings

As the cost of implementation comes down, the same “Smart” technology that is harnessing the predictive power of “Big Data” to help solve congestion problems in cities is being more routinely deployed in buildings. UK Government urged to push ahead with zero carbon commercial buildings

The UK’s Green Building Council has fired off its latest salvo in an ongoing battle with the Government over the implementation of environmental legislation for commercial buildings. A new report from the organisation’s Task Group urges the Government to push ahead with plans to ensure that by 2019 all new non domestic buildings will be built to zero carbon standards. The report claims that the implementation of appropriate regulations is hampered by a lack of clarity, including confusion over what zero carbon actually means as well as the government’s own stop-start approach to the environment. The current 2019 commitment to zero carbon buildings falls a year ahead of the deadline specified in European Law, but a recent focus from the coalition on reducing relevant legislation has added to confusion about the overall approach. London conference debates international office measurement standard

The implementation of an international property measurement standard for offices (IPMS for Offices) moved forward last week when a group of leading professional bodies from across the world met at RICS’ HQ in London. The two-day meeting (20-21 Feb 2014) brought together representatives from many of the 31 member organisations of the International Property Measurement Standard Coalition (IPMSC), who discussed plans for the launch and implementation of IPMS across international real estate markets. A rise in cross-border property investment and expansion by global corporate occupiers has exposed the difficulties that can arise when dealing with differing national and local measurement practices. The first of its kind, IPMS seeks to standardise the way office space is measured around the world. More →

New data suggests parents are frustrated at lack of flexible working

Following last week’s revelation that the planned extension of Flexible Working Rights to all UK employees would be delayed beyond the proposed implementation date in April, new statistics released by the Department for Business Innovation and Skills (BIS) and a new report from the Working Families charity have revealed some of the disparities that exist in flexible working arrangements across the country. The Working Families survey of a little over 1,000 adults with dependent children, found that almost a third claim there are no flexible arrangements on offer where they work, leading many to feel resentful against their employers, with young fathers twice as likely to strongly resent the lack of flexible working affects their lives. BIM learning opportunities expand in new RICS and Salford University agreement

A distance learning version of a Certificate in BIM Implementation and Management, available online to professionals across the world is being offered by the University of Salford’s School of the Built Environment. The Certificate is designed to offer those working within the built environment the fundamental knowledge and understanding of BIM principles, terminologies, tools and techniques, including the technology, process and people needs for the successful adoption of BIM on construction projects. A range of new Continuous Professional Development programmes have been agreed with the Royal Institution of Chartered Surveyors (RICS), which includes a one-day Introduction to BIM Implementation and Management and a five-day Certificate in BIM Implementation and Management. The BYOD conundrum remains how to strike the right balance about control

We predicted that the practice of Bring Your Own Device would remain an insoluble conundrum for many firms throughout the year and two recent pieces of conflicting advice on the subject make the point point for us. On the one hand, the Information Commissioner’s Office (ICO) in the UK has issued fresh guidance to organisations about the possible perils of BYOD and the need to establish formal policies and procedures, including the ability for the firm to wipe ALL data from lost or stolen devices, determine applications and operating systems and decide on what happens to devices at the end of contracts. On the other hand a Gartner analyst has predicted that the dead hand of organisational control will mean around a fifth of BYOD policies will fail within the next two years, rendering the efforts at control completely counterproductive. The nine enduring workplace tensions to keep an eye on in the year ahead

There were a number of workplace issues that wouldn’t go away during 2013. And there’s no reason to believe we will resolve many of them during 2014 either. We can try to explain the recalcitrance of such things by referring to the enveloping fog that emanates from the commercial interests who promote problems to their customers so they can provide the solutions, but many are more deep-rooted. Technology and its constant radicalising effects is almost invariably the major driver of change, but it is only one thread in a complex web of social, professional, demographic, cultural and commercial changes. Team announced to review restoration needs of UNESCO World heritage site

The House of Commons and House of Lords have announced the team which is to carry out an appraisal of the work that needs to be done to restore and repair one of Britain’s most iconic sites. The study will explore a number of ways in which Parliament can remain operational while implementing long overdue essential works to protect the Palace of Westminster, an important Grade I listed building and UNESCO World Heritage site. Deloitte Real Estate, AECOM and HOK have been chosen to undertake an Independent Options Appraisal as part of the Palace of Westminster Restoration and Renewal Programme. The appraisal was commissioned following the publication of a study in 2012 which showed that, unless significant restoration work is undertaken, major, irreversible damage may be done to the Palace.
