big-dataA new report from techUK claims that the widespread use of Big Data could boost the UK economy by £241 billion and create around 157,000 jobs by 2020, but the Government needs to act fast to address the skills gap that is holding back the implementation of more Big Data applications. The survey of techUK members found that almost two thirds (62 percent) say they need more specialists in emerging disciplines including Data Analysts, Data Infrastructure Engineers and Solutions Architects. However there may be wider challenges ahead for the application of Big Data as a survey carried out by Gartner suggests that the number of organisations willing to invest in Big Data is set to fall.

Digital skillsMuch has already been written about the UK’s digital skills gap, and undoubtedly as the Government continues to develop and roll out its Digital Strategy for the nation, many more headlines will be devoted to it. For a country so focused on technological development it’s a problem which is both acute and imperative. Recent Government figures put 12.6 million Britons at risk of being left behind in terms of the skills needed for a modern economy. Parliamentary plans to address this issue focus firmly on education: including digital development as a key part of apprenticeships, encouraging vocational digital skills courses at universities, and broadening access to other educational courses to help people to learn to code. However, responsibility to upskill the nation’s workforce also resides with employers. Whether the current role demands IT skills or not, technology increasingly impacts and transforms every element of our lives.

Digital skillsTwo of the most persistent and related structural problems facing the UK economy are the productivity and digital skills gaps. Earlier this month, the Office for National Statistics reported that there had been a further 1.2 percent fall in productivity. Part of the reason for this is that there is an underlying digital skills gap. According to a report from Barclays, nearly a third (31 percent) of working-age adults in the UK lack even basic digital problem-solving skills which places the country comfortably below the 37 percent average across OECD countries. Despite this, a mere 38 percent of UK employers offer their workers digital skills training, perhaps because on the other side of the coin, the UK ranks highly in what the report calls ‘digital empowerment’, which it defines as  ‘the ability and desire to use one’s digital skills to work productively and creatively, and to have the opportunity to continually upgrade them to keep pace with changing technology’.

Three day working weekThe Government’s 2016 Working Futures report revealed that the total number of jobs in the UK is expected to rise by 1.8 million between 2014 and 2024, while the working age population (16-64) is expected to increase by half this amount. Now a policy event being held in London by the Westminster Employment Forum will draw attention to the growing challenge faced by business leaders as the UK workforce continues to age. According to figures from the CIPD, 9.4 million people in employment in the UK are over the age of 50, equivalent to over 30 per cent of the workforce. The Open University is advising that, with employees staying in work longer, business leaders need to ensure that workers have the right access to education and the skills to remain competitive and productive at all stages of their careers. Ageing Workforce in the UK, will explore what steps need to be taken in order to adapt to this demographic shift.

Digital skillsAlthough the UK remains a global tech leader, the country remains in the grip of a digital skills crisis which is holding back productivity and costs around £63 billion each year, according to a report published today by the Commons Science and Technology Committee. The report claims that 12.6 million UK adults lack even basic digital skills, and nearly half of these people (5.8 million) have never even used the internet. Meanwhile, a coincidental report published by Cisco claims that those organisations who apparently assume they can close the gap by merely employing so-called Millennials, will be disappointed because there’s no great correlation between age and confidence in using digital technology. The Digital Culture Clash report found the only meaningful correlations were between the type of work an individual does, their level of employment and their competence and confidence in using technology.

digital skillsA large number of businesses in the UK aren’t investing enough in bridging their own digital skills gap and instead assuming that they can fix things and improve their productivity simply by employing younger ‘digital natives’ who just know all that sort of stuff anyway. That is the key finding of a new report from Barcays, which claims that companies are knowingly starving themselves of funding for key digital skills training despite understanding how that impacts their productivity. The report claims that firms on average invest just £109 per employee on digital skills training and are planning to increase that by just 19 percent over the next five years. They do this despite the fact that nearly half (47 percent) concede new tech skills would improve productivity. Instead 40 percent assume they can buy in the skills they need in the form of Millennials because they don’t trust older workers to pick up digital skills as quickly, if at all.

Lack of skills training is hampering growth say business leadersNew figures, published by the UK Commission for Employment and Skills (UKCES), show that despite a surge in job openings, the number of positions left vacant because employers cannot find people with the skills or knowledge to fill them has risen by 130 percent since 2011. These so-called “skills shortage vacancies” now make up nearly a quarter of all job openings, leaping from 91,000 in 2011 to 209,000 in 2015. Over a third of vacancies in electricity, gas and water and construction are now subject to some form of skills shortage, with transport and manufacturing not far behind. Only in public administration are skills shortages below 10 percent. And of particular concern, said the Chartered Management Institute was the revelation that almost half (48 percent) of UK managers have not received any form of training at all during the last 12 months, down from 50 percent in 2013.

New job in 2015More than two fifths (43 percent) of firms will grow their workforce next year, with permanent jobs outstripping temporary roles according to the latest CBI/Accenture Employment Trends Survey. Firms identify skills shortages as the top threat, with over half (52 percent) of respondents citing the development and maintenance of digital skills as having a new urgency. More than half intend giving staff a pay award at or above the RPI rate of inflation, but nervousness remains about the impact of the National Living Wage (NLW). Half (51 percent) of service sector respondents indicate they will raise their prices, 27 percent will employ fewer people and 18 percent will make changes to their reward packages as a result. Multi-skilling employees to improve productivity and the capacity to adapt is now the leading form of flexibility, operated by nearly four in five respondents (79 percent), followed by flexibility over location for work (73 percent).

Hiring older workersA demographic time bomb means employers must act to avoid a cliff-edge loss of skills and talents by 2035, a new study by the CIPD has revealed. There are currently 9.4 million workers in the UK today who are over the age of 50 and while the employment rate of older workers has increased significantly in recent years, there is still a 64 percent drop in the employment rate between the ages of 53 and 67. New research from the CIPD and the International Longevity Centre-UK (ILC-UK), the independent think tank on longevity, ageing, and population change, warns the UK could face serious skills shortages over the next 20 years. Unless organisations start improving how they recruit, develop and retain older workers it is estimated that the UK economy will struggle to fill one million jobs by 2035, even taking into account the mitigating effect of migrant workers.

public sector procurementA new survey from techUK, the trade association that represents technology companies in the UK, claims that while civil servants see IT as key to delivering their mission, they don’t think their departments  have the right skills and culture to enable digital transformation of public services. This extends to the way goods and services are procured with particular consequences for smaller suppliers. Of the 929 Civil Servants surveyed for the study, less than 1 percent of respondents see IT as an overhead, while over three quarters believe it to be a necessity. However, there remain significant barriers to technology adoption. Over three quarter (68 percent) claim that having the right skills internally is critical to improving the procurement process; but only 20 percent agree their department has the skills and capabilities to manage suppliers.

Focus of investment should be skills, broadband and local transport say CEOs

Dear SantaThe Government should focus investment on the development of skills and broadband if it wants to drive economic growth. That is the message from a survey of 100 British CEOs carried out by Grant Thornton. Key findings of the report include the fact that 70 percent of respondents would like to see better access to training and development opportunities, 59 percent want to see an improvement in digital infrastructure and 57 percent would like more spending on roads. The Government’s flagship schemes – the Heathrow expansion, HS2 and the proposed new trans-Pennine railway receive a lukewarm response, with the majority of respondents appearing more keen on greater investment in existing long distance rail services, local public transport networks and the greater use of the UK’s underutilised regional airports. There is also a mixed response to plans for greater devolution with support only if regional Governments don’t add another layer of bureaucracy for businesses.The report has been published ahead of next week’s Autumn Statement by Chancellor George Osborne.

Public sector procurementThe UK Civil Service has outlined the latest developments in the way it procures goods and services as part of its updated Civil Service Plan for 2014/15. These include a fresh take on the way the Crown Commercial Services (CCS) function operates with private sector firms. This is seen as an essential part of the new form of public sector procurement within the context of a Civil Service which ‘understands the private sector and can work confidently with them, whether purchasing goods and services through complex procurement or learning from them to enhance customer service’. The new approach to public sector procurement will be built on a range of new management skills and schemes to recruit new types of managers which will allow Government departments to share ideas and best practice and collaborate more effectively with suppliers and consultants.  The document also emphasises the expansion of digital capabilities of the public sector services as a way of working with private forms and individuals.
