Taylor Review on Modern Working Practices and the gig economy is published 0

The long awaited UK government commissioned report into modern working practices and the so-called gig economy has been published at last. The Taylor Review was commissioned by the Department for Business, Energy & Industrial Strategy last year and there has been a great deal of speculation regarding its content ever since, especially last week after parts were apparently leaked to the media. You can follow the pile in now on Twitter and the festering pits of ignorance, prejudice and bile known as newspaper comment sections. Or you can read it here before you draw your own conclusions. We’ll be having our say tomorrow and sharing the thoughts of various organisations into its contents. The report was authored by Matthew Taylor, Chief Executive of the RSA and considers the implications of new forms of working, especially with regard to the gig economy and freelance work on worker rights and responsibilities, as well as on employer freedoms and obligations. It sets out seven key principles to address the challenges facing the UK labour market, set out below.

Acas reveals majority of helpline callers on zero hours contracts feel excludedAcas’ helpline receives many callers working on a zero hours, agency or self-employed arrangement who do so out of necessity rather than by choice, with some people feeling taken advantage of and unfairly excluded from employment rights. In its response to the Matthew Taylor review on modern employment practices the Acas Council looked at calls to its employment helpline, which revealed confusion and uncertainty around employment status and rights for those involved in the non-standard types of working. Prompted by evidence that these types of working arrangements are on the rise Acas has also published a new discussion paper on non-standard or ‘atypical’ forms of work, and identifies areas where good practice can be encouraged and improved. The discussion paper, Ain’t that typical? Everyday challenges for an atypical workforce, also reveals that the practice of ‘zeroing down’ workers’ hours is used in some workplaces to discourage staff from raising concerns or asserting rights.

While most workers favour full time employment, significant numbers of people would consider gig work and other flexible options such as zero hours contracts, according to a PwC survey of more than 2,000 UK adults. But key concerns remain job security, the ability to earn sufficient income and losing out on workplace benefits. The findings come ahead of the much anticipated Taylor Review into Modern Employment practices, expected this week. While 77 percent of the people surveyed prefer full time employment, 45 percent of the respondents would consider gig work (defined as short-term, casual work, typically organised or facilitated via mobile phone apps) or already work in this way. This number would rise if employment rights improved significantly, with two in five people saying it would make them more likely to take up gig work. Flexible options are most popular with ‘millennials’ – some 58 percent of 18-34 yr olds would consider taking gig work compared with 30 percent of those over 55. Likewise, while zero hours contracts would be considered by 35 percent of respondents overall, 45 percent of millennials say they would take a zero hours contract., falling to  just 24 percent of over 55s.

FlexJobs and Global Workplace Analytics have published their 2017 State of Telecommuting in the US Employee Workforce report, which claims to be the most up-to-date and comprehensive data analysis available on the state of working from home in the United States. According to the study, the number of people telecommuting in the US increased by 115 percent between 2005 and 2015. Other key findings of the study include: 3.9 million U.S. employees, or 2.9 percent of the total U.S. workforce, work from home at least half of the time, up from 1.8 million in 2005 (a 115 percent increase since 2005); the average telecommuter is 46 years of age or older, has at least a bachelor’s degree, and earns a higher median salary than an in-office worker; roughly the same population of women and men telecommute; and in more than half of the top US metro areas telecommuting exceeds public transportation as the commute option of choice. The report’s definition of telecommuting refers to non-self-employed people who principally work from home at least half of the time.

The digital technology sector is forecast to grow twice as fast as the Scottish economy overall in the years to 2024, according to research published by Skills Development Scotland and the Digital Technologies Skills Group. This growth is ‘creating unprecedented demand for digital skills with employers across all sectors seeking to harness the benefits of technology to drive innovation and increase competitiveness’. The new publication, Scotland’s Digital Technologies, found that digital tech was the fastest growing sector of the economy accounting for five percent of Scotland’s total business base and employing two per cent of the national workforce.

The UK could boost its GDP by around 4.2 percent (around £80 billion at today’s values) if the employment rate of workers aged over 55 could match that of Sweden, the highest performing EU country, according to a new PwC analysis comparing the employment of older workers across 34 OECD countries. There is a 12 percentage point gap between the employment rates of workers aged 55-64  in the UK and Sweden. PwC’s Golden Age Index is a weighted average of indicators – including employment, earnings and training – that reflect the labour market impact of workers aged over 55. The UK has remained middling in the rankings since 2003, falling by one place from 18th in 2014 from 19th in 2015. The report suggests that extending working lives could have a transformational effect on the economy.

productivityThe employment rate throughout OECD areas is finally returning to pre-crisis levels, but people on low and middle incomes have seen their wages stagnate and share of middle-skilled jobs fall. This is according to the latest OECD Employment Outlook 2017 which finds that the employed share of the population aged 15 to 74 years rose for the third consecutive year, and is expected to reach 61.5 percent by the end of 2018, above its peak of 60.9 percent in the fourth quarter of 2007. Its projections for the UK’s economy for 2017-18 anticipate that growth will ease as rising inflation weighs on real incomes and consumption, but business investment will weaken amidst uncertainty about the United Kingdom’s future trading relations with its partners.

Any residual feelings of certainty that anybody in the UK may have had about the country’s future following last year’s Brexit vote, will have had them pretty much eradicated by last Thursday’s General Election result. However, we must try to make sense of things for society and the wider economy as well as specific facets of it, such as the world of work. The whole thing looks like the pig’s ear that it is, of course. Fortunately, as some experts have already argued, there are some reasons to see some positive outcomes, including a soft (or softer) Brexit and the chance of a more positive approach to workplace rights, now that the Government needs to maintain a broader consensus. The fear or hope that the UK would lighten its already soft touch approach to workplace legislation would seem at least to be less well founded.

At his recent Harvard commencement ceremony, Facebook founder Mark Zuckerberg addressed the issue of universal basic income. In his speech he articulated the underlying premise of basic income as a way of redefining our relationship with work and society. “Every generation expands its definition of equality. Now it’s time for our generation to define a new social contract,” Zuckerberg said. “We should have a society that measures progress not by economic metrics like GDP but by how many of us have a role we find meaningful. We should explore ideas like universal basic income to give everyone a cushion to try new things.”

SME staff admit to taking bogus sick days to help them cope with culture of presenteeismOne in seven SME employees admit to feigning illness and taking at least three bogus sick days off each year in order to cope with a culture which expects them to be available all the time. Nearly half (42 percent) of staff who are pulling sickies do so because they need a rest as just under half (46 percent) of SME employees bother to use up their full holiday allowance. At the end of 2016, SMEs employed 15.7 million people and accounted for 99 percent of all private sector businesses. Due to the piling pressure on small business owners, half (51 percent) of the 1,500 British SME workers and business owners who were polled by breatheHR confessed to contacting an employee while they were on sick leave – this number jumps to 72 percent for younger business owners (18-34-year-olds) showing clear generational differences. Additionally, three-quarters (71 percent) of business owners would expect employees to work if they had a common cold. Why? Because absenteeism impacts the bottom line – 85 percent of business owners say it has an economic effect.

Workplace wellbeing support is worse in the public sector than in the private sector, according to a major survey by the mental health charity Mind. The survey of over 12,000 employees across the public and private sectors found there is a higher prevalence of mental health problems in the public sector, as well as a lack of support available when people do speak up. Of those with a mental health problem, 90 percent of public sector staff disclosed it to their employer, compared with 80 percent in the private sector. When taking time off for mental health reasons, 69 percent of public sector workers were honest about the reason for needing time off, compared with 59 percent of private sector staff. 38 percent of public sector employees said the workplace cultured allowed staff to be open about mental health problems, compared with 29 percent in the private sector.

The accountancy profession is facing an uncertain future in the traditional sense. The question of automation is on everyone’s minds, as are the complexities of Brexit. On the one hand, news from the Association of Chartered Certified Accountants (ACCA) suggests accountants will be in high demand during the Brexit process, on the other, gloomy reports of job automation suggest accountants will be one of the professions hardest hit in Britain’s long-term future. The implications of Brexit are yet to be uncovered. Clearly, Brexit will be a complex process and businesses will undoubtedly require the strategic insight and rigour of the accountancy profession. We have accepted that exiting the EU will likely be a complicated drawn-out process. The effects on business will be bound up in complex trade deals, government policies and the ratification of EU laws affecting business in the UK.
