public sector procurementThe UK Government is inviting firms to contribute to a new consultation on the implementation of the latest EU draft regulations for public sector procurement. The Government claims that the consultation follows two years negotiation with the EU on the simplification and modernisation of public sector purchasing and its results will help them to implement the 2014 EU Public Sector Directive effectively and in the best way. The ultimate aim of the new regulations is to make public sector procurement ‘faster and less costly and will lead to better value outcomes for government, industry, and the wider public sector’. The consultation document can be found here. Government extends public estate scheme as DCLG moves in with Home Office

public estateThe UK government has announced that it is to extend its groundbreaking One Public Estate scheme to a further twenty local authorities. The programme aims to divest and consolidate government-owned land and property to cut public sector spending and boost economic growth and regeneration. The government believes the initial phase will save £21m in running costs and £88m in capital receipts, generate around £40m for local economies and create an estimated 5,500 jobs and 7,500 homes over the next five years. The Cabinet Office is now looking to build on this with the extension of the schemes to councils including Liverpool and Birmingham city centres as well as six from Greater Manchester and Cornwall, Southampton and Plymouth. The Government Property Unit will provide funding and training to the participating authorities.

CIPD publishes manifesto on how next Government could shape future of work

CIPD manifesto on how next Government should shape the future of workA sustainable recovery and successful future economic performance depends on future governments adopting policies that address fundamental skills and productivity issues, as well as looking at other agendas which will actively shape the future of work. This is according to the CIPD ‘Manifesto for Work,’ published today, which calls on the UK’s political parties to focus on the key issues facing employers and the workforce in the run up to the General Election 2015. Amongst a set of proposals, the HR body is calling on the Government to take a “good practice” approach to employment regulation and policy by supporting the creation of a Workplace Commission, with the aim of helping employers raise standards of people management. CIPD chief executive Peter Cheese, says a better focus and understanding of the changing nature of work, the requirements and needs of the workforce, and the changing workplace will be needed to meet the future challenges. RIBA calls on next Government to put architecture and built environment centre stageA new report from The Royal Institute of British Architects (RIBA) sets out a number of recommendations for the next UK Government and calls for greater economic leadership from English cities to rebalance the UK economy and take some of the pressure off London and the South East. RIBA’s report, Building Better Britain: A vision for the next Government, advises that by focusing on architecture and the built environment, the next Government will be better placed to address a sluggish economy, a shortage of new homes, an aging population and the effects of climate change. Building on the findings of the Farrell Review, the report is intended to provide policy makers with a greater understanding of the impact of how places are designed, planned and built and how they affect our day to day lives.

Government must solve problem of London’s wasted commercial property

London commercial propertyThe UK Government needs to act on the growing issue of wasted commercial property space in Greater London, and it needs to do so as a matter of some urgency. Statistics from the Department for Communities & Local Government (DCLG) show that since 1998, a worrying 58 per cent of London boroughs have seen vacancy rates either increase or stay the same. What is most concerning for businesses in the London region is that this rising figure, coming at a time when commercial rents are soaring, has gone unchecked since 2006, the time at which the DCLG stopped collating the data because of budgetary cuts. One of the worst performing boroughs is the City of London, which has seen a 100 per cent increase in vacant commercial properties during the period from 1998 up until the point at which the DCLG stopped publishing data.

Government plans encourage employers to appreciate older workersEmployers must recognise the potential of older workers and help them stay in the workplace. This is the message the Government will stress today at the launch of its new action plan. The new measures set out in Fuller Working Lives – A Framework For Action published today include; the appointment of a new Older Workers’ Employment Champion who will advocate the case for older workers within the business community and wider society; an extension of the right to request flexible working to all employees from the end of this month and the launch of a new Health and Work Service which the Government says will give workers with long-term health problems the support they need to stay in or return to work. Part of the Government’s aim is also to challenge outdated misconceptions and encourage more employers to consider the benefits of older workers.

Workplace features heavily in latest round of Government cuts and cost reductions

WhitehallThe workplace features heavily in the latest round of cost savings announced by the UK Government. Of the £14.3 billion of cost reductions, £5.4 billion has been cut in the procurement of goods and services, with the Cabinet Office drawing particular attention to the use of consultants (which is probably the bulk of it), and the use of printer cartridges and paper (which isn’t). In addition, around £600 million was saved with the divestment of unused buildings and an increase in the number of departments sharing offices. The savings are driven by the Efficiency and Reform Group (ERG) which was set up by the Treasury and the Cabinet Office in the wake of the 2010 general election, and works with departments to make savings and address what it considers wasteful spending. This year’s savings follow £10 billion saved for 2012 to 2013, £5.5 billion in 2011 to 2012 and £3.75 billion in 2010 to 2011.

Flexible working constrained by failure to incentivise off-peak travel, claims Government report

Could flexible working helpNew research from the UK’s Department for Transport (DfT) has revealed how a simple change in the price structure of rail tickets could allow increased flexible working and better manage the current rush hour crush on public transport. The study, carried out by IFF Research, claims that two thirds of organisations could increase the scope for flexible working if the price of off-peak season tickets were reduced. The report claims that, at present, employers have little or no incentive to accommodate more flexible working but that if the cost of travel was reduced outside of peak travel times so that commuters felt a significant financial benefit, then two-thirds of the organisations that took part in the study, ‘felt that they would be able to accommodate at least some staff travelling to work avoiding the centre of the peak’.

Local Government is lagging behind in its use of digital technology

A new report claims that the UK’s local authorities are not only lagging behind the rest of the world in their use of digital technology but in some areas their development has stalled completely, despite significant investment. The report, Smart People, Smart Places from the New Local Government Network claims that ‘whilst there is much good practice emerging,  councils sometimes struggle to fully unlock the benefits of technologies that they do invest in [because] they are often uncomfortable, and risk averse.’ While it acknowledges that the problem does not apply to every council, with some showing exemplary thinking in certain areas, it also paints a general picture of organisations unable and unwilling to make the most of the technology in which they invest, lacking vision and leadership and intimidated by change.

Large and small firms demand greater transparency in government procurement

WhitehallThe whole thorny issue of public sector procurement is never far from the news, but this week gained new prominence as one contractor walked out on a £1 billion contract because it felt the Ministry of Justice hadn’t grasped the idea of intellectual property amongst other things, while the Confederation of British Industry raised the stakes overall by claiming that a culture of secrecy in government purchasing continues to foster mistrust and waste taxpayers’ money. The CBI goes so far as to claim that even the most high profile botched contracts over recent years have not deterred the government from its move to inculcate a culture of opacity rather than transparency when procuring goods and services. It called on the Government to move to open book contracts so that all parties are aware of contract terms and margins.

UK Government urged to push ahead with zero carbon commercial buildings

light bulb turbine croppedThe UK’s Green Building Council has fired off its latest salvo in an ongoing battle with the Government over the implementation of environmental legislation for commercial buildings. A new report from the organisation’s Task Group urges the Government to push ahead with plans to ensure that by 2019 all new non domestic buildings will be built to zero carbon standards. The report claims that the implementation of appropriate regulations is hampered by a lack of clarity, including confusion over what zero carbon actually means as well as the government’s own stop-start  approach to the environment. The current 2019 commitment to zero carbon buildings falls a year ahead of the deadline specified in European Law, but a recent focus from the coalition on reducing relevant legislation has added to confusion about the overall approach.

Government BIM target ‘unachievable’, claim construction industry experts

ConstructionThe majority of building industry experts surveyed by law firm Pinsent Masons believe that one of the key UK Government target for the uptake of Building Information Modelling  is now unachievable due to unfit contracts and the lack of a collaborative approach between clients and builders. The Government had hoped that all central Government construction projects would achieve BIM Level 2 by 2016. But according to the new report, nearly two thirds (around 64 percent)of the 70 people surveyed claimed it was impossible for the target to be met. ‘Level 2’ refers to a collaborative 3D setup in which all project information, documents and data are electronic with fully integrated software and interfaces.
