The end of free movement of people from the EU will damage UK businesses and public service delivery unless post Brexit immigration policies take account of the need for both skilled and unskilled labour from the EU. This is a key message in new research from the CIPD, the professional body for HR and people development, and the National Institute of Economic and Social Research (NIESR). It also calls on businesses to broaden their recruitment and people development strategies to ensure they are doing all they can to attract and develop UK born workers, and highlights the need for significant changes to Government skills policy. The study joins a growing chorus of business leaders appealing for a rational approach to Brexit negotiations. Britain’s top business lobby groups have already come together to demand open-ended access to the European single market for as long as it takes to seal a final Brexit deal.

productivityThe employment rate throughout OECD areas is finally returning to pre-crisis levels, but people on low and middle incomes have seen their wages stagnate and share of middle-skilled jobs fall. This is according to the latest OECD Employment Outlook 2017 which finds that the employed share of the population aged 15 to 74 years rose for the third consecutive year, and is expected to reach 61.5 percent by the end of 2018, above its peak of 60.9 percent in the fourth quarter of 2007. Its projections for the UK’s economy for 2017-18 anticipate that growth will ease as rising inflation weighs on real incomes and consumption, but business investment will weaken amidst uncertainty about the United Kingdom’s future trading relations with its partners.

Swift and effective action is needed to create new, sustainable economic models to mitigate the adverse effects of climate change on the world’s working population, claims a report published by the International Bar Association Global Employment Institute (IBA GEI). The Climate Change and Human Resources Policies Report focuses on the relationship between climate change and employment, and aims to contribute to nascent discussions anticipating structural changes to business and the training needs of workforces transitioning to low-carbon economies. The report also highlights potential issues in relation to employment policies, labour law, ‘weak’ jobs, ‘expanding’ jobs and new jobs. Further, it draws attention to what some countries are doing to help their nations’ employees adjust to industrial change, and how trade unions, employers and educators are working together to deliver green skills training.

The number of job vacancies across the UK now stands at its highest level since November 2015, according to the latest UK Job Market Report from Adzuna.co.uk. There are 1,179,586 openings currently being advertised, with just 0.44 jobseekers for every vacancy; while salaries – now sitting at £32,678 – have also been showing signs of recovery, increasing month-on-month since the start of 2017, which suggests the previous decline in wage growth may have been a temporary lull. While wage growth is picking up positive momentum, advertised wages still remain behind 2016 levels.  Indeed, a third of UK vacancies were impacted by recent increases in National Living Wage when it rose from £7.20 to £7.50 on April 1st.  Both Labour and the Conservatives have made pledges to increase the National Minimum Wage in their recently published manifestos. Admin (64 percent), catering (59 percent) and customer service (71 percent) are the sectors that the increase has affected most significantly.

Britain’s new gender pay gap legislation is addressing the wrong issue and so will fail to do what it sets out to do, according to a new report from executive search firm Korn Ferry Hay Group. The firm claims that its analysis of over 570,000 people on its UK database shows that the gender pay gap is “virtually non-existent” when men and women do the same job at the same level in the UK, but that the differences become pronounced in senior and executive arenas. The study backs up data from the Office for National Statistics which recently began publishing details of pay differentials by age and sex and the results are eye opening.  The most startling finding was that women in their 20s and early 30s earn slightly more than men of the same age and in the same job. However, as people get older, the pay gap goes into reverse, with men marginally out earning women at the age of 35, with the pay gap then widening rapidly into early middle age. As we reported earlier this week, the major issues arise both at a senior level of organisations and when women start families and begin paying a ‘motherhood penalty’ in terms of their pay and careers.

working familiesA report from the US based Council on Contemporary Families claims that younger millennials have a much more complex and even traditional attitude than recent generations towards issues such as gender roles, workplace equality and working families arrangements. The study has monitored the attitudes of 50,000 18-25 year olds in the US since 1975. The most recent study, based on data from 2014, found that fewer of the current generation in that age category support egalitarian family arrangements than the same group 20 years ago. It suggests that while attitudes became uniformly more egalitarian throughout the 40 year period of the research, a more complex picture has now emerged in which positive attitudes towards traditional gender roles in families seem to be returning to the levels they were at the beginning of the 1980s, even though there is near universal agreement with ideals such as equality in the workplace and parental leave.

Artificial Intelligence and Robotics and Their Impact on the Workplace focuses on potential future trends in AI, and the likely impact intelligent systems will have on the labour market, companies, employees’ working time, remuneration and the workplace environment.

European employees appear ready to embrace the ‘ gig economy ‘, according to research by ADP. The study of nearly 10,000 European working adults claims to reveal how employees across Europe feel about the future of work. As many as 63 percent of UK employees and 68 percent of European employees are interested in, or would consider self-employment or freelancing although the desire for this style of working does vary drastically across regions. According to the report a third (33 percent) of UK employees say work-life balance is a key motivating factor although pay is still the ultimate driver for all European employees.

The latest report to examine the disruptive potential of robots in the workplace has been published by PwC as part of the firm’s regular Economic Outlook series. The study claims that up to 30 percent of existing UK jobs will be susceptible to automation by robots and Artificial Intelligence by the early 2030s, although in many cases the nature of jobs will change rather than disappear and the change will increase productivity and wealth. This is lower than the US at 38 percent and Germany at 35 percent, but higher than Japan at 21 percent. The report looks in detail at the composition of jobs in different industry sectors and occupations, using machine learning techniques to model the potential impact of AI in the future based on OECD data. The likelihood of automation appears highest in sectors such as transport, manufacturing, and wholesale and retail, and lower in education, health and social work.

BudgetAs has been the case with recent UK Government Budget announcements, Chancellor Philip Hammond’s first Budget addressed a number of issues related to the workplace, technology and infrastructure. It was the first Budget delivered in the post Brexit era and this clearly informed many of the announcements made. While most of the headlines over the past 24 hours have related to the changes to the tax status of the self-employed as a way of raising around £2 billion, the announcements also covered a broad range of topics related to the workplace, HR, technology and property sectors and have drawn an immediate response from key figures in the sector. These include nearly half a billion pounds relief on the vexed question of business rates reforms, a new focus on technical qualifications and a greater investment in 5G and other forms of digital infrastructure. This is the second of two responses to an excellent article by Antony Slumbers, the first being this perspective from my mirrored room, in this instance offering that his views offer a far too presumptive picture of how technology will shape our work future. The paragraph headlines are from Antony’s original article. One person’s optimism is another’s pessimism. A decade ago the dream of liberated commute-free teleworking was, to many, the nightmare of enforced seclusion to the soundtrack of the dishwasher. The deployment of robots for the performance of menial tasks creating time and wealth for leisure is another’s horror at the loss of employment and resultant anomic fragmentation and decay. The fatally pointless optimism of Candide’s Dr Pangloss was agnostic in regard to every such outcome. It was positive only because there could be no alternative, and therefore no better alternative.

Unregulated technological progress is one of the greatest threats to global prosperity, peace and stability, claims a new report from the World Economic Forum. The WEF’s Global Risks Report, published before 3,000 business leaders and politicians gather for its annual conference in Davos, claims that regulation is trailing far behind technological innovation and that without action, it could lead to the destruction of untold jobs and businesses and catalyse major social upheaval. Economic inequality, societal polarisation and intensifying environmental dangers are the top three trends that will shape global developments over the next 10 years, the World Economic Forum’s Global Risks Report 2017 claims. The report says that collaborative action by world leaders will be urgently needed to avert further hardship and volatility in the coming decade.
