Much anticipated BCO Specification Guide update for 2014 launched

BCO specification guideThe British Council for Offices (BCO) has launched the much awaited new edition of its Specification Guide. Last updated in 2009, the 2014 issue aims to cement the publication’s position as the ‘definitive guide to office development in the UK’. As well as its traditional subjects of occupier density and building infrastructure and services, the latest edition covers topics such as building information modelling (BIM) rights to light, updates to BREEAM and amended planning law and building regulations as well as topical issues such as the inexorable rise of the ‘coffee shop workplace’ and the provision of cycle parks.  Richard Kauntze, chief executive, claims the revised BCO Specification Guide represents a greater focus on the needs of end users.

Global executives value work-life balance benefits of connected workplace

Global executives value work-life balance that technology allowsSenior global executives are working more hours and in more locations now ever, but advances in workplace connectivity mean they are far more satisfied with their work-life balance. According to the 2014 BlueSteps Work-Life Balance Report, by the Association of Executive Search Consultants (AESC), over half (52%) are satisfied or very satisfied with their work-life balance. In comparison, four years ago, 55 per cent did not believe their current work-life balance was satisfactory. Global executives work an average of 58.5 hours per week, with 39 per cent working over 60 hours per week; but the majority (81%) of those polled consider work-life balance when deciding on whether or not to accept a new position.Over one quarter (28%) rate their work-life ratio as more important than their potential earnings and 31 per cent would refuse a promotion or new job offer if it negatively affected their preferred work-life balance ratio. More construction developments required to solve office supply shortage

Construction Index warns of short supply of commercial office spaceThe development of new workplaces, shopping centres and industrial facilities is playing an increasingly important role in the UK’s economic recovery, according to the inaugural Commercial Construction Index by JLL and Glenigan. But the report raises concerns that the development of commercial space is still lagging behind the UK’s booming economy. Although the quarterly index reveals that work began on £22.7bn of commercial projects over the 12 months to June 2014, an increase of 6.6 per cent on the previous 12 months, Jon Neale, Head of JLL’s UK Research team warns that: “despite these positive trends, the volume of commercial space being started has not risen substantially since the recession and is still significantly behind the position before the crisis. There is evidence of an increasing supply shortage, particularly in the office market, and the amount of development needs to accelerate if this is not to hamper longer term recovery.” (more…)

Three ways in which politicians display their ignorance of the workplace

Workplace bubbleThe recent Cabinet reshuffle in the UK Government won’t alter one fact; politicians simply don’t get it when it comes to technology, the workplace, the way people work and the needs of small businesses. Once you dismiss the paranoid idea that they DO get it but don’t care because they’re too busy looking out for The Man, you have to conclude that one of the big problems they have (this won’t go where you think) is that they don’t understand anything about technology and work, especially when it comes to emerging technology, the working lives of individuals, the needs and functions of small businesses and the fact the self-employed exist at all. These things exist outside the bubble. This is obviously a problem because they are implementing policies and making big, uninformed and anachronistic decisions about the things that shape every aspect of our lives, help to define us as people and determine how companies and individuals function. Here are just three examples.

Mace to oversee Old Admiralty refurbishment for DfE occupation

Old admiralty building refurbishmentAs a direct result of the Cabinet Office’s programme to consolidate and modernise the government estate, the Grade II listed Old Admiralty Building is to be designed and refurbished for the Department for Education (DfE).  Mace is to oversee the project, which will see the modernisation of 18,000 sq. metres of office space to provide space for over 1,600 staff, who are currently working in leasehold accommodation. Old Admiralty Building (OAB) is currently occupied by staff from the Foreign & Commonwealth Office, who as part of the estate rationalisation strategy, will be consolidated into the Foreign Office’s King Charles Street Office in 2015. Refurbishment work is targeted to commence at the OAB late in 2015, following a design procurement process, including liaison with Westminster City Council planning and English Heritage, with the project due for completion in 2017. Concluding the 12 month study on the state of wellbeing in England the CentreForum Mental Health Commission report reveals that mental health related sickness absence and lost productivity costs business up to £23.5 billion annually, and says that government must take the lead in tackling this problem by ensuring all public sector enterprises become mental health friendly employers. It also urges organisations with more than 500 employees to work towards that status. The Commission says the “pursuit of happiness” must become an explicit and measurable goal of government if the £105 billion annual cost of mental illness in England is to be reduced and identifies five key priorities between now and 2020. EU sustainable building proposals will raise green credentials of property

sustainable buildingEU proposals to raise the sustainability of new and renovated buildings by increasing resource efficiency and improving information on their environmental performance have been welcomed by the World Green Building Council. Under the proposals, set out in Communication “Resource efficiency opportunities in the building sector”, builders, architects, product manufacturers, or anyone wanting to rent or buy a building will have access to better information about its environmental performance. The Commission will develop a framework for assessing environmental performance with the aim of providing a tool which can be used across Europe, by both private actors and public authorities in the development of sustainable building stock. The first set of indicators should be available in two to three years. Efforts to recycle construction and demolition waste, and to re-use it when constructing new buildings or renovating existing ones, will also be made easier under the plans.

Five things we have learned about flexible working ahead of the new right to ask regs

flexible workingYou can’t help but notice that surveys about flexible working have been pretty thick on the ground over the last few weeks and months. The reason is that – as well as the usual ongoing fascination with the subject – the UK Government is extending the right to request regulations at the end of this month, allowing all staff to ask their employers for flexible working after six months in a job. As well as the numerous studies that firms have commissioned to explore the issue, there has been even more commentary and guidance, often from law firms. While we should always view each of these in context, adding however much salt we deem necessary to season their findings, what is always interesting when you have a media pile-in like this is to sift through it all to look for patterns, common themes and contrasts. Employers not living up to their commitments to support disabled staff

Employers failing to meet commitment to support disabled staffMany of the employers that boast the Government’s two ticks symbol for equality for disabled workers have been found to be no better than companies who have not achieved it. Research led by Kim Hoque, of Warwick Business School, and Nick Bacon, of Cass Business School, found that just 15 per cent of organisations awarded the two ticks symbol adhered to all five of its commitments, with 18 per cent of those signed up not fulfilling any of them, with most – 38 per cent – only keeping one of the promises. The researchers say the ‘two ticks positive about disability’ symbol, which is awarded by the Department for Work and Pensions’ Jobcentre Plus to help job applicants identify organisations committed to helping disabled workers, is nothing more than an “empty shell” used by companies as PR and “impression management” rather than a true commitment to equal rights for disability workers. Spending on office furniture becomes a US political football

Uncle Sam MoneyWe’ve mentioned this before but when it comes to riling those who see public sector spending as inherently wasteful, nothing gets their backs up quite so much as the buying of lightbulbs and office furniture. You can come up with your own theories on why that might be (and I hope you do), but it’s been proved yet again as Fox News and other right wing commentators and media in the US have risen up in moral indignation at the news that the Internal Revenue Service has spent $96.5 million on office furniture and refurbishment during the last five years of the Obama administration. Now of course, this is just the touchstone for griping about government spending in general and Barack Obama in particular, but the US is clearly not alone in having an issue with office furniture purchases and you have to wonder exactly why this is.

Employers urged to plan ahead as recruitment prospects rise

The nine enduring workplace tensions to keep an eye on in the year aheadFresh evidence that the recession is over as the CIPD reports employment intentions are at the highest level for six and half years. However, pay continues to perform well below pre-recession levels, and the HR body warns that with the economy picking up, now is the time for employers to consider both the levels of pay and employment conditions they have to offer; and the reputation and branding of their organisation. Although CIPD’s quarterly Labour Market Outlook finds little evidence that the buoyant jobs market is feeding through into recruitment difficulties for the majority of employers in the short term, in some areas; such as engineering and management/executive there is already a struggle to fill high-skilled vacancies. The CIPD is therefore urging employers in all sectors to start planning ahead to mitigate the risk of widespread skills shortages in the longer term. BIM adoption in UK rises as awareness of competitive advantage grows70 per cent of those using Building Information Management believe it has given them a competitive advantage and (at 95%) awareness of BIM is now almost universal. According to the fourth annual NBS National BIM Survey, adoption rates are accelerating with more than half of respondents (54%) using it and 93 per cent predicting adoption by 2016, the Government’s deadline for BIM use on publicly funded projects. Improvements in productivity, increased efficiencies, better coordination of construction information and higher profitability are among the benefits cited by adopters of BIM, with a mere 4 per cent wishing they hadn’t begun the journey. The construction industry feels more confident in its own knowledge of BIM (up from 35% in 2012 to 46% in 2013), there is still scepticism regarding the wealth of information on the subject, with only 27 per cent of respondents saying they “trusted what they hear about BIM”.
