Inventing the Future: techUK launches 2017 manifesto ⁰

techUK, the association that represents a large part of the UK’s technology sector, has published a new manifesto ahead of the General Election which it claims ‘sets out a bold and ambitious vision for the next Government to create a modern and dynamic digital economy that works for everyone’. The organisation has set out a series of recommendation that aim to show how Britain can remain at the forefront of global tech innovation while it navigates Brexit and other forces. Its objectives include: boosting the UK’s productivity; harnessing digital transformation to build a smarter state; creating new jobs and a new skilled, adaptable workforce; and protecting and empowering people in a digital age.

Workplace reforms become a key element in the election debate ⁰

The workplace has become one of the key battlegrounds in the UK general election debate, as the main political parties seek to court mainstream opinion and with the imminent publication of the Taylor Review into the gig economy. The Labour Party will today announce in its manifesto a commitment to provide 30 hours of free childcare for all two to four-year-olds, covering 1.3 million children. Yesterday, the Conservatives announced that employees will be offered the right to take up to a year off work to care for family members with illness or disability as well as commitments to introducing statutory child bereavement leave and the right to request time off work for training. There are also expected to be other announcements into the workings of the gig economy with new rules to extend maternity and sickness pay to workers who are currently classed as self-employed.

Pay levels are falling but job market remains robust, despite Brexit relocation plans ⁰

The UK economy is about to be hit by a fall in basic pay awards and real wages warns the CIPD, which has found that employers’ median basic pay expectations in the 12 months to March 2018 have fallen to 1 percent compared to 1.5 percent three months ago, which is lower than at any time during the past three and a half years. The findings from the latest CIPD/The Adecco Group Labour Market Outlook survey are consistent with recent Labour Market Outlook reports, which have indicated a slowing in the rate of basic pay growth, and with official labour market data. The report also found that 12 percent of private sector firms say the UK’s decision to leave the European Union has led them to consider relocating some or all of their business operations abroad. Popular relocation destinations include the Republic of Ireland (18 percent), Germany (17 percent) and France (13 percent).

CIPD calls for range of measures for British workforce ahead of General Election ⁰

The next Government needs to put ‘good work’ at the heart of its thinking in order to improve the economy, boost individual welfare and prosperity – creating the conditions for good work in organisations across the country, says the CIPD ahead of the General Election. In its ‘Manifesto for Work’ the CIPD is calling for publication of pay ratios, additional rights for zero-hours workers and increased investment in adult skills. The manifesto’s package of aim to address the systemic problems in the UK economy by focusing on the positive influence the world of work can have on productivity and wellbeing. As well as an overhaul of the UK Corporate Governance Code, the CIPD is also calling on the next Government to protect and raise awareness of employment rights, make skills the centerpiece of their industrial strategy and take steps to improve gender diversity in the boardroom. It also calls for organisations to focus more on greater organisational transparency so that businesses are more accountable for incorporating the principles of good work across their organisations.

Improving adult skills can help countries benefit from globalisation, claims OECD ⁰

In an increasingly competitive international environment, providing workers with the right mix of skills can help ensure that globalisation translates into new jobs and productivity gains rather than negative economic and social outcomes, according to a new OECD report. The OECD Skills Outlook 2017 reveals big differences in the extent to which countries are equipping workers with the right knowledge and ability to benefit from the globalisation of production chains. The report finds a country with a skills mix that is well aligned with the requirements of technologically advanced industries can specialise in these industries on average 8 percent more than other countries, and up to 60 percent more than countries with a low alignment between the mix and these industries requirements. Immigration and skills will be key to success of next UK Government ⁰

The next Government must ensure the construction sector has enough skilled workers post-Brexit or its housing and infrastructure manifesto pledges will be redundant, says the Federation of Master Builders (FMB). The FMB has called on all major political parties to recognise the importance of migrant labour to the construction sector as part of its ‘Programme for Government’, that has been launched the day before Parliament is dissolved for the General Election. The organisation claims that the UK construction sector’s demand for skilled migrant workers from the EU and beyond cannot be overstated. It suggests that in London alone, there are more than 157,000 non-UK construction workers constituting almost half of the industry’s workforce in the capital. Pre-Brexit, 60 percent of small construction firms are already having trouble hiring key workers even before the Government unveils its intentions for the free movement of people.

UK lags behind international competitors in key employment skills, warns CIPD ⁰

As the country gears up for another general election, the CIPD warns today that the UK lags well behind its competitors in Europe and much of the OECD in literacy and numeracy, learning and development, and digital skills. According to the new analysis, this is largely due to the fact that UK employers train less and invest less in skills than most other EU countries. In its report – From ‘inadequate’ to ‘outstanding’: making the UK’s skills system world class’ – the CIPD warns that the UK is sleepwalking into a low-value, low-skills economy which leaves the nation ill-prepared for its post-Brexit future, particularly if the UK is to face restrictions on accessing talent from outside of the UK. The HR body is urging the Government to make funding available to tackle the problem in the workplace. The analysis, which forms part of the CIPD’s formal response to the Government’s Industrial Strategy Green Paper, highlights multiple failings in the UK.

UK productivity crisis deepens…but technology probably isn’t the solution ⁰

Following last week’s report from the ONS on the UK’s intransigent productivity challenge, and the Bank of England’s Chief Economist Andy Haldane’s intervention on the issue, a new report from accountants and business advisers BDO claims that the UK’s productivity crisis is deepening, rather than improving. The latest report claims that while firms are continuing to hire more staff, business output is struggling to pick up. The amount of output produced for each hour worked is therefore likely to slow further, undermining the UK’s already low productivity levels. This is despite the steady increase in employment levels which have been relatively unaffected by the uncertainty surrounding Brexit.

BSRIA has published a new white paper to explore how issues related to Brexit will impact the UK’s built environment sector. The report highlights the ways in which the industry that supports the built environment has a major impact on the overall UK economy and plays a positive role in supporting the government’s climate change and emissions reduction objectives. According to the white paper, the sector is particularly sensitive to the uncertainties surrounding Brexit because it is technology intensive, requires a highly-skilled workforce, and is very dependent on international trade.

What the budget meant for the workplace; experts have their say ⁰

As has been the case with recent UK Government Budget announcements, Chancellor Philip Hammond’s first Budget addressed a number of issues related to the workplace, technology and infrastructure. It was the first Budget delivered in the post Brexit era and this clearly informed many of the announcements made. While most of the headlines over the past 24 hours have related to the changes to the tax status of the self-employed as a way of raising around £2 billion, the announcements also covered a broad range of topics related to the workplace, HR, technology and property sectors and have drawn an immediate response from key figures in the sector. These include nearly half a billion pounds relief on the vexed question of business rates reforms, a new focus on technical qualifications and a greater investment in 5G and other forms of digital infrastructure. We’ll be having our own say about the implications of the Budget in the near future, but in the meantime, here’s a rundown of the key announcements and the reaction of industry experts.

UK cyber workforce grows 160 percent in five years, new report claims ⁰

The UK ‘cyber workforce’ has grown by 160 percent in the five years to 2016, according to new Tech Partnership research. Around 58,000 people now work in cyber security, up from 22,000 in 2011, and they command an average salary of over £57,000 a year – 15 percent higher than tech specialists as a whole, and up 7 percent on last year. Just under half of the cyber workforce is employed in the digital industries, while banking accounts for one in five, and the public sector for 12 percent. The figures, derived from analysis of bespoke data from IT Jobs Watch and supporting information from the Office of National Statistics’ Quarterly Labour Force Survey, are published in the Tech Partnership’s most recent Fact Sheet, Cyber Security Specialists in the UK.

Britain is missing a trick by not getting workplace training right ⁰

New research from PwC highlights Britain’s failure to provide opportunities for young people. The study brings attention to the fact that the country ranks a lowly 21st out of 35 OECD members for its ability to get 15 to 24 year olds into work, education or training. If the UK could equal Germany’s low youth unemployment rate it would stand to gain around £45 billion, a 2.3 percent increase in GDP. The PwC report compares numerous countries, however Germany, Austria and Switzerland come out on top when it comes to providing career opportunities and workplace training to young people. Perhaps a clue to their success is that these nations all have so-called ‘dual education systems’ where work-based learning sits with equal stature alongside traditional academic study.
