Construction industry bosses are reorganising their workforce in preparation for a potential downturn, with higher levels of sub-contracting and lower levels of direct employment, claims new research by the Federation of Master Builders (FMB). There was a decrease in employment levels among small construction firms with 21 percent of employers reporting a reduced workforce. Workloads for construction SMEs grew with 27 percent of employers reporting higher workloads. More →

Activity in the construction sector rose in the second quarter of the year, despite concerns that political uncertainty surrounding Brexit was holding back investment. The Royal Institution of Chartered Surveyors claims that the market has lost patience with the lack of clarity over Brexit and that clients were beginning to push ahead with projects, albeit tentatively. In its construction and infrastructure survey, a balance of 16 per cent of respondents reported an increase in work, up from 9 per cent in the previous quarter. More →

New guidance has been launched by the UK Green Building Council (UKGBC) to assist client organisations to include more ambitious circular design and construction best practices in project briefs for non-domestic projects. It addresses the commercial realities associated with making this practically happen and provides support and evidence to assist clients in setting clear strategies that ensure budget, project timescales and risks are all minimised and mitigated. The guidance may also be helpful for those in the supply chain looking to support construction clients on their journey towards specifying and practically applying circular economy principles.

Although the new commercial development sector may be subdued, specialist contractors are seeing a continued demand for construction work on fit outs and office refurbishment. According to Glenigan the construction sector has been buoyed up by a series of major refurbishments of government offices while some large private sector groups are also investing to update and modernise their commercial space. The Government and Parliament must break the Brexit deadlock and find a way forward warns the Federation of Master Builders (FMB), in response to the latest Construction PMI data, which shows another drop in construction output. The March 2019 PMI data revealed an Index score of 49.7, up slightly from 49.5 in February, against the no change threshold of 50.0. This points to a sustained decline in construction output, representing the first back-to-back fall in construction output since 2016. While the residential building sector enjoyed an upturn, commercial construction was the worst performing area.

Twenty-three of the UK’s most influential built environment businesses have signed an open letter to the Chancellor of the Exchequer asking for the Environment Bill to provide the foundation for economic growth that is restorative and regenerative by design. In the letter, which was coordinated by UK Green Building Council in collaboration with GreenerUK, the signatories highlight the depletion of nature in the UK and call for a strong response to the challenge this presents. They urge the Government to use the upcoming Environment Bill to set legally binding targets for the achievement of environmental objectives – including tackling biodiversity loss, improving water and air quality and cutting down resource use and waste. The results of the EU referendum have been detrimental to the commercial property sector with the number of constructions continually decreasing, according to an analysis of the figures by Savoy Stewart. With figures from the Office of National Statistics (ONS) showing a monthly decline in the number of new UK commercial construction work undertaken by the private sector since December 2017, the property firm analysed the number of commercial properties available to let in 20 of the biggest cities in the UK.

Siemens AG has officially opened its new campus in Zug, Switzerland. The Siemens Zug campus features a new office building with 1,000 work spaces and a newly constructed production building. The investment volume for new buildings, renovations and related measures amounts to CHF 250 million. The campus is the international headquarters of the Siemens Building Technologies (BT) Division, which has 29,000 employees. Construction of the office and production buildings began in May 2016 and was completed in July 2018. The Siemens Zug campus is one of the first new projects to use Building Information Modeling (BIM) for design and construction. The digital twin – a 3D model of the building, enhanced with technical information relevant for later operations – is the foundation for efficient, cost-optimised and forward-looking building management. The number of skyscrapers being built in London has exceeded 500 for the first time, raising fears of further damage to the capital’s skyline. There are 510 towers of more than 20 storeys under construction or in the planning process, more than ever before. That is a rise of 12 per cent on a year ago, according to the annual report by GL Hearn, the property consultancy, and think tank New London Architecture. A record 115 towers are already under construction, up from 91 in 2016, but the number of applications is down by 10 per cent, according to the study.

Brexit presents opportunities for rule changes in sectors such as agriculture, shipping and tourism that could ultimately benefit the British economy and consumers. This is according to a new CBI study, “Smooth Operations, compiled over a six-month period, which states that the opportunities for divergence are vastly outweighed by the costs of deviating from rules necessary to ensure smooth access to the EU market. Another important finding is that changes to rules in one sector have significant knock on effects for companies in other sectors and throughout supply chains. There are specific regulatory needs for the construction sector, according to the report, the first being regulatory convergence on rules for construction products and materials, vital to protect the competitiveness of manufacturers and avoid major barriers to trade. The CBI also argues that maintaining equivalence in procurement rules between the UK and EU is important, but there are still opportunities to improve how the UK procures work in the construction sector without diverging from EU rules.

Over 50 influential business leaders from across the construction and property industry have signed an open letter to ministers urging them to introduce policy that will see all new buildings built to net-zero carbon standards by 2030. As a first step towards the 2030 goal, the group calls on the government to swiftly confirm that from 2020 energy performance standards will be significantly improved. Coordinated by the UK Green Building Council (UKGBC), the letter asks ministers to give the industry medium and long-term policy certainty, to drive significant investment and catalyse innovation.
