Employment rights to be enforced by new single body

The government has launched its latest Good Work Plan consultation which proposes a new single body for employment rights enforcement. The new body would replace the current seven organisations that have responsibility for employment rights enforcement. The proposals include the body having powers to enforce payment of the minimum wage, labour exploitation and modern slavery, along with holiday payments for vulnerable workers and safeguarding agency workers. The consultation considers whether the body should also enforce laws related to workplace discrimination, harassment and bullying. More →

People with epilepsy twice as likely as average to be unemployed

In the UK approximately 1 in 100 people (600,000) have a diagnosis of epilepsy, yet despite anti-discrimination legislation, people with epilepsy in the UK are more than twice as likely as those without the condition to be unemployed. That is the main conclusion of a report from IES which included a literature review, interviews with for experts in employment support, clinical practice and applied research, interviews with six employers of different sizes across a range of industries and two focus groups of individuals with varied symptoms and employment histories. Digital inclusion empowers women but does not lead to better jobs

All European regulatory frameworks cite technology as a key factor in promoting competitiveness and innovation, and right alongside it is its greatest tool, the population’s digital inclusion. Digital inclusion makes it possible to develop human capital able to adapt to labour market challenges and contributes to ensuring equal opportunities in terms of accessing online resources related to work, education and social participation. Government lacks the know-how to help disabled people get into work

The Department for Work Pensions has limited evidence of what works when it comes to supporting disabled people to work, according to the National Audit Office (NAO) in a report published today. The number of disabled people in work has risen by 930,000 (31 percent) in the last five years, but this has not been matched by a reduction in the number of disabled people who are out of work. The NAO found that the government’s headline goal of getting one million more disabled people into work from 2017 to 2027 cannot be used to measure the success of its efforts. The Department itself recognises that this measure cannot be linked directly to any specific government policy or programme. Broader factors, such as more people who are already in work reporting a disability, and rising employment rates, have a significant effect on the measure. It therefore lacks a target for which it is willing to be held to account. More →

Workplace passport offers support needed by disabled people

The TUC and the GMB have launched a new disability passport to help the nearly 1 million (946,010) disabled people who fall out of work or switch employers each year to get the support they need. Disabled people can leave their jobs for many reasons. One preventable reason is when employers fail to carry out their legal duty to make – and keep in place – the reasonable adjustments their disabled staff need to do their jobs.

Gendered label of maternity leave may contribute to parental earnings gap

It’s been argued that one of the main drivers behind the gender pay gap and inequality in the workplace is when it comes to having children. Now new research from Money Guru has revealed that 70 percent of UK employers believe that women should declare their pregnancy during the recruitment process with one in seven (14 percent) of employers admitting to being reluctant to hire someone who may go on to have children. Studies show that 39 percent of young mothers have been illegally asked in job interviews about how being a mother would affect their ability to work.

Employers need to become active listeners to improve mental health at work

Time to Talk Day takes place every February and encourages people to open-up about their emotional wellbeing, but in a workplace setting this can be challenging. Despite 80 percent of employers believing employees would feel comfortable talking about their mental health, only 5 percent of employees would do so. Government announces protections for pregnant mums and new parents returning to work

Pregnant women and new parents returning to work after having children are to be further protected from unfairly losing their jobs under new proposals set out by the UK government. The consultation, launching today (25 January 2019) and running to 5 April, proposes that the legal protection against redundancy for pregnant women and new mothers on maternity leave is extended so that it continues for up to 6 months after they return to work. It will also seek views on affording the same protection to parents returning from adoption leave or shared parental leave.

Only a quarter of women and minority employees believe they benefit from corporate diversity programmes

Investment in diversity programmes has become commonplace: 98 percent of companies offer such programs. But that investment is falling far short of the mark: three-quarters of employees in diverse groups—women, racial/ethnic minorities, and those who identify as LGBTQ—do not indicate that they have personally benefited from their companies’ diversity programmes. This is one of the findings of Fixing the Flawed Approach to Diversity, a report from Boston Consulting Group (BCG). The report claims that a key impediment to progress is that older men (age 45 or older), who often lead decision making within corporate environments, are underestimating the obstacles in the recruiting, retention, and advancement of female and minority employees by 10 percent to 15 percent, as measured by comparison with the estimates of members of those actual groups: women, people of colour, and LGBTQ employees. This can lead to a misallocation of resources and a lack of investment in programs that could otherwise have the largest impact.

Mandatory reporting of ethnicity pay gap could be ‘counterproductive’ if not done right

There is a ‘significant risk’ that the reporting ethnicity pay levels could be ‘counterproductive’ unless key differences between it and gender pay are recognised, said the Institute for Employment Studies (IES) in its response to the UK Government’s consultation on ethnicity pay reporting. Although the IES supports the government’s proposals to introduce mandatory reporting of ethnicity pay gap information, it suggests that cultural and practical barriers to collecting and reporting ethnicity data are greater than for gender pay. More time and greater government support are therefore needed to prepare for these changes. The consultation response voices specific concerns that measures to increase the recruitment of under-represented groups, for example through apprenticeships or paid internships, could serve to widen pay gaps initially. This could inadvertently discourage employers from taking positive action to improve their ethnic diversity. Reporting arrangements therefore need to also take account of changes in the levels of employment participation for different ethnic minority groups, as well as their pay.
