digital workplaceAlthough we now struggle to imagine living in a world without smartphones and the Internet, organisations appear to be slightly out of step with the digital era, according to a new study of their behaviour by Oxford Economics and Citrix. The research, published in a report called Building the Digital Workplace, measured progress toward digital work at organisations around the world. It found that there is a pressing need for organisations to develop a coherent digital strategy especially with regard to work. Although all the common concerns remain about security, costs and skills remain, the report suggests that firms need to do more to reap the benefits of a digital workplace. It cites the example of firms who have done most to develop a digital workplace strategy and the positive outcomes they have enjoyed.

CIPD calls for range of measures for British workforce ahead of General Election 0

The next Government needs to put ‘good work’ at the heart of its thinking in order to improve the economy, boost individual welfare and prosperity – creating the conditions for good work in organisations across the country, says the CIPD ahead of the General Election. In its ‘Manifesto for Work’ the CIPD is calling for publication of pay ratios, additional rights for zero-hours workers and increased investment in adult skills. The manifesto’s package of aim to address the systemic problems in the UK economy by focusing on the positive influence the world of work can have on productivity and wellbeing. As well as an overhaul of the UK Corporate Governance Code, the CIPD is also calling on the next Government to protect and raise awareness of employment rights, make skills the centerpiece of their industrial strategy and take steps to improve gender diversity in the boardroom. It also calls for organisations to focus more on greater organisational transparency so that businesses are more accountable for incorporating the principles of good work across their organisations.

If UK businesses are to remain competitive whoever wins the election on 8 June needs to invest in skills and career advice, as Brexit uncertainty means people are hesitating to move jobs, while there may be barriers in future to hiring workers from abroad; according to the latest research into the UK jobs market by the Recruitment & Employment Confederation (REC). The jobs market experienced the steepest drop in candidate availability for 16 months in April while demand for permanent and short-term staff remained high. Although growth in permanent starting salaries edged down to a four-month low in April, it remained sharp overall and stronger than the series average. Meanwhile, hourly pay rates for short-term staff increased at the sharpest pace in 2017 so far. Vacancies continued to rise markedly in April for both permanent and temporary/contract staff. This was despite growth in demand for both types of staff softening slightly since the previous month.

Growth of the digital economy

The number of CEOs from a financial background is falling as firms put more sway into technology skills, a new report claims. The annual Robert Half FTSE 100 CEO Tracker shows that in the last four years the number of CEOs with a technology background trebled as businesses prepare to compete in an increasingly digital economy. In 2014, only three CEOs had a background in technology while today this number has increased to 11. There is a also a generational shift occurring in the FTSE 100, with just eight CEOs under the age of 50 on the FTSE 100, a quarter less than in 2010 when there were 33 CEOs under the age of 50. The typical age of a CEO is 55 years old and the average tenure is five years and two months. While a majority of CEOs still have a background in finance, this figure has fallen to 43 percent from 55 percent last year and the lowest level in three years. Of those CEOs with a financial background, nearly half (19 percent) are Chartered Accountants.

As alarm grows in some circles over the impact of technology on future job prospects, a new survey suggests that Millennial’s jobs are likely to be at lower risk of automation. Research into how different generations choose jobs by jobs site Indeed compared the online search patterns of millions of UK jobseekers over the six months to March and found that younger people are substantially more likely to choose roles deemed to be at lower risk of automation. Nearly half of younger jobseekers were drawn to automation-resistant jobs, compared to fewer than four in 10 over-50s. These baby boomers are two thirds more likely than millennials to seek the manual jobs at highest risk of automation. While nearly half of millennials (48 percent) were searching for what economists term ‘non-routine’ roles, 61.1 percent of baby boomers were looking for ‘routine’ jobs. Routine jobs – which include sales, admin, transport and construction roles – are seen as being at higher risk of automation than non-routine work, which includes management, professional and service roles.

Yet, one potentially significant factor that has stayed out of the headlines so far is the potential for people to migrate digitally across nations and the globe. The World Economic Forum’s Global Future Council on Migration, in conjunction with Remote.co, has now published a report into the subject called Mobile Minds: An Alternative to Physical Migration in the Fourth Industrial Revolution. The white paper claims to outline the benefits of, and challenges associated with, cross-border remote hiring. Led by Rajeeb Dey, Tolu Olubunmi, and Sara Sutton Fell, the goal of Mobile Minds is to explore the global impact of remote work as it relates to both the mobility of the twenty-first century workforce and workplace.

The UK Government is getting better value for money from its estate, according to a new report from the National Audit Office. The Government Property Unit (GPU), however, has not yet made much progress towards its objective of creating a shared, flexible and integrated estate. The government’s central estate includes some 4,600 individual holdings, costing around £2.55 billion a year to run. The GPU, which is part of the Cabinet Office, was set up in 2010 to better co-ordinate estate management in the public sector. Since the NAO’s last report in 2012, departments have continued to make good progress in reducing the overall size of the central estate. They have also reduced overall estate spending and pay less for office accommodation than private sector comparators. Departments report they have reduced their annual estate costs by £775 million in real terms since 2011-12 to around £2.55 billion in 2015-16. Between 2011-12 and 2015-16, departments raised £2.5 billion by selling surplus land and properties. The GPU is also starting to have an impact on the wider public estate.

Remote access to the workplace may be doing more harm than good

Employees are divided on whether remote access to the workplace is really a positive or negative development, with almost a third of UK workers (32 percent) feeling that having remote access to the workplace means they can’t switch off in their personal time. According to the latest CIPD/Halogen Employee Outlook report, two-fifths of UK workers (40 percent) admit to actively checking their work mobile or emails at least five times a day outside of working hours. Nearly a fifth (18 percent) feel as though they are under surveillance with remote access to work, and 17 percent say it makes them feel anxious or even impacts their quality of sleep. However, almost a third (30 percent) of employees say they feel empowered by having remote access to the workplace, showing a divide in opinion. Indeed, more than half of employees (53 percent) say it helps them to work flexibly and more than a third (37 percent) say it makes them more productive.

London-based businesses are leading the way in flexible working in the UK, according to a new report from conference call provider Powwownow. The study of 2,000 people claims  that business leaders in the capital let their staff spend the most time working out of the office during an average week – a total of 3 hours and 31 minutes, compared to the UK average of 2 hours and 34 minutes. The survey also suggests that young people, many of whom are graduates with sought-after skills such as digital and cybersecurity expertise, are the most likely to consider flexible working a main attraction of a new job, with three quarters (76 percent) agreeing. While young people in London (18 – 24 year olds) are the most likely to want flexible working (85 percent), they are the least likely to be offered it by businesses. Over half of young people (53 percent) are not proactively offered flexible working, compared to just a third (33 percent) of 35-44 year olds who also have to ask for it.

Governments need to act now to address issues such as productivity, automation and stagnating or falling wages, according to two new reports from the International Monetary Fund (IMF). In both its Spring global policy agenda and world economic outlook, the IMF claims that workers are subject to a perfect storm of factors that will destabilise their jobs and lives unless governments implement robust policies to help them work more flexibly, acquire new skills and work alongside the new generation of automated technologies instead of in competition with them. Addressing the issues in a speech last week, IMF managing director Christine Lagarde said that governments need to create a new economic and social architecture that allows everybody to take advantage of the opportunities offered by technology and the current growth in the world economy.

Much has been written about the inexorable rise of the gig economy. However, a new survey from jobsite Glassdoor, claims that only 13 per cent of workers across all employment types would even consider this route for future employment, and the vast majority of employees (76 percent) feel more secure sticking to permanent employment in 2017. As with any work arrangement, using temporary or “gig” workers has both benefits and drawbacks when set against traditional employment.

The survey suggests that the major perceived benefit is flexibility, both for job seekers and employers. When asked the question, “What do you think would be the biggest advantage of working in the gig economy?”, most (35 percent) of employees selected  “flexible working”, followed by “better work-life balance” (11 per cent) and the ability to “be my own boss” (10 percent). Furthermore, 39 percent of female employees feel that the biggest advantage of working in the gig economy would be the flexible working, compared to just 31 percent of men. However, 73 percent of women also reported they already enjoy a good work-life balance in their current roles.

Salaries and benefits remain the most important workplace factors for both men (56 percent) and women (63 percent), something which is typically less stable in gig or contract work.

Gig employment for task-based jobs like car rides, accommodation rentals, and food deliveries are all now mainstream services. Glassdoor’s previous research for the US labour market suggests a slowdown for gig work in 2017, especially as job seekers weigh the pros and cons of this employment type. This new UK survey finds that only 12 per cent of those already self-employed feel they would earn more if they left a job to take on work which paid “per activity” (rather than an annual salary), with 21 per cent of those in full time work feeling the same. On a wider level, just one in ten of all respondents across all forms of employment believe that the gig economy would become the “future of work,” with double that amount (20 per cent) feeling it actually exploited workers and harmed employees’ rights.

In terms of job generation, only 13 per cent of all respondents predict that the gig economy would be a good way to reduce unemployment and create jobs in the future. When broken down by gender, nearly a third of women (31 per cent) feel that the gig economy would only ever be for a “limited number of workers” and was not accessible across a “wide range of roles”. This was opposed to just a quarter of men.

The millennial generation of employees has been labelled as the group who will structure and shape the way we work in coming years. However, only 10 per cent of 18-24 and 9 per cent of 25-34 year olds are of the opinion that the gig economy will eventually become the “future of work.”

Dr. Andrew Chamberlain, Glassdoor’s Chief Economist said: “The gig economy may be associated with prodigious growth of app-based taxi rides and food delivery, however, as we’ve already witnessed in the U.S., the impact on the UK workforce could remain minimal in the longer term.

“The main reason is size. Although many ride-sharing and travel platforms have popped up in recent years, they’re still confined to a small corner of the workforce. Further, gig roles only really work for relatively simple jobs that are easy to measure, don’t require deep institutional knowledge, and don’t rely on long-term relationships. The majority of the fastest growing jobs in the labour market today require human creativity, flexibility, judgment, and soft skills. For some jobs, the UK gig economy is here to stay. But don’t expect the majority of the workforce to be part-time contractors any time soon.”

Fresh concerns have been raised about the levels of investment by the UK’s local authorities in commercial property. New figures published by CBRE suggest that councils spent around £1.3 billion on commercial property in 2016, most of it borrowed from a Central Government scheme not designed for that purpose. The news is certain to raise alarm across the UK and especially in Westminster. In November of last year, a report from the Public Accounts Committee warned that the increasing scale of commercial activity taken on by local authorities carried a high level of risk and that the council employees and councillors making decisions often lacked the skills and knowledge needed to take on such projects. At that time, the Government put the level of activity at around £1 billion. The fact that this figure is now significantly higher and mostly borrowed money is sure to increase concerns.
