One St Peter's Square ManchesterTake-up of prime office space in central Manchester is on course to hit 1 million sq ft in 2016 and could be influenced by the impact of Brexit. The latest research by Colliers International suggests that overseas investors retained an interest in prime Manchester office space partly because of the devaluation of sterling following the Referendum vote for the UK to leave the EU – as proven by the recent £164m acquisition of the 288,000 sq ft One St Peter’s Square by global real estate investor Deka Immobilien. There have been a series of other major deals, including an insurance firm taking 165,000 sq ft of Grade A office scheme, a global law firm moving its global centre into an 80,848 sq ft development; and a government department negotiating a 60,000 sq ft deal. The legal sector accounted for almost 25 percent of total office take-up so far in 2016, followed by media and technology (16 percent) and business services (15 percent). However, all this activity may result in a lack of ready to occupy space in the city by early 2017.

technological-infrastructureAlmost half of firms (44 percent) believe the UK’s infrastructure has improved over the past five years, but only a quarter (27 percent) think it will pick up in the next five years, and two thirds (64 percent) suspect it will hamper the country’s international competitiveness in the coming decades, according to the 2016 CBI/AECOM Infrastructure Survey. Delivery of key projects already in the pipeline emerged as the top priority among the 728 firms surveyed. Delivery of £38 billion of investment in the rail network through Control Period 5 (99 percent of respondents), and £15 billion of investment in the UK’s motorways and A-roads through the Road Investment Strategy (97 percent of respondents) rank highly, as does delivery of a new runway in the South East (85 percent) & HS2 (80 percent). Many firms have specific concerns about teh country’s digital infrastructure including the ability tow work on teh go on trains and elsewhere.

childcareThe British Chambers of Commerce and Middlesex University, have published a new survey to gauge the opinion of business leaders on the cost and availability of childcare and its impact on the workforce. The survey of businesses claims that a third of firms (33 percent) regard the availability of childcare as a key issue in recruiting and retaining staff. The survey of more than 1,600 business leaders across the UK also claims that over a quarter (28 percent) of firms have seen a reduction of working hours by staff due to the cost of childcare, while nearly 1 in 10 (9 percent) have seen employees leave their business. Although the survey suggests that nearly 40 percent of businesses already view government plans to double the availability of free childcare next year as likely to have a positive impact on their business, the BCC is calling on government to go further. It says the administration should consider the costs and benefits of a universal entitlement up until school entry, which would help more firms retain and promote productive staff, and help working parents progress.

Vast majority of UK employers are against a 'hard' Brexit' finds CIPD

The implications of Brexit are raising concerns over a reduction in employers’ intentions to invest in their staff and its effects on access to migrant labour. As a result, according to the latest quarterly CIPD/Adecco Group Labour Market Outlook, while employment growth looks set to continue in the UK, there are signs that this is beginning to slow and that real wages are likely to fall during 2017 for many employees. The data shows that the net employment balance, while remaining in positive territory at +22, based on the difference between the share of employers expanding their workforce and the share of employers reducing their workforce, has shown a slight negative decline from the previous quarter’s figure of +27. Although 42 percent of employers believe that future restrictions on EU labour could damage their UK operations, just 15 percent have started to prepare for this eventuality; which is probably why the vast majority are against a ‘hard Brexit’.

green-building-logoThe World Green Building Council’s goal to ensure that every building produces zero carbon emissions by 2050 took a major step forward this week as Green Building Councils in 10 countries (Australia, Brazil, Canada, France, Germany, India, the Netherlands, South Africa, Sweden, and the US) made progress on their plans to introduce net zero certification or designation schemes within their own countries, at COP22. Specifically, the Green Building Council of Australia, Canada Green Building Council, the German Sustainable Building Council (DGNB), India Green Building Council and the US Green Building Council all announced their intention to introduce schemes that recognise and reward net zero carbon buildings, with some announcing target dates by which they will introduce them. These schemes could be either stand alone net zero certification schemes, or a net zero designation within existing certification schemes.

hoursSome people cling to the idea that if you want to get more work done, the obvious solution is to put in more hours. But if that’s true, why are a number of companies in Sweden reducing their working schedule from eight hours a day to six? Is Sweden that economically successful that they can afford to give their staff a quarter of the day off? No – something different is going on. But to understand it, we need to look at where the idea of the eight hour working day and its association with productivity comes from. During the late 19th century, there was an increased demand for worker’s rights, and the debate about working hours was right at the heart of it. Improvements were slowly made, as standard 16-hour-a-day shifts reduced and reduced. As the 20th century arrived, significant progress had been made, but even then many stubborn companies held on to older working practices. Ten-hour, six-day-a-week schedules were still common.

estate-strategy-frontThe latest part of the UK’s vast public sector estate that is being primed for a large scale sell-off is that of the Ministry of Defence. According to a government statement, 91 sites including more than fifty barracks, naval sites and airfields will be sold under plans to shrink the size of the defence estate by nearly a third. The MoD predicts that the sale will raise around £1 billion and cut running costs by around £140 million per annum, while the rest of the estate will benefit from the investment of around £4 billion to improve housing and facilities for personnel. Perhaps surprisingly the MoD also owns five golf courses which will be sold as part of the shake up announced in the newly published A Better Defence Estate strategy document.

BrexitThe decision by the UK electorate to leave the European Union has created widespread uncertainty in almost all areas of law, with employment law particularly affected. A large amount of present UK employment law has its base in EU law, which means a withdrawal from the EU could result in UK employment rights no longer being guaranteed by the EU. This leaves both employees and employers in a state of flux and uncertainty, and the approach that has thus far been taken by the government appears to have been driven, to a very large degree, by a desire to create a sense of continuity. Both the Prime Minister Theresa May and Secretary of State for Exiting the European Union, David Davis, have repeatedly sought to offer reassurances that the rights of workers will remain largely unchanged post-Brexit. Given the political situation, however, it is entirely possible that this may end up being simple rhetoric rather than a deliverable result.

A startling number of people in the UK who are suffering from stress hide from their employers, according to new research from Aviva to mark National Stress Awareness Day. A quarter of people (25 percent) surveyed admitted taking a day off work with stress but then blamed it on a physical illness. Based on the current number of people working in the UK, it indicates that almost eight million people are suffering in silence. The data also suggests that a third of people (33 percent) have taken a day off work with stress at some stage in their career. 25-34 year olds were the most likely to have taken time off (46 percent) with those aged over 55 seemingly the least likely to need time away from work (25 percent). More than half of men (53 percent) who had taken a day off work with stress at some stage in their career said they had done so in the last year, compared to just a third of women (34 percent).

public-sector-automationUp to 861,000 public sector jobs in the UK – around 16 percent of the overall workforce – could be automated by 2030 according to research by Deloitte. The research builds on Deloitte’s work with Oxford University on job automation and is included in the firm’s The State of the State report for 2016-17 – its annual analysis of the state of public finances and the challenges facing public services. Deloitte’s previous work has shown that all sectors of the UK economy will be affected by automation in the next two decades, with 74 percent of jobs in transportation and storage, 59 percent of jobs in wholesale and retail and 56 percent of jobs in manufacturing having a high chance of being automated. The public sector includes higher numbers of roles in areas such as education and caring, as well as jobs requiring public interaction, all of which are at lower risk of automation. However, Deloitte calculates that automation could still lead to a reduction of up to £17 billion in public sector wage costs by 2030.

freelancersAlthough British Prime Minister PM Theresa May has recently, announced a Government review into how employment rights can be extended to freelancers, a new survey claims that the vast majority of the self-employed don’t really want them. The admittedly small scale study of 250 freelancers from ContractorCalculator claims that 80 percent aren’t interested in them anyway and a mere 7 percent think they would be of benefit.

Key findings from the survey include:

  • 88 percent of freelancers don’t want maternity/paternity rights
  • 82 percent do not want paid sick leave
  • 85 percent say no to holiday rights and pay
  • 80 percent shun extra rights to help with grievances or disciplinary matters
  • 94 percent don’t want restrictions on the amount of hours they can work
  • 74 percent believe more employment rights would compromise their tax status and complicate their tax affairs.
  • More than half of respondents also raised concern that the provision of such rights would both restrict their flexibility and result in lower earnings.

“These results are not surprising,” claims CEO Dave Chaplin. “The Government needs to understand that the negative reports associated with self-employed couriers and drivers are woefully unrepresentative of all of the self-employed. There are several million self-employed businesspeople working on a business to business basis with their customers who are very happy with the way they work and the last thing they want is further legislative burdens.”
