Brussels to challenge the UK in court on Green Deal VAT

Office at nightThe European Commission has confirmed intends to take the UK Government to court to force the Treasury to impose the full rate of VAT on energy-saving goods which are a key element of the flagship Green Deal energy efficiency scheme. The Green Deal is designed not only to improve the UK’s environmental performance but also boost the economy. The commission issued a statement yesterday confirming it would refer the UK to the EU Court of Justice over the practice of imposing reduced VAT rates on green goods which it claims break EU law and won’t deliver the aims of the government’s flagship Green Deal energy efficiency scheme.

The UK’s BIM (Building Information Modelling) Task Group is launching a Digital Plans of Work site on February 28. The latest phase in the government’s plans to make the UK the world leader in BIM, the site will enable users to keep an online version of their work. BIM is also attracting support worldwide. Today, US construction giant ZMG Construction threw its weight behind the technology saying: “New technological developments continue to revolutionize the construction and design industries — and building information modelling, or BIM, is foremost on the list of these major technological advances.” More →

Net-Zero buildings top measure of sustainability success

Net-zero commercial buildings, i.e. those that produce at least as much energy as they consume should be the long-term aim of corporate energy strategies, says a CoreNet Global statement. “Smart and responsible energy policies and practices reduce corporate carbon footprints and greenhouse gas emissions, (and) we encourage our members’ companies to drive energy efficiency to optimal levels with net-zero buildings as a top measure of long-term success.” The global real estate association calls on governments around the world to incentivise building owners, investors and occupiers who proactively reduce their carbon footprints. British Land has been named Carbon Champion of Year in the Chartered Institution of Building Services Engineers (CIBSE) Building Performance Awards 2013. The awards recognise building performance excellence in 12 categories, with other winners including Max Fordham, Norland, Atkins and London 2012 Olympic and Paralympic Games. The CIBSE awards recognise and celebrate the best performance, innovation and practice in design, commissioning, construction, installation and operation of sustainable buildings and the manufacturers whose technologies enable energy efficiency. Lights off as France announces new energy saving law

SwitchThe French Environment Ministry has announced that a new law will come into effect in July that requires non-residential buildings  to turn off interior and window display lights each night. Under the new legislation lights in shop windows will need to be turned off at 1am and lights in office and other commercial buildings switched off an hour after the last employee leaves.  The new law is planned to save around 250,000 tonnes of carbon dioxide emissions each year as well as enough energy to power 750,000 French households. The ministry believes the law will change attitudes and help the country become a pioneer in reducing light pollution and energy use.

Full extent of computer posture risks revealed

Employee health is being put at risk in the workplace, a new report has revealed, with a majority of those polled in a recent survey saying they would score their office 55% in terms of smart computer use. According to the survey of 2,000 employees by energy and performance expert energiseYou, just over a quarter (30%) believe that their working environment is correctly designed for computer users, with for instance comfortable lighting levels. 37% complained of suffering from tension headaches or migraines and 66% experienced tension or feeling pain in their neck, back and shoulders. German cities dominate the investment prospects for Europe’s commercial real estate sector as investors favour safe havens according to a new report – Emerging Trends in Real Estate Europe 2013. Munich tops the league table followed closely by Berlin in second place and Hamburg in fifth position, with investors taking comfort from each of the cities’ strong local micro-economic climate and resilient property market conditions. Greater clarity required for UK infrastructure plan

The National Audit Office has called on the UK government to provide greater clarity to taxpayers and consumers on how it will meet its national infrastructure plan. The government expects £310 billion to be spent by 2015 and beyond on new infrastructure projects in sectors such as energy, rail, roads, water, waste, flood defences and digital communications. The government is looking to private companies to own and finance around 64 per cent of the £310 billion, with the burden of funding likely to shift towards the public as consumers rather than taxpayers.

This is the coldly rational thing to do according to people like free market guru Milton Friedman who argues that companies should not actively pursue altruistic ends unless that pursuit is ultimately in the interest of their shareholders.
