It has been one year today (24 May 2023), since the World Green Building Council (WorldGBC) launched a new policy called the EU Policy Whole Life Carbon Roadmap, to help the European Union accelerate total decarbonisation of buildings and construction — the most heavily emitting sector in the world. Now WorldGBC and 12 European Green Building Councils (GBCs) are imploring the EU to implement the Roadmap’s principles at the scale and speed required through the announcement of BuildingLife2, a new project driving what it claims is greater transparency and accountability across the sector as it seeks to achieve the goal of a carbon neutral built environment. The Urban Land Institute (ULI) has warned of a ‘carbon bubble’ in the pricing of European real estate and urged the industry to work together to preserve values across the sector as it aims to meet the decarbonisation targets set in the Paris Agreement. To support a more collaborative approach, at the inaugural ULI C Change Summit, the institute has published its Transition Risk Assessment Consultation Guidelines as part of its C Change programme. These guidelines set out a standardised method for assessing the costs of decarbonising buildings and disclosing between owners, investors, potential buyers, and valuers the main transition risks and impact on values. In its response to a consultation on the reform of capital allowances, the British Property Federation urges the Government to increase tax relief for capital expenditure on building projects that support the Government’s net zero and levelling-up ambitions and introduce a new tax credit system similar to that which applies to Research & Development spending. Buildings are responsible for around 30 percent of all greenhouse gas emissions in the UK and reaching net zero by 2050 will require significant capital investment in new types of building, building techniques and new technologies to improve the energy efficiency of domestic and commercial property. City governments are setting ambitious sustainability targets, often well ahead of national goals; yet plans to tackle the carbon emissions from buildings are frequently given insufficient attention. To deliver an effective plan for the decarbonisation of buildings, partnerships with landlords, investors, developers and occupiers are essential, the report claims. In a study of 32 global urban centres, Decarbonising Cities and Real Estate, JLL’s research claims that real estate’s contribution to emissions averages 60 percent, even higher in the world’s largest business centres – as much as 78 percent in London, 73 percent in Tokyo, 71 percent in Washington, DC, 70 percent in Paris and 66 percent in New York.
