New analysis reveals shrinking pool of younger workers in the UK workforceAn increase in the number of UK-born employees leaving the UK’s workforce, either through retirement or emigration is coinciding with a shrinking pool of younger workers, which a fall in immigration can no longer fill, a new report warns. An analysis of the UK’s workforce showed that the UK’s workforce grew in 2016-2017 only because of an increase in EU and non-EU workers. Mercer’s Workforce Monitor showed that retirement, opting out (i.e. due to caring responsibilities) or emigration saw around 143,000 UK-born employees leave the UK workforce with the loss of workers only being offset by the entry of around 147,000 EU-born workers and around 232,000 Non-EU workers.  In sum, the UK’s workforce grew by an estimated 234,000 over 2016-2017. From Q1 2016 to Q1 2017, the number of workers over 50 in the UK economy grew by 230,000, the under 35’s grew by 50,000 while the number of workers aged 35-49 shrunk by 48,000. According to the analysis, if net migration into the UK levels off at 100,000 per year from 2020, the number of under 50s in the workforce will fall by 200,000 by 2025; the over 50s would increase by over 1 million while the number of under-25s in the population would fall by 100,000. This means apprentices and graduates numbers will be less.

Although the commercial property market in the UK is proving largely resilient, demand to rent levelled off for the first time in almost five years during the past three months, according to a study from The Royal Institution of Chartered Surveyors (RICS) Its gauge of commercial tenants’ demand for property fell to -2 for the second quarter of 2017, its lowest reading since the third quarter of 2012. Demand varies across market sectors, however, with occupier demand declining in the office and retail sectors of the UK commercial property market, but conditions in the industrial segment remain firm, according to the survey.

Other UK cities must rebalance London-centric commercial property market

It is up to the UK’s other cities to rebalance the country’s London focussed commercial property market according to a new report, ‘What investors want: a guide for cities’, published by the think tank Centre for Cities with support from Capita. It examines the top priorities for investors when choosing which places to invest in, and offers practical advice for cities on how to make their places as attractive as possible for investors. The report shows that just over half of all investment in Britain’s commercial property market in 2016 – worth over £43bn in total – was spent in London. This was significantly more than the South East, the second most successful region, which secured nearly £5bn of investment, equivalent to 11% of the total share across Britain.

Yesterday, the much-awaited Taylor Review into modern working practices was finally published. And by modern working practices, the report focussed primarily on what has become known as the gig economy. People have been speculating about the contents of the report for months and things ramped up last week after a partial leak to the media. So, things were already bubbling under nicely before the actual publication of the document brought things to a boil yesterday. Assuming the government do more than kick the whole thing into the long grass, always a possibility, debate will continue for a while.  Serviced and coworking office space providers have accounted for the largest share of space leased in Central London for the first time, according to new research from Cushman & Wakefield. During the first half of 2017, serviced office or co-working providers – such as WeWork and The Office Group – accounted for 884,235 sq ft of newly-leased office space in central London. The second quarter of the year in particular witnessed a dramatic escalation in activity by serviced office and co-working providers with 651,540 sq ft leased – around a quarter of central London’s take-up across April, May and June. This was more than London’s traditionally dominant occupational sub-sectors such as technology, media and financial services. The H1 2017 total is more than serviced office and coworking providers accounted for in the whole of 2016 (853,178 sq ft). and is just a deal or two shy of the sector’s average annual take-up between 2012 and 2016 (908,972). It seems certain therefore that serviced office and co-working providers will this year surpass their record annual volume of 1,267,926 sq ft set in 2014, according to the firm.

Majority of employers fear a lack of skilled staff to meet increased need for talentThree quarters (75 percent) of businesses expect to increase the number of high-skilled roles over the coming years, but 61 percent fear that there will be a lack of sufficiently skilled people to fill them. This is according to the 2017 CBI/Pearson Education and Skills Survey which highlighted that 62 percent see strong competition for candidates with appropriate qualifications as the most widespread cause of skills shortage, followed by a lack of candidates with appropriate qualifications (55 percent). According to the report, while the Brexit debate generates plenty of heat, ‘it’s the white heat of technological change that will mean huge change to the jobs of 2030’. Add that to the obvious question about what skills we’ll need to ‘home grow’ in the absence of free labour movement, and the skills gap is brought into sharper relief argues the report.

The persistently low productivity of UK workers has dropped back to pre-financial crisis levels, according to official figures. Hourly output fell 0.5 percent in the first three months of the year, the Office for National Statistics (ONS) reports in its latest update. At the end of 2016, productivity returned to the level seen before the 2008 recession. But it has now slipped back again and is 0.4 percent below the peak recorded at the end of 2007, according to the ONS. It was the first quarterly fall in productivity since the end of 2015, according to the ONS. Economists have consistently warned that the UK’s low productivity continues to mean it lags behind its major trading partners such as the US, France and Germany.

The government should extend minimum wage legislation to protect some of the UK’s 4.8 million self employed workforce as part of its drive to tackle low pay and insecurity in the modern workforce, according to a new report published by the Resolution Foundation. The Minimum Required? – which forms part of the Resolution Foundation’s submission to the Taylor Review on modern employment practices – sets out a number of proposals to tackle endemic levels of low pay among the self-employed. Its new analysis claims that that while around in one in five employees are low-paid (earning less than two-thirds of typical weekly earnings), last year around half of the full-time self-employed workforce (49 percent) fell below this threshold, earning less than £310 a week.

A shortage of people with the right skills has cost companies more than £2 billion over the past year, despite employment being at a record high, according to the latest findings of The Open University Business Barometer. The study of hundreds of employers found that the majority of businesses have had to pay as much as £527 million above the market rate to recruit skilled workers. At small and medium-sized companies, the average salary increase amounted to £4,150 per recruit. At larger groups, it stood at £5,575. Companies said that they also had faced increased recruitment costs, including paying temporary staff to fill the gap while suitable candidates were found. Nine out of ten said that they had struggled to recruit people with the right skills.

In a rapidly changing world, mobility has become a core component of companies’ global talent strategy and as a result, multinational organisations are carefully assessing the cost of packages for their international mobile workforce, claims a new report which sets out the costs of living in the world’s major cities. Mercer’s 23rd annual Cost of Living Survey finds that factors like instability of housing markets and inflation for goods and services contribute to the overall cost of doing business in today’s global environment. Mercer’s 2017 Cost of Living Survey finds Asian and European cities – particularly Hong Kong (2), Tokyo (3), Zurich (4), and Singapore (5) – top the list of most expensive cities for expatriates. The costliest city, driven by cost of goods and security, is Luanda (1), the capital of Angola. Other cities appearing in the top 10 of Mercer’s costliest cities for expatriates are Seoul (6), Geneva (7), Shanghai (8), New York City (9), and Bern (10). The world’s least expensive cities for expatriates, according to Mercer’s survey, are Tunis (209), Bishkek (208), and Skopje (206).

Billions of pounds are denied to workers every year in wages and holiday pay, a new academic study claims. An interim report, The Weighted Scales of Economic Justice , from researchers at Middlesex University and the Unpaid Britain project shows £1.2 billion of wages are unpaid each year, along with £1.5 billion of holiday pay. The research, led by Professor Nick Clark, also found numerous breaches of employment rights, with one in 12 workers not receiving a payslip and one in 20 receiving no paid holiday. The report claims that many companies and directors were repeat offenders in withholding wages, and directors of half the companies that were dissolved and had defaulted on wages, returned as directors of other companies. Lead author, Nick Clark, said he believes these facts are the “tip of the iceberg” as accurate data around unpaid wages is difficult to uncover.

Building managers and FMs are under growing pressure to reduce costs and convince senior management about the need to take control of their energy needs according to a survey carried out a recent energy event; which also revealed that the majority (56 percent) believe that battery storage will be the biggest energy trend in the next decade. This was according to delegates at the recent Energy Live Future conference at Leicester’s National Space Centre where more than a third (38 percent) of delegates at the event, sponsored by British Gas Business, agreed that reducing energy costs remained the central energy issue for large organisations and those who manage commercial buildings. This was closely followed by the challenge of convincing business leaders to allow investment in new technology (35 percent). Nearly half (48 percent) of delegates suggested that political uncertainty, caused by the General Election, Brexit and changing regulation, could make it even more difficult for them to make significant energy changes.
