Queen's Speech light on legislation, with flexible working biggest change aheadThis year’s Queen’s Speech was the last before the 2015 general election and included a relatively light legislative programme of just 11 new bills. Some of the key employment changes being proposed include changes to childcare, the national minimum wage, and zero-hours contracts. But in fact a key development which was not included in the Queen’s Speech, and yet could have the most pronounced effect on employers is the extension of the right to request flexible working. From 30 June 2014, employees with at least 26 weeks’ continuous employment will be able to make a request for flexible working for any reason under the new statutory scheme. The procedure to be followed will be far less prescriptive than that currently in force and will place more onuson the employer to consider the request and any alternatives to the proposed request. CIPD calls for a budget to address decline in UK productivity

UK productivity requires budget boostThe CIPD has urged the Chancellor to focus on delivering a “Budget for Productivity” when he delivers his 2014 Budget on 19 March. The employment body has today put forward a package of proposals which call for labour market inclusion and the development of more productive, inclusive, and engaging workplaces. It is calling for a fundamental review of UK skills policy, together with a new focus on the workplace, the nature of jobs for the future, and how skills are being utilised. This, the CIPD argues, is critical if the necessary leap in productivity is to be delivered to boost real wages. A recent CIPD report  found that already weak UK productivity has worsened as a result of a slow-down in job turnover during the recession and an extraordinary run of hiring that has preceded the recent return to growth. HS2 is a project for today projected into an uncertain future

Barely a day passes in the media without some new battleground opening up in the debate about the UK’s plan to develop HS2, the high speed line connecting London with Birmingham, Leeds, Manchester, Sheffield and, for some reason, a place nobody’s heard of halfway between Derby and Nottingham called Toton (pop. 7,298). While the debate rages about the cost, the economic benefits, regional rebalancing, environmental impact, route and why the Scots and others are paying for a project that may leave them with worse train services,  one of the fundamental flaws with the case for HS2 goes largely disregarded. It is that this is clearly a project designed for today, but that won’t be complete for another twenty years. The world then will be very different and, unfortunately, time isn’t quite as malleable as the movies would have us believe.

UK workers exhibit split personalities when it comes to energy management

Dr_Jekyll_and_Mr_HydeA new survey has highlighted the disparity between how energy (and hence money) conscious British people are in their domestic and working lives. According to research carried out by Rexel UK we exhibit a ‘split personality’ when it comes to the ways in which we use energy. Just under half (48 percent) of those surveyed describe themselves as energy conscious at home, whereas only a fifth (20 percent) would say the same about themselves in the workplace. Over a third (70 percent) say that they are concerned about wasting energy at home, whilst only two-fifths (43 percent) worry about wasting energy at work. In addition people are actively choosing to charge electronic devices at work in preference to home and, while nearly all turn the lights off at home (93 percent), only 60 percent do so in the office.

Why do we bother going to work? Good question.

CommutingWhile the UK Government continues to explore new ways of getting people back to work more quickly following (or even during) illness, there are a number of counterpart questions that they continue to fastidiously ignore, one of which is ‘why bother?’. We might all ask ourselves that from time to time, whether petulantly or as a pressure-relieving alternative to ramming a co-worker’s head through a window or a laptop in a dumpster. But there are also reasons to raise the question coldly, rationally and with full awareness of all the facts, not least when it comes to assessing the increasing cost of going to work in the first place. Put simply, for many people it makes little or no financial sense to go to work.

Festive burnout latest ailment to strike unwary office workersAs we enter the last full working week before the Christmas holidays, the reason why the office is already half empty isn’t just because staff have faked a sickie to do their Christmas shopping. Many of them may be genuinely sick – with Christmas the primary reason. The new ailment of “Festive Burnout” has been coined to mark the countdown to Christmas, as stress, exhaustion and illness begins to strike offices. According to the findings of a new investigation from AXA PPP healthcare;  while one in four Brits say that Christmas is their favourite time of the year, a third tend to start their holiday feeling burnt out from the stress of the run up to the holiday break.

Meeting the management challenges of caring for home workersFlexible working is on the rise. However, as reported today, while employers are happy to equip workers with the facilities required to work away from the office, there is a worrying level of unwillingness amongst many bosses in checking the safety and comfort of home workers. Employers have a duty of care to their home workers under health and safety legislation and the Working Time Regulations 1998. This means that care should be taken by employers to ensure that home workers operate in a safe and appropriate environment. This duty of care goes beyond supplying an ergonomic workstation. Economic recovery, the changing psychological contract and the future of the office

display_img_01There has always been a link of one sort or another between the labour market and office design. So, as the UK’s unemployment statistics continue to fall, they remain moderately high and there continue to be structural changes in the nature of work, typified by this year’s debate about the growing use of zero hours contracts. You have to wonder what impact structural changes,  levels of unemployment and redundancy (around 4 million in the UK since 2008) have had on the way we manage and design our workplaces. There is no doubt that the downturn combined with the structural changes in the way we work have had an effect on demand for commercial property, but what will it all mean in the longer term?
