Only a third of employers have policies to support working carers ⁰

As baby boomers and Gen X age, more of the working population are responsible for the care of elderly relatives, with some being part of the ‘sandwich generation’, balancing work while caring for older family members and their own children. Yet according to a new survey published today by CIPD/Westfield Health just a third of employers (34 percent) have a formal, written policy or an informal, verbal policy in place to support working carers in their workplace . The report also finds that just 13 percent of organisations offer line manager training to support working carers, which is concerning given the key role line managers play in providing flexibility and support to people with caring responsibilities. With estimates suggesting that 3 in 5 people will end up caring for someone at some point in their lives, employers are being urged to put mechanisms in place to empower and support working carers, before they lose out on key talent; while those employers that do support working carers believe it’s made a positive difference to their culture.

High cost for UK’s working mothers as European gender gap persists ⁰

New research has been added to the growing body of evidence that a gender gap in employment persists in the UK and across Europe, and that this increases in the UK among working women with children. According to a new report from Glassdoor Economic Research, in a ranking of 18 countries, the UK comes 11th for equality, behind the Nordics, France and Spain. In the UK there are fewer women than men in the workplace. However, this gap is considerably narrower for those with a university education. By contrast, Sweden, Norway and Finland all have an almost equal balance of men and women in the labour market. Of real significance though, is the high “cost of motherhood” in the UK, whereby the gender pay gap widens among working women with children. British working mothers are significantly worse off than those without family responsibilities, and this pressure will not help the UK address its workplace diversity issues.

Employers need to step up to retain older workers and carers, claims CIPD ⁰

With people living longer and fewer young people entering the labour market, Europe’s employers are increasingly reliant on the skills and talents of older workers. However, the ageing population also means that there will be around nine million carers in the UK by 2037, many of whom will be trying to juggle care and employment, according to new research released by the CIPD. It claims that, although the UK’s policy framework for supporting older workers and creating fuller working lives is well-developed in comparison to other European countries, there is a crucial need to turn this thinking into practical action to avoid losing the skills and experience of employees who choose to work beyond retirement. With around 30 percent of the UK workforce currently over 50 compared to 20 percent in the 1990s, the CIPD is urging employers to put the tools and culture in place to support older workers as they represent and increasingly significant proportion of the labour market.

Lack of productivity growth continues to impact on UK employment ⁰

The Government to be more interventionist in its support and work in partnership with business to help improve organisations’ productivity to improve salaries and performance, the CIPD has said. This follows the second quarter in a row when the CIPD’s survey of employers has anticipated a pay figure below the Government’s official inflation target of 2 percent. The Labour Market Outlook highlights how low inflation, expanding labour supply and the lack of productivity growth are working in combination to reduce the economic pressure for employers to pay their staff more. The UK is now in its eighth year of a productivity slump, which for employees means that pay growth is likely to remain sluggish until at least the end of the decade and for employers means that low productivity leads to tightened budgets. This ‘jobs-rich, pay-poor’ economy is set to continue as pay awards are expected to only rise by 1.7 percent in the next year.

Management needs to improve opportunities for career progression ⁰

Almost a quarter of employees (24 percent) are intending to move, as job satisfaction in the UK drops to its lowest level for over two years finds the latest CIPD/Halogen Employee Outlook report. The survey reveals that almost a fifth (23 percent) of employees believe their organisation’s performance management processes are unfair (an increase from 20 percent in Autumn 2015). Over a quarter (27 percent) are dissatisfied with the opportunity to develop their skills in their job and this is reflected in the number of employees who say they are unlikely to fulfil their career aspirations in their current organisation, which has also increased to 36 percent (32 percent in Autumn 2015). Opportunities for women in senior roles have slipped as well with separate research by the European Women on Boards (EWoB) showing that Britain has a below-average proportion of women on boards; falling from sixth to eighth place among 12 leading economies since 2011.

New partnership to encourage creation of age friendly workplaces ⁰

Between 2005 and 2015 the number of people working over the age of 50 in the UK increased by 2.5 million, while those working over the age of 65 more than doubled. By 2022, there will be 12.5 million job vacancies that need to be replaced due to people leaving the workforce in addition to the two million new vacancies that will be created. However, there are estimated to be just seven million younger people to fill them. Recruiting and retaining older workers will be critical to closing this gap. Now in a major new initiative, the Centre for Ageing Better has gone into partnership with Business in the Community to identify and test what works to recruit, retrain and retain older workers. Through this partnership, it wants to hear from employers across the country who see the benefits of older workers and who are implementing changes to create age friendly workplaces.

UK, Germany, Switzerland and Poland lag Europe in flexible working ⁰

A new report has verified the value of flexible working by showing a positive correlation between employee happiness and the adoption of flexible working practices. Yet, the research conducted by IDC and sponsored by Cornerstone OnDemand also reveals that flexible working practices have been taken up at different speeds across Europe, where the lowest flexible working maturity appears to be clustered in Central and Eastern Europe, as well as the UK. Business managers and HR respondents stated a low level of flexible working adoption in Poland, the UK, Switzerland and Germany – surprising, given the competitive labour market in these regions. The Nordics, Spain, Benelux and Austria were perceived to be the most mature when it came to flexible working options. Among the respondents from Poland, less than 50 percent of those surveyed were allowed to work from home, while the figure for the Nordic countries was 87 percent.

Men paid more after having kids, as mothers’ pay and prospects diminish ⁰

We’ve observed at Workplace Insight that the reason many women fall behind men in terms of pay and promotion may not be due to direct gender discrimination but becauses when women start having children, they’re penalised for needing a more flexible working arrangement. This theory has been borne out in a series of surveys and now the latest one shows how stacked the job market is against working mothers. According to a new report by the TUC, fathers working full-time get paid a fifth more than men with similar jobs who don’t have children. The report shows that dads who work full-time experience, on average, a 21 percent ‘wage bonus’ and that working fathers with two children earn more (9 percent) than those with just one. The findings are in stark contrast to the experience of working mothers, says the report. Women who become mothers before 33 typically suffer a 15 percent pay penalty.

Londoners work less flexibly than elsewhere, despite longer commutes ⁰

Londoners are less likely to work flexibly than the rest of the UK, despite having much longer commuting times. This is according to the results of new research by the CIPD which found that many Londoners are travelling for the equivalent of at least one full working day in a ‘typical’ week. They spend an average of 47 minutes travelling to work each way compared to the national average of 31 minutes, and their average travel to work time increases to 56 minutes each way, if you consider a combination of both employees who live in London and those that commute into the capital from outside the M25. The data also reveals that flexible workers in London are more satisfied with their jobs, feel under less pressure and have better work-life balance than those who don’t work flexibly. In its policy programme, Opportunity through work: A manifesto for London, the CIPD is calling for a campaign to increase the uptake of flexible working in the Capital.

Dramatic rise predicted for the number of UK men working part-time ⁰

As we reported yesterday, just 1 percent of working men have availed themselves so far of the right to Shared Parental Leave (SPL) but it seems this doesn’t necessarily mean that men don’t want to adopt more flexible working patterns. A new report, Working Futures, published by the UK Commission for Employment and Skills (UKCES), projects that the number of part-time male workers is set to increase by 20 percent by 2024 – nearly three times more than the projected growth in part-time female workers (7 percent), and this growth is particularly significant for men in professional or management roles, where an increase of 25 percent is projected. This marks a substantial change in the working patterns of men in highly paid, highly skilled roles. Women by contrast are set to become more career focused – with a rise of 7 percent in the number of women working full-time, compared to just 3 percent for men.

Is discrimination of women with children the root cause of gender pay gap? ⁰

Two reports published this week support the argument that it is when women have children and require more flexible hours, that they really start to feel the sharp end of the gender pay gap. A report by a cross party group of MPs on the Women and Equalities Select Committee, reveals that supporting men and women to share childcare and other forms of unpaid caring more equally would be one of the most effective policy levers in reducing the gender pay gap. Without this support, many women are trapped in low paid, part-time work below their skill level. This contributes to pay disparities and the under-utilisation of women’s skills that costs the UK economy up to 2 percent GDP, around £36 billion. It also found that not enough is being done to support women returning to work if they have had time out of the labour market. Meanwhile a report from the Equality and Human Rights Commission says that three in four working mothers experience maternity discrimination.

While politicians squabble, here’s what the Budget meant for the workplace ⁰

Strange as it may seem now, there was a Budget last week. We’d planned to produce a report on it once the dust had settled but given that whatever dust had originally been kicked up has now been swept away by a political storm, it’s only now we feel able to offer some perspective a few days out. As ever these days, the budget touched on a number of aspects of the workplace, sometimes hitting the mark and sometimes suggesting politicians don’t yet understand how people work. There was the usual stuff about rates and commercial property but also plenty to digest about the freelance economy, productivity, new technology, flexible working legislation and the current, often faltering attempts to develop wealth and infrastructure as well as the 21st Century creative and digital economy in places other than London. There’s plenty to digest here and plenty of people have already had their say, so a chance to grab a coffee and take all or some of it in.
