Certain staff a ‘major block’ to adoption of new technology in local government

Some individuals within local government are holding back tech to preserve the status quo – a new survey suggests. According to the research, these people feel threatened by new technology and believe it will be disruptive to their ways of working. While the survey by 8×8 of staff working in local government suggested a significant appetite for new technology, more than a fifth (22 percent) say certain individuals are holding back tech adoption to preserve the status quo. This view is more prevalent amongst those in IT procurement, where more than a third (35 percent) believe colleagues are standing in the way of technology because it will disrupt what they already have in place. Only 51 percent of respondents believe senior management understand the importance of new technology and just 21 percent think they invest enough money to stay up to date with the latest developments. This contrasts with the private sector, where over half (56 percent) believe there is sufficient investment in new technology.

Last year we reported on the fact that a large number of organisations still think they can solve all their tech and digital transformation issues merely by hiring one of the aliens we’ve come to call Millennials, based on little more than the idea they are ‘digital natives’. Since that time, a growing body of research and a little bit of thought has started to erode many of the stereotypes of this particular demographic. Turns out they’re just people like the rest of us and many of their ‘characteristics’ appear to be not that different to those of young people from other generations. The latest salvo fired at the stereotype comes from researchers Paul Kirschner and Pedro De Bruyckerec who claim the average Millennial is essentially a ‘yeti with a smartphone’ as they colourfully put it, just like everybody else. Millennials are not particularly good at multitasking either, according to the study.

According to a new study from the Institute of Leadership & Management, the majority of people already know that the best thing they can do to enjoy a proper break is disconnect from technology, although whether they act on this knowledge appears to be a different matter. The ILM reports that 56 percent of managers say taking a holiday in a remote location without wi-fi connection would leave them feeling relieved.  But it’s getting harder and harder for us to ‘switch off’ from work once we are away, with managers craving holidays in remote corners of the world where they can escape the ‘always on’ connectivity culture. Most managers don’t take proper breaks from work on holiday, with 37 percent admitting to checking their work emails every day of their holiday to avoid a backlog of work when they return to work.

Employers should prepare for emerging technologies that reshape society and work by 2030Emerging technologies such as artificial intelligence, robotics, virtual reality, augmented reality and cloud computing, will transform our lives and how we work over the next decade; and by 2030 every organisation will be a technology organisation. As such businesses need to start thinking today about how to future-proof their infrastructure and workforce, according to a report published by Dell Technologies. The research, led by the Institute for the Future (IFTF) alongside 20 technology, academic and business experts from across the globe also offers insight on how consumers and businesses can prepare for a society in flux. ‘The Next Era of Human-Machine Partnerships’ forecasts that emerging technologies, supported by massive advancements in software, big data and processing power, will reshape lives. The report predicts that an estimated 85 percent of jobs in 2030 haven’t been invented yet. The pace of change will be so rapid that people will learn “in-the-moment” using new technologies such as augmented reality and virtual reality. The ability to gain new knowledge will be more valuable than the knowledge itself.

Lacon House in the City fringeCompanies in the tech and media (TMT) sector have accounted for the greatest proportion of City take up so far this year new figures from Savills suggest. This is the largest amount of take up ever by this sector in the first five months of a year, representing a 20 percent share of the market, ahead of the professional services sector at 17 percent and insurance and financial services sector at 14 percent. TMF firms took 517,069 (48,036 sq m) of space out of a total of 2.25 million sq ft (208,699 sq m) to the end of May 2017. Key deals to complete in the City recently include visual effects company Industrial Light & Magic (owned by the Walt Disney Corporation) taking 47,010 sq ft (4,367 sq m) at Lacon House in the City fringe (Theobalds Road, WC1), joining other tech companies Argus and Exterion Media in the building.

Majority of employers fear a lack of skilled staff to meet increased need for talentThree quarters (75 percent) of businesses expect to increase the number of high-skilled roles over the coming years, but 61 percent fear that there will be a lack of sufficiently skilled people to fill them. This is according to the 2017 CBI/Pearson Education and Skills Survey which highlighted that 62 percent see strong competition for candidates with appropriate qualifications as the most widespread cause of skills shortage, followed by a lack of candidates with appropriate qualifications (55 percent). According to the report, while the Brexit debate generates plenty of heat, ‘it’s the white heat of technological change that will mean huge change to the jobs of 2030’. Add that to the obvious question about what skills we’ll need to ‘home grow’ in the absence of free labour movement, and the skills gap is brought into sharper relief argues the report.

The digital technology sector is forecast to grow twice as fast as the Scottish economy overall in the years to 2024, according to research published by Skills Development Scotland and the Digital Technologies Skills Group. This growth is ‘creating unprecedented demand for digital skills with employers across all sectors seeking to harness the benefits of technology to drive innovation and increase competitiveness’. The new publication, Scotland’s Digital Technologies, found that digital tech was the fastest growing sector of the economy accounting for five percent of Scotland’s total business base and employing two per cent of the national workforce.

Companies are increasingly using sophisticated technology offerings as a way to attract and retain talent, as faced with a competitive hiring environment, and rising occupancy costs they must create a user experience that makes employees more efficient and effective and the office the preferred place to work. This is according to CBRE Research’s latest Global Prime Office Occupancy Costs report (registration needed) which found – not uniquely – that technology is the biggest catalyst of change in the workplace today, as mobile devices, virtual networks, videoconferencing and cloud storage create a seamless transition from the physical workplace of the 20th century to the virtual workplace of the 21st century. This technology is also being used by occupiers to understand and manage their occupancy patterns in sophisticated ways and create an environment that maximises employee efficiency.

productivityThe employment rate throughout OECD areas is finally returning to pre-crisis levels, but people on low and middle incomes have seen their wages stagnate and share of middle-skilled jobs fall. This is according to the latest OECD Employment Outlook 2017 which finds that the employed share of the population aged 15 to 74 years rose for the third consecutive year, and is expected to reach 61.5 percent by the end of 2018, above its peak of 60.9 percent in the fourth quarter of 2007. Its projections for the UK’s economy for 2017-18 anticipate that growth will ease as rising inflation weighs on real incomes and consumption, but business investment will weaken amidst uncertainty about the United Kingdom’s future trading relations with its partners.

According to a new survey by job site CV-Library, over two thirds of workers (67.4 percent) don’t use social media whilst at work, and of those that do, the majority (45 percent) will only do so for up to 15 minutes. The study surveyed 1,200 workers on their opinions around technology in the workplace, and whether it is a distraction or an enabler to professionals. Interestingly, the survey claims that despite 56.1 percent admitting that they use smart phones while they’re at work, the majority (79.8 percent) do not use technology to do personal tasks during work hours. Many 0f the respondents cite the desire for a better work life balance as the main reason for their behaviour.

Manchester tops the ranking as the leading UK regional creative talent market, having the key ingredients required by this sector to progress and develop as a future destination for the creative industries (including publishing, film, TV, media, digital, computer programming and information services). This is according to ‘Creative Regions’, a first of its kind report, showcasing the Top 25 Regional Creative locations in the UK [outside of London] published by CBRE. Common characteristics of successful creative locations, suggest the report, include large concentrations of creative businesses and professionals, deep talent pools of highly educated graduate populations, large and growing millennial populations, good transport connections, quality of life and proximity to world class universities with strong research and computer science ratings. The report’s also found that Reading punches well above its weight as a creative talent destination, given the size of its office market; Scotland features particularly well with Edinburgh and Glasgow in the top five list, and 11 of the top 25 creative talent locations are in the East and South East.
