In an increasingly competitive international environment, providing workers with the right mix of skills can help ensure that globalisation translates into new jobs and productivity gains rather than negative economic and social outcomes, according to a new OECD report. The OECD Skills Outlook 2017 reveals big differences in the extent to which countries are equipping workers with the right knowledge and ability to benefit from the globalisation of production chains. The report finds a country with a skills mix that is well aligned with the requirements of technologically advanced industries can specialise in these industries on average 8 percent more than other countries, and up to 60 percent more than countries with a low alignment between the mix and these industries requirements. The already cack-handed Brexit negotiations and the ongoing saga of President Trump’s ‘wall’ have ensured that the issue of migration has stayed at the top of the political agenda so far this year. Yet, one potentially significant factor that has stayed out of the headlines so far is the potential for people to migrate digitally across nations and the globe. The World Economic Forum’s Global Future Council on Migration, in conjunction with Remote.co, has now published a report into the subject called Mobile Minds: An Alternative to Physical Migration in the Fourth Industrial Revolution. The white paper claims to outline the benefits of, and challenges associated with, cross-border remote hiring. Led by Rajeeb Dey, Tolu Olubunmi, and Sara Sutton Fell, the goal of Mobile Minds is to explore the global impact of remote work as it relates to both the mobility of the twenty-first century workforce and workplace.

New guidance on managing the transition to agile workingNew guidance to help facilities managers manage the transition to agile working within their organisation has just been published by the British Institute of Facilities Management (BIFM). The Agile Working Change Management Guidance Note is aimed at FMs working at a senior and/or operational level and covers the benefits of agile working and how to successfully plan and implement an integrated approach to deliver sustainable change in working behaviour. Agile working describes a range of work settings that allow people and organisations to make new choices about when, where and how they work. It is underpinned by mobile technology and applies to people working both in and away from the traditional office, such as at home, on the road or remotely in other locations. BIFM’s research and information manager Peter Brogan said: “As an Institute, we recognise the importance of the workplace agenda for FMs and this newly commissioned Guidance Note aims to address the current lack of knowledge around some of the emerging workplace practices.”

New research into workplace culture has found that employees with higher levels of autonomy in their work reported positive effects on their overall wellbeing and higher levels of job satisfaction. Researchers at the University of Birmingham Business School examined changes in reported well-being relative to levels of autonomy using two separate years of data for 20,000 employees from the Understanding Society survey. The research, published in the journal Work and Occupations, found that levels of autonomy differed considerably between occupations and by gender. Those working in management reported the highest levels of autonomy in their work, with 90 percent reporting ‘some’ or ‘a lot’ of autonomy in the workplace. The finding backs up research from Cass Business School, the German Institute for Economic Research, Abraham Maslow and elsewhere.

Governments need to act now to address issues such as productivity, automation and stagnating or falling wages, according to two new reports from the International Monetary Fund (IMF). In both its Spring global policy agenda and world economic outlook, the IMF claims that workers are subject to a perfect storm of factors that will destabilise their jobs and lives unless governments implement robust policies to help them work more flexibly, acquire new skills and work alongside the new generation of automated technologies instead of in competition with them. Addressing the issues in a speech last week, IMF managing director Christine Lagarde said that governments need to create a new economic and social architecture that allows everybody to take advantage of the opportunities offered by technology and the current growth in the world economy.

Advances in tech have boosted Data Scientist roles by 57 percent globally in one year, according to a Big Data Analytics and Business Intelligence Observatory run by Politecnico di Milano School of Management. Advances in big data analytics are encouraging increasing numbers of industries – including banking, media and big pharma – to maximise this tool by employing more data scientists. The research, which surveyed 280 international data scientists, revealed the 57 percent annual increase in positions allocated, as well as role availability in nearly a third of companies. The research suggests that international businesses will increasingly be looking to integrate Data Scientist roles into their hiring strategies.

It’s not just the nascent fourth industrial revolution that is challenging our traditional views of work, but also the growing realisation that we could be doing things so much better anyway. The author Douglas Coupland and the World Economic Forum are already holding conversations about the fundamental issues with work and how we go about it. At the heart of this is the very design of jobs and what it means for us and our wellbeing. Only 28 percent of people in the UK are highly satisfied with their jobs, and yet, estimates suggest that an adult in work would spend an average of 57 percent of their waking hours working. A new international study from the University of East Anglia  and the What Works Centre for Wellbeing based on a review of 4,000 pieces of research claims to show why organisations often fail to improve staff wellbeing. It suggests that employees should be encouraged to design their own jobs, and find ways to help managers better understand their concerns.

As the country gears up for another general election, the CIPD warns today that the UK lags well behind its competitors in Europe and much of the OECD in literacy and numeracy, learning and development, and digital skills. According to the new analysis, this is largely due to the fact that UK employers train less and invest less in skills than most other EU countries. In its report – From ‘inadequate’ to ‘outstanding’: making the UK’s skills system world class’ – the CIPD warns that the UK is sleepwalking into a low-value, low-skills economy which leaves the nation ill-prepared for its post-Brexit future, particularly if the UK is to face restrictions on accessing talent from outside of the UK. The HR body is urging the Government to make funding available to tackle the problem in the workplace. The analysis, which forms part of the CIPD’s formal response to the Government’s Industrial Strategy Green Paper, highlights multiple failings in the UK.

The OECD has published a new report which uses data from firms in eight countries (Belgium, Brazil, Canada, Costa Rica, Japan, New Zealand, Norway, United Kingdom) to assess the link between ‘business dynamics’ and productivity. The study, Business Dynamics and Productivity, claims that a dynamic business environment plays ‘an important role not only as a key driver of job creation but also as an engine of productivity growth. A growing body of research highlights significant differences in business dynamics across countries and over time, in particular over the different phases of the business cycle.’ Although the definition of ‘dynamic’ remains vague, the report suggests that firms who go beyond the average that is expected of them are not only better equipped to capitalise on the good times but also better at dealing with major economic shocks. The report looks in depth at the question of whether business growth and productivity are best served by organic growth through job creation or non-organic growth through mergers and acquisitions.

Following last week’s report from the ONS on the UK’s intransigent productivity  challenge, and the Bank of England’s Chief Economist Andy Haldane’s intervention on the issue, a new report from accountants and business advisers BDO claims that the UK’s productivity crisis is deepening, rather than improving. The latest report claims that while firms are continuing to hire more staff, business output is struggling to pick up. The amount of output produced for each hour worked is therefore likely to slow further, undermining the UK’s already low productivity levels. This is despite the steady increase in employment levels which have been relatively unaffected by the uncertainty surrounding Brexit.

Australia can justifiably claim to lead the world in thinking about office design and management right now, but it may be coming at a cost as rents surge for high rise office space in its major cities. The cost of renting office space in the skyscrapers of Sydney and Melbourne (pictured) is rising faster than in any other major global city, as a lack of space pushes up rates. The costs of space have yet to hit the heights of tall buildings in cities like Hong Kong, but Knight Frank’s Skyscraper Index claims that the cost of renting space in the upper floors of skyscrapers in Melbourne had risen by 11 per cent to £40.98 per square foot per year in the six months to the end of last year, while those in Sydney had risen 10.1 per cent to £78.39 per sq ft.

Research shows how the gender pay gap can be directly related to motherhoodA new piece of academic research provides more evidence that the underlying reason for the gender pay gap is the discrepancy between the way women with children are treated compared to men, and other women without children. According to new research from Université Paris-Saclay, mothers are paid 3 percent less for every child they have compared to their female colleagues who do not have children, while fathers suffer no such penalty at all. The figures were compiled from a 16-year study of data from organisations in the French private sector between 1995 and 2011 by Lionel Wilner, Director of Graduate Studies at engineering and statistics school ENSAE, a founding member of Université Paris-Saclay. He separated the effect of childbirth from other firm-specific wage determinants, and accounted for full-time and part-time work, to find that the difference between mothers and non-mothers is approximated a 3 percent lower hourly wage. The effect was found to be more pronounced after the birth of the first child. (more…)
