Women earn less than men because they make different choices, report confirms ⁰

In spite of its own attempts to link it to the gender pay gap a new report, Opportunities and outcomes in education and work: Gender effects, released yesterday by the UK Commission for Employment and Skills (UKCES), merely confirms that the key factors that determine how much people earn are the jobs they do and the hours they work. The report shows that male workers are paid on average 19 percent more than female workers. However, a report this year from the ONS confirmed that women now earn slightly more than men in like for like jobs up to the age of 35 and the UKCES report shows that it is career and personal choices that explain the gap in incomes across the whole economy. This confirms that the keys to closing the overall pay gap are for women to enter higher paying fields such as STEM and construction as well as employers offering flexible working arrangements and greater support for parents in their careers.

Women should sit on third of all FTSE boards by 2020, says Davies report ⁰

All FTSE 350 boards should have 33 percent female representation by 2020, a five year investigation of gender equality has concluded. The recommendations were made by Lord Davies in his final report on Women on Boards which began looking into the obstacles preventing many women from reaching senior positions back in February 2011. Earlier this year the UK’s FTSE 100 reached a milestone of 25 percent of board positions being filled by women – the target set by Lord Davies in 2011. Although there are more women on FTSE 350 boards than ever before, with representation of women more than doubling since 2011 – the latest report proposes a series of recommendations including the voluntary target of 33 percent representation of women on FSTE 350 boards, and the creation of an independent steering body to help create momentum to ensure a voluntary business-led approach is continued for a further five year period.

The process of transforming the UK’s public sector estate may have begun under the last Labour administration but it’s fair to say that change really began to kick in as a consequence of the austerity programme initiated by the current administration. Central Government departments and local authorities had already started exploring new ways of owning and occupying their property in the same way as their private sector contemporaries. Now they were incentivised to respond to an administration that was not only prepared to cut their budgets but was introducing frameworks and legislation that encouraged them to innovate and pioneer a new generation of agile workplaces. In our first Insight Briefing, produced in partnership with Connection, we look at how these forces for change have catalysed a new approach and challenged the idea that innovation in workplace design and management is primarily the preserve of the private sector.

UK productivity undermined by rule-heavy workplaces, claims report ⁰

Employers can unleash the productivity of their workers by allowing them more scope to use their initiative, create more stimulating work and reduce the burden of unnecessary rules and procedures, according to a new report which considers productivity from the employees’ perspective. The latest Employee Outlook Survey from the Chartered Institute of Personnel and Development (CIPD), surveyed over 2,000 UK employees, asking what enabled them to be most productive. The most common responses were interesting work (40 percent), being able to use their own initiative (39 percent) and being given tasks which complement their skills (25 percent). On the other hand, the most common hurdles to employee productivity were unnecessary rules and procedures (28 percent), not having the resources available to do their jobs (28 percent) and office politics (24 percent).

UK firms turn to flexible working and wellbeing to bridge productivity gap ⁰

It’s not just larger organisations and governments that are having to grapple with the UK’s persistent ‘productivity puzzle’ but also smaller businesses who are increasingly turning to flexible working and other people centric initiatives to address the problem. That is one of the main findings of a new report from trade association Group Risk Development (GRiD). According to their survey, nearly a quarter of employers (23 percent) believe productivity is an issue facing their business. According to the office for National Statistics (ONS) this is a common problem across the entire UK economy as output per hour is stubbornly around 20 percent below the average for all G7 economies. This is the widest gap ever recorded and, according to GRiD is driving employers to seek ways of addressing their own shortfall with flexible working and wellbeing initiatives as well as investment in new equipment and technology.

OECD report urges firms to use Big Data analytics for growth and wellbeing ⁰

A new OECD report claims that organisations could be doing far more to use the data they and their employees generate to deliver a wide range of social, economic, commercial and personal benefits. In Data-driven innovation for growth and wellbeing, it suggests that governments do more to encourage investment in Big Data and promote data sharing. The report urges countries to act to train more data scientists, reduce barriers to cross-border data flows and encourage investment in business processes to incorporate data analytics. It also claims that few companies outside the ICT sector are changing internal procedures to take advantage of data. This is particularly the case for small and medium-sized companies who face barriers to the adoption of data-related technologies such as The Cloud, partly because they have difficulty implementing organisational change due to limited resources.

Multi office occupiers in the City of London could face millions more in taxes ⁰

Multi office occupiers in the City of London could face an additional tax bill of an estimated £720million thanks to the recent Woolway v Mazars Supreme Court decision, which could allow the Valuation Office Agency (VOA) to assess business rates on a floor by floor rather than the entire area a company occupies, Cluttons has warned. Currently the VOA applies an allowance, or discount in layman’s terms, on substantial accommodation occupied over several floors in a building, subject to the size and specification of areas occupied. Within the Square Mile allowances starts from 70,000 sq ft for Grade A office space, 50,000 sq ft for Grade B and 21,000 sq ft for basic or poor accommodation. However, the Supreme Court’s decision, which contradicts previous case law and the VOA’s current policy, could mean businesses may lose any size allowance on their existing rating assessments.

Small businesses vital for cities, but London SMEs struggle with property costs ⁰

Two new surveys demonstrate that while small firms in creative sectors are essential for the economic success of the UK’s cities, many small businesses are struggling to find appropriate and well-priced office space in London and are now calling on the incoming new Mayor of London to address the issue as a matter of urgency. While a report from the Centre for Cities shows how small businesses in the creative, professional and digital sectors drive job growth, productivity and average wages in ten key UK cities, the study by the Federation of Small Businesses claims that the cost of commercial property remains one of the most pressing concerns for many SMEs based in London. The FSB study also found that the cost of living in London was also a concern for small employers in the capital, with many claiming it makes it incredibly hard to attract and retain employees.

Workspace shortage as office to residential rights made permanent ⁰

The British Council for Offices (BCO) has warned that the UK needs to avoid a free-for-all following the government’s announcement it is to make permanent the relaxation of planning rules on the conversion of office to residential properties. According to recent BCO research, changes to the Permitted Development Right for office to residential conversion led to over 6 million sq ft of office space in England being converted to residential use in 2014. Some of the most concentrated commercial property markets have been significantly affected by this. In London, office to residential conversions are now occurring at a faster pace than ever before with 2.7 million sq feet of office space lost to residential conversions since May 2013. London Assembly Member Nicky Gavron questioned the decision to extend the scheme saying that it will reduce the availability of affordable workspace required by start-ups and small businesses in the capital.

How workplace design is more closely reflecting how we actually work ⁰

In years gone by, a ‘one size fits all’ approach to office design might have been the norm, but as the decades have progressed, so too have the options available to businesses designing ‘homes from home’ for their office-based workforces. As new interpretations of the office environment proliferated, so the open plan model came to into being and eventually evolved into the default office design model. This initially brought greater variety than ever before but, ultimately, a one size fits all mentality in workplace design ultimately prevailed – every worker was expected to work in certain ways, utilising the equipment and furniture supplied and designed for them. From inception through to occupancy, the average new office involves a six-year period of design and construction involving varying teams of people discussing the best and most attractive solution for the actual end user.
