UK’s superfast broadband arriving very slowly, claims government report

snail's paceA new report from the National Audit office claims that the much vaunted roll out of superfast broadband to 90 percent of UK households is now two years behind schedule. The programme, seen as vital for the uptake of flexible working in rural areas, is now scheduled for completion in March 2017, around 22 months later than planned.  The reasons identified by the NAO for the delays include six months awaiting EU approval along with a range of issues with the procurement of services including those related to the three key principles established to ensure the cost-effectiveness of the programme: the competitive framework; cost transparency; and the terms of supplier contracts. The NAO report claims that of these only the final principle is still functioning. BT is now the only bidder to provide services as others withdrew and it has failed to be sufficiently transparent about its costs.

The debate which ensued following the Yahoo ban on home working earlier this year was as much as about the level of trust felt towards home workers as it was about the importance of collaboration within the workplace. The fact is that for the majority of home workers, day to day life is easier. No commuting, work where you please, no irritating colleagues and the freedom to nip out to the dentist, doctors or parents meeting without having to book a half day off. As a result, while home workers enjoy the best mental health and wellbeing of four groups in a survey of contact centre workers, office workers, home workers and mobile professional workers, their distance from the office-based working population breeds suspicion between them and everybody else. Government public sector construction reforms net £447 million in savings

Reforms to strip out inefficiencies in public sector construction – including the use of building information modelling (BIM) and the creation of a sustainable supply chain have generated £447 million in savings and will deliver up to 20 per cent savings in project costs by 2015, Cabinet Office Minister Chloe Smith has announced. By making links across departments the Government has also been able to act as a single customer to the construction industry and provide clear benchmarks for budgets by setting out the average price it expects to pay for projects. The Government has now published a new set of benchmarks that are designed to drive down project costs even further and encourage the industry to offer more competitive and innovative solutions. Lifecycle management most important aspect of BIM say FMs

The relationship between Building Information Modelling (BIM) and lifecycle management is the most important factor for facilities managers, who, along with owners and occupiers believe BIM will becoming increasingly important in day-to-day working practices within the next two to three years. The findings are from a poll of individual members of the BIM4FM group which represents institutes, trade associations and professional bodies within the built environment. “The results clearly show that there is recognition that BIM offers the opportunity to improve the lifecycle management of buildings. Interestingly there is both a desire, and an expectation for BIM to be able to support better working practices and improve operation and maintenance of buildings in practice:” said Geoff Prudence Chairman of the BIM4FM group (more…)

The world’s enduring love hate relationship with its tall buildings

One day, news will emerge from Dubai of a new development that doesn’t break some record or other, or at least one that isn’t solely about the size of a building. The latest example of the Emirati obsession with scale is the plan by developers DMCC, the people who brought you the Jumeirah Lake Towers, to create the world’s largest commercial office building as part of a 107,000 sq m development of their business park. Although still in the development stage, the developers have their eyes on usurping the current holder of the tallest office crown, Taipei 101, the 509m-high building which was the world’s tallest tower of any sort until the Burj Khalifa came along in 2010. In their press announcement the developers claim the new tower will act as a magnet for multinationals, although not everybody is quite so enamoured of the idea that tall is best. (more…)

Hours or pay not crucial to work-life balance

The key to a better work-life balance is not simply to work shorter hours or earn more money and working shorter hours does not necessarily make people happier. According to a new survey by recruiter Randstad those in the South East and Yorkshire & The Humber are most happy with their work-life balance, with 64 per cent saying they are content, despite those in the South East having one of the longest average working weeks in the UK. The survey also found that those working in property and construction (88%) were amongst the happiest with their work-life balance, coming third after the utilities and insurance sectors. Those least happy with their work-life balance were the East of England (51 per cent) and South West (55 per cent) – yet those in the South West have a shorter average working week than most of the UK. The London office market continues to thrive according to two new reports from property consultancies CBRE and BNP Paribas Real Estate. According to the CBRE survey, take-up of Central London office space in the second quarter of 2013 increased by 32 percent compared with the previous quarter while, according to BNP Paribas, the take up of central London offices in the first half of 2013 rose by nearly a quarter 24 percent to 6.02m sq ft compared with the same period in 2012, while activity rose by around a third (31 percent) to 3.08m sq ft in the second quarter of the year compared with the second quarter of 2012. CBRE report that there were three deals for offices over 100,000 sq ft in the period covered and eight deals over 50,000 sq ft, the highest number since Q4 2010.

New Construction strategy focuses on sustainability and efficiency

An industrial strategy for construction‘Construction 2025’ is being launched by the Coalition Government today which aims to tap into the considerable growth opportunities predicted for the global construction market. The strategy has been developed in partnership with the new Construction Leadership Council, jointly chaired by Business Secretary Vince Cable and Sir David Higgins, Chief Executive of Network Rail, formed to help oversee the delivery of the action plan and its strategic priorities. The strategy’s vision to 2025 includes ambitions for a 50 per cent reduction in greenhouse gas emissions in the built environment, and an equal reduction in the trade gap between total exports and total imports for construction products and materials. Is ageism one of the last bastions of accepted prejudice in the UK? Take the Daily Mail’s “night of the living dead” coverage of the Stones’ Glastonbury performance – deemed acceptable where jokes regarding gender, race or disability are not. A new survey illustrates this attitude. Nearly half of younger workers in a recent poll think older colleagues are in danger of stifling their career prospects by retiring later, that their prolonged presence could damage productivity and that they have very little to teach the younger generation. Yet over half (55 per cent) of Generation Y workers questioned in the poll say the ethical credentials of a company would influence their choice of employer. Since the scrapping of the Default Retirement Age (DRA) the number of over-65s in the labour force has exceeded one million, and the survey, carried out for KPMG by OnePoll warns that tensions could rise as the need for employees to stay in the labour force for longer growing due to social and financial pressures. What were your thoughts on the recent announcement of the British Institute of Facilities Management (BIFM), Asset Skills, the Facilities Management Association and the Cleaning and Support Services Association agreeing to the concept of forming one single and united body to represent facilities management and support services? I suppose the devil is in the detail and clarification of “agreeing to the concept” is required. Is this going to be a quick process, something that drags on for a lengthy period and what consultation will there be? And that is the crux for me – consultation is where this could all break down. But let’s take a step back and ask how many people work in the sector and how many facilities managers do the organisations involved represent?

Ergonomics of dishonesty. How desk size influences behaviour

The influence the design and layout of the workplace can have on productivity is widely acknowledged. Now, according to a new scientific study expansive physical settings like having a big desk to stretch out at work can cause individuals to feel more powerful, and in turn these feelings of power can elicit more dishonest behaviour such as stealing, cheating, and traffic violations. This might sound far-fetched but The Ergonomics of Dishonesty was written by a group of researchers at leading business schools, including Harvard, Columbia and Berkeley and is soon to be published in a forthcoming issue of the journal Psychological Science. Co-author Andy Yap, explained: “Our research shows that office managers should pay attention to the ergonomics of their workspaces. The results suggest that these physical spaces have tangible and real-world impact on our behaviours.” (more…)
