Building Futures Group new name for FM bodies' mergerThe name of the new organisation resulting from the merger of Asset Skills, the CSSA and the FMA is the Building Futures Group. Talks regarding the merger of the groups began last May, and despite the BIFM pulling out of the discussions in August the rest of the groups have gone ahead to form the new representative organisation for the Housing, Property, Planning, Cleaning, Parking and Facilities Management sectors. The new group has also announced Sarah Bentley of Asset Skills as its Chief Executive. She said: “The rationale for the merger was that the industry lacked a consolidated, unified voice. The Building Futures Group will coordinate the sector’s voice and provide a platform that has been so sadly missing.  We are fully committed to raising the profile of the industry and transforming the sector”. Businesses remain sceptical when it comes to public sector procurement

WhitehallThe jaded view that most UK businesses have of public sector procurement practices and winning Government work is evident in two new surveys, from the Confederation of British Industry (CBI) and the Royal Academy of Engineering (RAE). The CBI survey of 100 of its members found that 60 per cent have not seen an improvement in commercial skills applied in public procurement and one in five think they have actually deteriorated over the last year. Two thirds (67 percent) claimed that performance in standardising procurement processes is poor and a similar number said lowest cost was still driving most contracting decisions. The RAE meanwhile is calling for Government to integrate procurement processes into projects at an earlier stage and make it easier for smaller firms to win parts of major contracts.

Corruption in procurement perceived as widespread across EU

Brown envelope cashAccording to the EU’s newly published Anti Corruption Report, around 15 percent UK firms believe that corruption has prevented them from winning a public contract at at least one point during the past three years. Although this rate compares favourably with an EU average of 32 percent, the report concludes that the total cost to the European economy of corruption is some €120 billion. The most commonly cited practices cited by the firms responding to the survey included specifications and procurement processes tailored for certain firms, conflicts of interest in bid evaluation and collusion between suppliers. Although under a fifth of UK businesses claim to have been directly affected, nearly half (46 percent) feel corruption is widespread compared to an EU average of 75 percent.

DEFRA confirms Montagu Evans is to manage its UK-wide estate

DEFRAIn one of the largest public sector portfolios to be re-tendered in recent years, the Department for Environment, Food and Rural Affairs has appointed Montagu Evans to manage its UK-wide commercial estate. Montagu Evans takes over the three-year contract to manage the estates from DTZ, which has been advising Defra in its role as estates asset manager for the past four-and-a-half years. Montagu Evans will take over the management of the estates, which consists of over 180 properties, from 1 March 2014. Montagu Evans managing partner Steve Thomas said: “We are delighted to have secured such an important appointment. We have been highly impressed with the Defra team and believe there is an excellent fit with Montagu Evans’ tradition of delivering high-quality services.”

Firms and individuals can now offer to buy swathes of Government property

RationalisationThe UK Government’s ongoing attempt to divest itself of large parts of the public sector estate or at least find other ways of using them took a new turn yesterday with the announcement that members of the public and businesses can now challenge central Government to release land for alternative uses. Originally announced in last year’s Spending Review and since developed by the Cabinet Office,  it will now be possible to bid to buy up a part of Whitehall’s vast and sometimes underutilised £330bn land and property portfolio under the Treasury-backed Right to Contest scheme – if it can be demonstrated that there is a potentially better use for it. The programme is an extension of the Right to Challenge programme that already operates in local government giving communities, organisations and individuals the power to contest the use of vacant or surplus property owned by local authorities.

Team announced to review restoration needs of UNESCO World heritage site

Palace of WestminsterThe House of Commons and House of Lords have announced the team which is to carry out an appraisal of the work that needs to be done to restore and repair one of Britain’s most iconic sites. The study will explore a number of ways in which Parliament can remain operational while implementing long overdue essential works to protect the Palace of Westminster, an important Grade I listed building and UNESCO World Heritage site. Deloitte Real Estate, AECOM and HOK have been chosen to undertake an Independent Options Appraisal as part of the Palace of Westminster Restoration and Renewal Programme. The appraisal was commissioned following the publication of a study in 2012 which showed that, unless significant restoration work is undertaken, major, irreversible damage may be done to the Palace. Architects’ workloads remain in positive territory across the country reports RIBA

RIBA future trends Nov 2013The design and construction sector continues to pick up, particularly in Scotland, Southern England and London says the Royal Institute of British Architects (RIBA). Although the Future Trends Workload Index fell back slightly in November, standing at +31 compared with +35 in October 2013, it remained firmly in positive territory. RIBA’s monthly survey illustrates the profession’s confidence and workload, and is a useful indicator of the health of the wider UK construction industry.Welcoming the growing confidence across the United Kingdom, RIBA Director of Practice Adrian Dobson said: “In terms of geographical analysis the highest balance figures were in Scotland (+50), the South of England (+41) and London (+40), but all UK nations and regions remain positive about future workloads, again reflecting a widespread increase in confidence levels.” More →

Employers need to 'up their game' as 1 in 4 employees look for a new job

Job seeking intentions are at their highest since spring 2011, as fewer organisations implement recruitment freezes. According to the CIPD/Halogen Employee Outlook survey, 24 per cent of employees in the private and voluntary sectors, and 23 per cent in the public sector, are looking for a new job. The greatest motivator to move jobs is disengagement (71% compared with 9% who are engaged), followed by job dissatisfaction (62%, compared with 10%), and those facing pressure every day (45% compared with 19% who never feel under excessive pressure). More than 3 in 5 (61%) said that an opportunity to progress within their role is important to them, but a shocking one in four employees (27%) said that they had never had a performance review at work. Workplace Week announces details of visits to London Government buildings

For the first time, Workplace Week includes visits to two Government offices, the Department for Education at Sanctuary Buildings in Great Smith Street (pictured) and the Department for International Development on Whitehall. The DfE is just a stone’s throw from the Houses of Parliament and boasts outstanding views of several major landmarks. The building is home to some 2,000 staff who work in a flexible environment with 7 desks for 10 people. The Department for International Development moved to its new London HQ, the oldest purpose-built office in London, at the beginning of the year. The DfID has created a modern, flexible environment which encourages collaborative working, whilst being sympathetic to the historic nature of the building.

Leeds Council begins major office refurbishment and signs long term HQ lease

Leeds City Council has signed a new 25 year lease on its headquarters building Merrion House as part of a programme aimed at consolidating its property portfolio and housing the majority of its staff under one roof. The council claims the long term deal will save it £15 million over the course of the lease following work on a complete office refurbishment and a consolidation of its estate in the city centre. The refurb includes the addition of a new 50,000 sq ft six-storey extension  bringing the total space to around 170,000 sq ft. The revamped HQ will be home to around 1,900 staff including 700 who will move from 13 other buildings around the city. The new agreements is thought to be the largest office pre-let in Leeds for more than 20 years.

London, Dublin, Barcelona, Boston and Bristol have something in common – they’re smart cities that use intelligent technology to monitor their urban infrastructure. The data is used in a variety of ways; to save money, minimise waste, measure water usage and manage transport routes. Solutions range from utilising IBM’s ‘Big Data’ to analyse traffic congestion on Dublin’s public transport network, to monitoring greenhouse gas emissions from Boston’s buildings. The smart cities industry has been valued at more than $400 billion globally by 2020, with the UK expected to gain a 10 per cent share ($40 billion). Now the government has announced it is to set up a new Smart Cities Forum, chaired by Universities and Science Minister David Willetts and Cities Minister Greg Clark, with representatives from cities, business, and scientists.
