Businesses remain sceptical when it comes to public sector procurement

WhitehallThe jaded view that most UK businesses have of public sector procurement practices and winning Government work is evident in two new surveys, from the Confederation of British Industry (CBI) and the Royal Academy of Engineering (RAE). The CBI survey of 100 of its members found that 60 per cent have not seen an improvement in commercial skills applied in public procurement and one in five think they have actually deteriorated over the last year. Two thirds (67 percent) claimed that performance in standardising procurement processes is poor and a similar number said lowest cost was still driving most contracting decisions. The RAE meanwhile is calling for Government to integrate procurement processes into projects at an earlier stage and make it easier for smaller firms to win parts of major contracts.

Arup announces first Manchester office relocation in over 40 years

Arup new spaceArup has announced it is to take 20,000 sq ft of Grade A office space at the Carlyle Group’s Three Piccadilly Place in Manchester. The TSK Group has been appointed to design and deliver the engineering and property consultancy’s first new Manchester office relocation in over 40 years. Three Piccadilly Place comprises 190,000 sq ft of flexible workspace over 11 floors, with 9,300 sq ft of retail space on the ground floor. Keith Rudd, Arup Director and leader of Arup’s Manchester office explained: “The relocation has been a major decision, driven by the growth and breadth of services we now offer across a range of sectors. As an employee owned firm, it’s important we have the right environment to attract and retain the best people, to enable us to continue to deliver great work for our clients.” More →

Strongest growth recorded in commercial construction activity for over six years

The construction industry has had its best month for almost six-and-a-half years; including the largest increase in commercial activity since August 2007. Although the upturn was led by house building, which increased for the twelfth successive month; surging growth was also recorded for commercial construction and civil engineering, due to increased spending by business on infrastructure, office space, industrial units and retail outlets. The Markit/CIPS Construction PMI™ rose from 62.1 in December to 64.6, its highest since August 2007 – one of the strongest growth rates seen since survey data were first collected in 1997. The index shows that while house building has been rising for a full year, commercial building and civil engineering only started recovering in earnest last summer. Economic recovery may be constrained by lack of skills and office space

Supply and demandThere are signs that the nascent recovery in the UK economy is already starting to put pressure on the availability of skilled employees and appropriate commercial property for the most rapidly growing sectors. While the Government has announced that the UK’s economy has been growing at its fastest rate since 2007, a new survey published by the UK Commission for Employment and Skills (UKCES ) has claimed that nearly a quarter of vacancies in the UK have gone unfilled because of a shortage of much-needed skills. At the same time, claims a new report from DTZ, demand for commercial property is strengthening with take-up growing across the country while the availability of Grade A office space is declining rapidly.

Commercial property needs to 'up its game' on urban retrofit

Some 70 per cent of commercial properties will still be standing in 2050, which is why retrofitting, or re-engineering, a city’s built environment and infrastructure is so essential. However, research led by Professor Tim Dixon of the University or Reading’s School of Construction Management and Engineering  has found that despite examples of ‘light touch’ retrofit (such as LED lighting, improved building services and building management systems), the rate of retrofit in the sector is low; being hampered by complexity, fragmentation and conservatism. And crucially, the commercial property sector does not take a city scale view of retrofit projects and so is ‘city-blind’ to retrofit opportunities, which is also slowing progress. More →

Money isn’t the main motivating factor for individuals either, which is why Handy’s thoughts on the emergence of the portfolio worker should inspire anyone who dreams of quitting their corporate job to do something more interesting instead. Those who don’t have that option would have been cheered to hear the prevailing message at Worktech was that employers are waking up to the fact that the quality of the place and the pace of work (i.e. flexible working) is of equal importance to remuneration in attracting and retaining staff. UK leads the world in talent, but it needs the right culture in which to thrive

London at nightWe should never take the UK’s talent base for granted. According to a new report from Deloitte, when it comes to employment levels of people in knowledge based jobs in high skill sectors such as digital media, banking, legal services, software development, telecoms and publishing, London is comfortably the world’s leading city. The study found that London employed 1.5 million people in the 22 sectors surveyed, compared with 1.2 million in New York, 784,000 in Los Angeles, 630,000 in Hong Kong and 425,000 in Boston. The report also predicts that London will enjoy rapid growth in employment levels in these sectors over the next seven years, adding around 100,000 more people and that while a decline in employment is foreseen in financial services, this will be more than offset by strong growth in creative and media businesses.

What the endless debate about HS2 can teach us about how we work

One of the most fascinating aspects of the debate about whether the UK should spend £50 billion (or whatever you think it might be) on the new HS2 rail network, is the way in which it has formed a touchstone for a discussion about how we work. But people on both sides of this debate can have things either spectacularly or misguidedly wrong. On one side, the people behind the scheme, including the Government, used the jaw-dropping assumption that nobody worked on trains as the foundation of a business case. That was the familiar sight of large organisations working their relentless way towards a number they wanted, regardless of inconvenient facts. This idea has now been so widely discredited and mocked that it has been dropped completely from the latest business case, tellingly the sixth in just three years. And yet on the other side, we have people arguing that we should travel less and use videoconferencing as an alternative to face to face meetings, which can be almost as problematic.

Refurbished office named ‘best of the best workplace’ in BCO awards

W. L. Gore’s Edinburgh headquarters was recognised for its transformation from a building which was no longer fit for purpose to a modern, green and inspirational workplace. National winners in the BCO 2013 awards include the Crystal in London for innovation; Birmingham City Council offices for fit out of workplace; Cannon Place in London for refurbished workplace; and Astellas in Chertsey and Nestle Product Technology Centre in York for projects up to 2,000m²

In the same week that Apple launches the iPhone 5S, over half (56%) of CIOs have said they allow employees to use their own smartphones in the workplace, and over three quarters (76%) of staff are allowed to use their own mobile data devices. While the research from Robert Half Technology found the biggest BYOD challenge is security, cited by over half (53%) of respondents, the Verizon 2013 Data Breach Investigations Report into global data breaches provides some reassurance that 86 per cent of cyber-attacks do not knowingly involve insiders. However lax internal practices, like copying data onto a USB drive or leaving a device in a cab does lead to security breaches, accounting for 41 per cent of cases of misuse. More →

So-called “low energy buildings” are increasingly being found to use more energy than their designers thought they would, with the performance of low energy designs often little better, and sometimes worse, than that of an older building they have replaced, or supplemented. This difference between expected and realised energy performance has come to be known as the “performance gap”.  To help address this problem, the Chartered Institution of Building Services Engineers (CIBSE) has just issued new guidance on how to address operational energy use at the design stage. ‘TM54: Evaluating operational energy performance of buildings at the design stage’ is now available from the online CIBSE Knowledge Portal.
