The rise of robots and automation in the workplace will lead to drastic changes to laws across the world, a new report suggests. The present wave of automation, driven by artificial intelligence (AI) – the development of computer systems able to perform tasks normally requiring human intelligence – is creating a gap between current legislation and new laws necessary for an emerging workplace reality, states a report published by the International Bar Association Global Employment Institute (IBA GEI). Artificial Intelligence and Robotics and Their Impact on the Workplace focuses on potential future trends in AI, and the likely impact intelligent systems will have on the labour market, companies, employees’ working time, remuneration and the workplace environment.

Exploitative employment contracts continue to receive widespread media attention – from shaming the businesses who use them, to prompting questions regarding workers’ rights in Parliament. In light of the Prime Minister officially signing Article 50, to trigger the formal start of the Brexit negotiation period, now is a good time to consider how this will affect the UK’s tarnished relationship with zero-hours contracts? Zero-hours contracts, and their equivalents, are demeaning policies, often backed-up by capricious management practices. They are non-negotiable, offering draconian flexibility in numerical, temporal and spatial terms and conditions.  But would continuing with EU membership have made a difference? The evidence reveals otherwise.

As the UK triggers Article 50 to leave the EU, France goes through what could be a game changing Presidential election and the United States continues to struggle with an increasingly divisive administration it’s perhaps not surprising that global uncertainty appears to be pushing up levels of employee scepticism. Globally, employee engagement declined for the first time since 2012, according to a report from Aon Hewitt. According to an analysis of more than five million employees at more than 1,000 organisations around the world, levels dropped from 65 percent in 2015 to 63 percent in 2016. Less than one quarter (24 percent) of employees are highly engaged and 39 percent are moderately engaged. “The rise in populist movements like those in the U.S., the U.K. and other regions is creating angst within organisations as they anticipate the potential for a decrease in free labour flow,” explained Ken Oehler, Global Culture & Engagement Practice leader at Aon Hewitt.

The latest report to examine the disruptive potential of robots in the workplace has been published by PwC as part of the firm’s regular Economic Outlook series. The study claims that up to 30 percent of existing UK jobs will be susceptible to automation by robots and Artificial Intelligence by the early 2030s, although in many cases the nature of jobs will change rather than disappear and the change will increase productivity and wealth. This is lower than the US at 38 percent and Germany at 35 percent, but higher than Japan at 21 percent. The report looks in detail at the composition of jobs in different industry sectors and occupations, using machine learning techniques to model the potential impact of AI in the future based on OECD data. The likelihood of automation appears highest in sectors such as transport, manufacturing, and wholesale and retail, and lower in education, health and social work.

Review advises employers should devise elder care policies as pension age increases

A review of the state pension age (SPA) led by former Confederation of British Industry (CBI) director general John Cridland has recommended that the State Pension age shouldn’t rise to 68 until between 2037 and 2039 and should not increase more than 1 year in any 10 year period. The report has also advised that all employers should have elder care policies in place which set out a basic care offer and that people should be able to access a mid-life career MOT and review which should be facilitated by employers and by the government using online support and through the National Careers Service. Commenting on the report, which will be considered before any decision is made on changes to the State Pension age timetable after 2028, the Centre for Ageing Better has welcomed its recommendations on wider actions to mitigate the impact of bringing the timetable forward for increases to the State Pension Age.

Gig economy workers want basic employment rightsGig economy workers are as likely to be satisfied with their work as workers in traditional employment, according to a major new survey published today by the CIPD which provides the first robust estimate of the size of the gig economy. Currently, 4 percent of UK working adults aged between 18 and 70 are working in the ‘gig economy’, which means approximately 1.3 million people are engaged in ‘gig work’ according to ‘To gig or not to gig: Stories from the modern. The report, which is based on a survey of 400 gig economy workers and more than 2,000 other workers, as well as 15 in-depth interviews with gig economy workers found that nearly two-thirds (63 percent) believe the Government should regulate to guarantee them basic employment rights and benefits such as holiday pay. But the research also found that, contrary to much of the rhetoric, just 14 percent of respondents said they did gig work because they could not find alternative employment.

The number of days taken as sick leave in the UK has fallen to the lowest rate since records began, according to the latest release of data from the Office for National Statistics. In 2016, about 137 million working days were lost to illness, equivalent to 4.3 days per worker. The latest figures represent the lowest number of days lost  since reporting began in 1993. Days lost have been falling since 2003 and particularly since the economic downturn of 2007-8, notes the ONS. This might suggest people are struggling in to work when ill out of fear, but that may be only part of the story as the growth in flexible working will also have had a significant impact. As always, the data throws up some interesting comparisons between demographic groups and sectors although the context is not always as clear or as straightforward as is commonly supposed.

BudgetAs has been the case with recent UK Government Budget announcements, Chancellor Philip Hammond’s first Budget addressed a number of issues related to the workplace, technology and infrastructure. It was the first Budget delivered in the post Brexit era and this clearly informed many of the announcements made. While most of the headlines over the past 24 hours have related to the changes to the tax status of the self-employed as a way of raising around £2 billion, the announcements also covered a broad range of topics related to the workplace, HR, technology and property sectors and have drawn an immediate response from key figures in the sector. These include nearly half a billion pounds relief on the vexed question of business rates reforms, a new focus on technical qualifications and a greater investment in 5G and other forms of digital infrastructure. We’ll be having our own say about the implications of the Budget in the near future, but in the meantime, here’s a rundown of the key announcements and the reaction of industry experts.

Global migration plays an important role in London’s ongoing success, says reportDemand for construction workers in London looks set to grow due to the completion of Crossrail and the extension of the Northern Line alongside other infrastructure projects. But a new analysis reveals the Capital is struggling to attract and train the workforce needed; with London and the South East having a shortfall of 60,000 people in the construction industry. This is according to a first of its kind analysis of the role of migration on London’s economy by London First and PwC. ‘Facing Facts: the impact of migrants on London, its workforce and economy’ argues that London’s growing workforce is significantly contributing to economic growth and helping to create more jobs in the capital. The report, which draws on a comprehensive range of information, including detailed ONS Labour Force Survey data shows how London’s total workforce has grown from 4.3 million people in 2005 to just under 5.2 million, made up of people from around the UK, the EU and the rest of the world.

Digitisation of workplace boasts earning powers in creative and design sector

The rise of the gig economy and social media platforms have pushed creative and design jobs up the salary ranks, according to the latest UK Job Market Report from Adzuna.co.uk. In January, average salaries in this sector saw an annual increase of 2.2 percent to £31,828, with its popularity being driven by factors such as the new digital age coupled with the expertise of graduates who step into the jobs market with a fresh outlook on social media channels such as Snapchat and Instagram, which are highly valuable to employees. Across the job market, the employment rate stands at 74.6 percent, the highest since comparable records began in 1971 according to the ONS. This has been helped by a record proportion of women in work, with so-called ‘returnships’ – a type of later-life work experience helping older people, predominantly women back into the workplace – boosting the figures. Immigration may have tailed off in the wake of Brexit, but this also previously helped stimulate the jobs market.

MPs criticise the Government's response to gender pay gap recommendations

If the Government will fail to achieve its goal of eliminating the gender pay gap in a generation if it continues to ignore the evidence which it is being given, a cross-party committee of MPs has said. The Women and Equalities Committee is disappointed with the Government’s response to a series of recommendations it put forward last March, which it says shows that the Government is not effectively tackling the structural causes of the gender pay gap. While the Government’s recognises the business case for reducing the gender pay gap and acknowledges structural factors contributing to the pay gap, including women doing jobs for which they are overqualified, concentration in part-time work, and being penalised for taking time out of work to raise children; it rejects most of the Committee’s seventeen evidence-based recommendations for addressing these issues. Instead it highlights gender pay gap reporting, as “key to accelerating progress,” and maintains that current policies on Shared Parental Leave, flexible working, and supporting women back into work are adequate.
