Furlough scheme should be extended ahead of the Budget, says CIPD

furloughWith six weeks still to go until the Chancellor’s Budget, the CIPD is urging the Government to act early to extend the furlough scheme to protect jobs, support incomes and enhance skills development. Its calls are outlined in a report called The Future of Furlough – Recommendations for now and for any future wage subsidy. In order to support smaller firms who don’t pay an apprenticeship levy, the CIPD is also recommending the creation of a furlough scheme training fund of up to £100 million, which would be funded from levy-paying firms’ expired levy funds that would otherwise go to HM Treasury. The CIPD estimates that this could pay for training or outplacement skills development support for nearly 160,000 workers in small firms. More →

A newly commissioned survey of 1,000 people conducted by Censuswide on behalf of KnowBe4, claims that almost a third of respondents (28 percent) feel less loyal to their employer post-furlough. Of these individuals, 70 percent conceded to either not feeling supported by their employer, receiving little to no information or guidance prior to returning to work and/or did not receive regular communications from them. In fact, the actions employers take, or lack thereof, to ease the transition from furlough appears to play a significant role in employee sentiments upon their return to work.  More →

New data looking into the attitudes of  6,273 employees, commissioned by Perkbox, claims the considerable impacts of the furlough scheme and the prospect of returning to work to wellbeing. The research claims that 61 percent of furloughed workers have concerns over their future job security, and a further 42 percent have concerns about the future of their company due to their employer’s participation in the scheme. A new report claims that the majority of people who are currently on furlough are concerned about being made redundant when the scheme ends. Two thirds (67 percent) feel there’s been a lack of communication from their employer. The platform surveyed professionals currently on the government job retention scheme to find out if they are worried about job security, along with how being furloughed has impacted them. According to the survey by Crossland Employment Solicitors, 34 percent of employees have been asked by their boss to work while being furloughed by their company – an act of fraud under the current rules of the CJRS. However, only a small minority of firms have moved towards the four-day week to date by reducing hours without reducing pay for their employees, or plan to do this over the next three years. One in ten (10 percent) organisations report they have reduced working hours without reducing pay for the whole or a significant part of their workforce over the last five years, although of these, under half of employers (42 percent) did so as a result of the furlough scheme. The UK’s smaller towns and cities are expected to show stronger economic growth than those that are larger and more metropolitan and there is an increased focus from the public on wellbeing, the environment and income distribution, according to PwC’s annual Good Growth for Cities report. Areas such as Bournemouth, Exeter and Plymouth, are expected to see the strongest gross value added (GVA) growth rates for 2021 and 2022, with cities in the North and Midlands continuing to lag behind despite the Government’s ‘levelling up’ agenda.
