Britain’s new gender pay gap legislation is addressing the wrong issue and so will fail to do what it sets out to do, according to a new report from executive search firm Korn Ferry Hay Group. The firm claims that its analysis of over 570,000 people on its UK database shows that the gender pay gap is “virtually non-existent” when men and women do the same job at the same level in the UK, but that the differences become pronounced in senior and executive arenas. The study backs up data from the Office for National Statistics which recently began publishing details of pay differentials by age and sex and the results are eye opening.  The most startling finding was that women in their 20s and early 30s earn slightly more than men of the same age and in the same job. However, as people get older, the pay gap goes into reverse, with men marginally out earning women at the age of 35, with the pay gap then widening rapidly into early middle age. As we reported earlier this week, the major issues arise both at a senior level of organisations and when women start families and begin paying a ‘motherhood penalty’ in terms of their pay and careers.

The rise of robots and automation in the workplace will lead to drastic changes to laws across the world, a new report suggests. The present wave of automation, driven by artificial intelligence (AI) – the development of computer systems able to perform tasks normally requiring human intelligence – is creating a gap between current legislation and new laws necessary for an emerging workplace reality, states a report published by the International Bar Association Global Employment Institute (IBA GEI). Artificial Intelligence and Robotics and Their Impact on the Workplace focuses on potential future trends in AI, and the likely impact intelligent systems will have on the labour market, companies, employees’ working time, remuneration and the workplace environment.

European employees appear ready to embrace the ‘ gig economy ‘, according to research by ADP. The study of nearly 10,000 European working adults claims to reveal how employees across Europe feel about the future of work. As many as 63 percent of UK employees and 68 percent of European employees are interested in, or would consider self-employment or freelancing although the desire for this style of working does vary drastically across regions. According to the report a third (33 percent) of UK employees say work-life balance is a key motivating factor although pay is still the ultimate driver for all European employees.

The number of British people working past 70 years old has increased markedly over the past four years. Poor pensions, personal choice, greater life expectancy and changes to pension laws have all been highlighted as factors behind the increase in the latest report on demographic trends from the Office of National Statistics (ONS). The largest increase was seen amongst women, with the proportion of women working into their seventies doubling from 5.6 percent in 2012 to 11.3 percent last year. Around 150,000 women over seventy are now thought to be working. Meanwhile, the number of men working past the official state pension age has also increased, but at a slower rate, from 10 percent in 2012 to 15.5 percent last year.

Review advises employers should devise elder care policies as pension age increases

A review of the state pension age (SPA) led by former Confederation of British Industry (CBI) director general John Cridland has recommended that the State Pension age shouldn’t rise to 68 until between 2037 and 2039 and should not increase more than 1 year in any 10 year period. The report has also advised that all employers should have elder care policies in place which set out a basic care offer and that people should be able to access a mid-life career MOT and review which should be facilitated by employers and by the government using online support and through the National Careers Service. Commenting on the report, which will be considered before any decision is made on changes to the State Pension age timetable after 2028, the Centre for Ageing Better has welcomed its recommendations on wider actions to mitigate the impact of bringing the timetable forward for increases to the State Pension Age.

BIFM issues new guidance for FMs working on BIM projectsA new guide for facilities management professionals working with clients on BIM construction projects has been issued by the BIFM (British Institute of Facilities Management). Employer’s Information Requirements is a practical 47-page document to support clients using BIM (Building Information Modelling) to advise clients on how to specify their exact requirements for the design and construction phase of a built asset through to its full life-time operation. The purpose of the EIR is to support both FM professionals and clients by providing a template which can be edited and amended by the client or facilities manager to meet individual requirements for the project. Its guidance follows the publication of BIFM’s Operational Readiness Guide For Facilities Managers published in April 2016. Since April 2016, construction projects commissioned by Central Government have been required to use BIM for their procurement and delivery.

Junior members of the workforce are most likely to be disengaged, demotivated and lacklustre about work according to a survey on happiness in the UK workplace from HR consultancy Personal Group. Based on a survey of 800 people benchmarked against a larger database of 41,000 from the University of Warwick, the survey claims that 48 percent of employees are not often happy at work and that almost one in five are rarely or never happy at work. The report suggests that it is more junior employees who are not only less keen to get to work in the morning but are also unhappier at work when compared to senior managers, directors and those who are self-employed. Similarly,  when asked whether they feel enthusiastic about their job, directors and self-employed are the most passionate, reporting 70 percent and 76 percent respectively. Team leaders and frontline employees are significantly less enthusiastic, with 30 percent of the latter saying that they never feel enthusiastic at work.

Cluttons has proposed that a mobile coverage rating should be added to lettable workspace criteria, because despite mobile and internet connections being the fifth essential utility for the modern environment they are often overlooked when leasing space. With the rise of dependence on SIM-based equipment, the property firm argues that workplaces should be let with a coverage rating, measuring connectivity within a property. It argues that given the fast-paced evolving nature of the sector, landlords who invest in excellent telephony infrastructure are likely to secure tenants for longer periods and potentially achieve higher rental values. The approach is being borne out by the government recognising the importance of better mobile and internet infrastructure, by making it a focal point to extend superfast broadband to 95% of the UK by the end of 2017. This comes as no surprise given that several emerging markets are leap-frogging the adoption of technology and are quickly outpacing the UK in the sophistication of infrastructure on offer to occupiers. London is ranked near to the bottom of the internet connectivity league table when looking at Europe.

The Royal Society for the encouragement of Arts, Manufactures and Commerce (RSA) has published the final report from its Inclusive Growth Commission. The report sets out a series of recommendations which it claims will address the lack of an inclusive approach to the economy. In the context of Brexit, this is one of the underlying drivers of dissatisfaction with the way the UK is run by central and local government, the report claims, and hence a factor in the Brexit vote. Its forward looking proposals include a greater commitment to lifelong learning, a greater focus on place to ensure the UK’s cities and regions get a greater stake in the national economy. European employees feel that age is the biggest factor preventing them from progressing in their career, according to research of nearly 10,000 European working adults by ADP. A fifth of employees name age as their biggest obstacle, followed by favouritism (7 percent), lack of opportunities with current employer (7 percent), qualifications (5 percent), and family needs (5 percent). Age is a particularly cited obstacle in the Netherlands (24 percent), Switzerland (21 percent) and the UK (20 percent). This issue increases as workers get older, with 46 percent of over 55s and 27 percent of those aged 45-54 feeling this way. This situation may reflect the increasing generational diversity of the workforce, as five generations of employees will soon be working side by side. Advancing technologies and more significant age differences in the workforce are likely to be isolating older workers, who may feel outdated by a younger, tech-ready generation.

The number of days taken as sick leave in the UK has fallen to the lowest rate since records began, according to the latest release of data from the Office for National Statistics. In 2016, about 137 million working days were lost to illness, equivalent to 4.3 days per worker. The latest figures represent the lowest number of days lost  since reporting began in 1993. Days lost have been falling since 2003 and particularly since the economic downturn of 2007-8, notes the ONS. This might suggest people are struggling in to work when ill out of fear, but that may be only part of the story as the growth in flexible working will also have had a significant impact. As always, the data throws up some interesting comparisons between demographic groups and sectors although the context is not always as clear or as straightforward as is commonly supposed.

BudgetAs has been the case with recent UK Government Budget announcements, Chancellor Philip Hammond’s first Budget addressed a number of issues related to the workplace, technology and infrastructure. It was the first Budget delivered in the post Brexit era and this clearly informed many of the announcements made. While most of the headlines over the past 24 hours have related to the changes to the tax status of the self-employed as a way of raising around £2 billion, the announcements also covered a broad range of topics related to the workplace, HR, technology and property sectors and have drawn an immediate response from key figures in the sector. These include nearly half a billion pounds relief on the vexed question of business rates reforms, a new focus on technical qualifications and a greater investment in 5G and other forms of digital infrastructure. We’ll be having our own say about the implications of the Budget in the near future, but in the meantime, here’s a rundown of the key announcements and the reaction of industry experts.
