Employers unprepared for new flexible working rightsThe new Shared Parental Leave legislation comes into force next week (1 December), but according to a new report, employers are unprepared for the changes. The Workforce View 2014/15 – an annual barometer of the views and attitudes of UK workers and employers by ADP,  also indicates that employers have underestimated the likely level of interest amongst employees. More than one in five (21 per cent) HR Directors admitted they are not ready for the requirements of the legislation, while 70 per cent say they predict little or no interest from employees in the first 12 months. Yet when employees were asked their views, a third (33 per cent) of 16- to 34-year-olds said they anticipate taking advantage of it within the next five years. Shared parental leave is a new right that will enable eligible mothers, fathers, partners and adopters to choose how to share time off work after their child is born or placed. It will be an option for parents with a child due to be born on or after 5 April 2015. More →

Focus of investment should be skills, broadband and local transport say CEOs

Dear SantaThe Government should focus investment on the development of skills and broadband if it wants to drive economic growth. That is the message from a survey of 100 British CEOs carried out by Grant Thornton. Key findings of the report include the fact that 70 percent of respondents would like to see better access to training and development opportunities, 59 percent want to see an improvement in digital infrastructure and 57 percent would like more spending on roads. The Government’s flagship schemes – the Heathrow expansion, HS2 and the proposed new trans-Pennine railway receive a lukewarm response, with the majority of respondents appearing more keen on greater investment in existing long distance rail services, local public transport networks and the greater use of the UK’s underutilised regional airports. There is also a mixed response to plans for greater devolution with support only if regional Governments don’t add another layer of bureaucracy for businesses.The report has been published ahead of next week’s Autumn Statement by Chancellor George Osborne.

London Mayor names Business Energy Challenge Gold award winners

ExCelLondon mayor Boris Johnson has presented RICS, JLL, EC Harris LLP, ExCeL London (above), Intu, and Linklaters LLP, with Gold awards at the Business Energy Challenge awards, which celebrate private sector businesses that have made the biggest cuts to their energy consumption and use cleaner, greener sources of energy. Fifty-nine participants had submitted data over a six week period and were assessed on the carbon intensity per square metre of their properties; with 27 of the most successful being given a Bronze, Silver or Gold award to recognise their efforts when compared against their baseline 2010/11 energy usage. Around 75 per cent of London’s carbon dioxide (CO2) emissions come from buildings, with workplaces accounting for 42 per cent of total emissions. With 80 per cent of London’s buildings likely still to be operational in 50 years’ time and with much of that estate being energy inefficient the Mayor has set out a building retrofit programme. The Business Energy Challenge aims to challenge the commercial sector to take action and improve its energy efficiency to help save on operational costs. More →

UK business centres market continues to flourish, claims BCA and IPD report

Regus business centresA new report has revealed just how important the growing business centres market is to the UK economy. According to the report from the Business Centre Association and Investment Property Databank the market is now comparable to the City of London both in terms of the number of people employed and the amount of office space it occupies. The report also outlines both the market’s robust health during the recent economic downturn and ongoing growth in response to increasing customer demand and the changing market for office space. The sector now boasts that it provides a home to some 80,000 businesses employing more than 400,000 people who occupy around 70 million sq. ft. of space including landmark developments such as the Regus No 1 Poultry centre in the City of London (above) and generate around £2 billion of income for the economy. The report, produced in conjunction with Snapdragon Consulting, found that the serviced office sector in the UK now represents around one third of the global market.

Derry is the latest city to offer free Wi-Fi in all public places

Free Wi-FiThe City of Derry in Northern Ireland has announced that it is to introduce free Wi-Fi in all public places. The local council is to work with local business owners to introduce the programme  in conjunction with the national Super Connected Cities scheme funded by the UK Government’s Department of Culture, Media and Sport’s Urban Broadband Fund. Full rollout of the programme is expected by the first half of next year and will be accessible to anybody who registers for unlimited access to the city’s network. The initiative claims that it ‘is geared towards increasing digital engagement and energising cultural and economic activity within the city. The network will be available for free public use, with the benefits of being easy to connect, filtered for user protection and scalable for future expansion.’ Derry is Northern Ireland’s second largest city and has in recent years focused inward investment on the digital sector. Last week, we reported on how the Italian Government is looking to offer free Wi-Fi in all public places across the country.

Arup and UCL report offers up lessons from smart cities pioneers

smart citiesA new report published by engineering and design consultancy Arup and University College London claims that the pioneers of the smart cities movement need to take a more strategic approach to ensure that their spending on IT infrastructure is effective in meeting their objectives. The report Delivering the Smart City: Governing Cities in the Digital Age is based on research of eight cities including London and Bristol in the UK alongside a number of other prominent global cities such as Chicago, Barcelona, Stockholm and Hong Kong. The report found that the cities spend an average of 6 percent of their expenditure on IT services and technology, which amounts to approximately £23 million per city across the study and is roughly equivalent to the amount budgeted in the financial services sector worldwide. While the authors welcome this as a sign that tech spending is taken seriously, they also claim that more could be done to target this spending effectively and tailored to the specific needs of each city depending on factors such as its ‘ecosystem’, culture and governance. It believes that the lessons from this are appropriate to all cities, not just those already pursuing a smart agenda.

New report offers occasionally surprising vision of the future of work

Future of WorkA new report into the future of work from Cisco claims –unsurprisingly – that employers are shifting their workplace policies to accommodate new demands from employees for more flexible working styles, regardless of their demographic cluster. The 2014 Cisco Connected World Technology Report also also claims that the majority of both Generation X and Y professionals already believe that smartphones and wearable devices will be the workforce’s most important communication devices by 2020 – while the laptop will maintain its place as the workplace device of choice. These devices and their attendant software and apps will drive the uptake of flexible working although sixty percent of respondents to the survey still prefer to take notes using a pen and paper. Two of the most intriguing findings of the report are that while just over half of Gen Y professionals think they are more efficient than older workers (roughly in line with the perceptions of older workers themselves) this is way out of step with the impression HR professionals, and the majority of people still believe that the future of work still lies in the office, at least some of the time.

Engineering design of buildingsUpdated guidance for designers, maintainers, facilities managers and building owners on the operation and maintenance of engineering services has been issued by CIBSE. Guide M: Maintenance Engineering and Management supersedes the first edition published in 2008 to provide best practice for those who have responsibility for the management and maintenance of the engineering services in a building. It is written for anyone involved in the design and construction of buildings to raise awareness of the implications their decisions have on management and maintenance. The main areas of revision relate to legislation changes and changes in best practice. The guidance continues the work of the CIBSE Maintenance Task Group chaired by Joanna Harris, and intends to close the gap between design and operation by bringing maintenance into a sharper focus and helping building and property operators become more aware of their responsibilities and duties. The ultimate aim is to help clients by managing their expectations and maximising impact from their annual spends on maintenance and management of buildings.

Land Securities takes full control of Thomas More Square for £85.3mLand Securities has taken full control of Thomas More Square, in London’s E1 for £85.3 million. It acquired the 50 per cent share it doesn’t already own from an affiliate of its joint venture partner the Ontario Teachers’ Pension Plan Board. The Thomas More Square Estate, which is located between St Katharine Docks and London Dock – totals approximately 4.2 acres and includes six office buildings incorporating retail, leisure and parking. Land Securities was granted planning permission in June 2014 for a comprehensive refurbishment of Building 3 at Thomas More Square and a redesign of the estate’s public realm. The plans for the 570,000 sq ft estate include 200,000 sq ft of fully refurbished office and retail space in Building 3 which will include a new double height entrance and an extensive business lounge. Tenants Ipsos MORI and Mitsui O.S.K. Lines (“MOL”) have already let 97,000 sq ft of Building 3 on 15 year leases with 10 year breaks; while a further 100,000 sq ft will be available from mid-2015. Gender pay gap at lowest point in history, reports ONS

800px-Mind_the_gap_2 (1)The gender pay gap is now at its lowest point in history, with more women in work than ever before. According to new statistics by the Office for National Statistics (ONS) the pay gap has reduced by 0.7 percentage points over the past year to 19.1 per cent, and for those in full-time work the gender pay gap has reduced to almost zero for those under 40. Action is being taken to tackle one of the reasons for the pay gap – career breaks, often to raise a family by extending flexible working to all employees, and from next year, tax-free childcare and shared parental leave will come into effect. However, one of the main causes of the gender pay gap is that men tend to work in better paid sectors to women so a range of measures are being introduced to help women move from low-paid, low-skilled work into higher paid, higher skilled work. This includes a new £2 million training and mentoring programme of events for women, including those working part-time and older workers, to be carried out by the UK Commission for Employment and Skills. This will target women working in the science, technology, engineering and maths (STEM), retail and hospitality management and agricultural sectors.

Group of UK’s major employers urges widespread uptake of flexible working

flexible workingSome of the UK’s largest companies are jointly spearheading the call for the greater uptake of flexible working. On Monday, the 22 companies that make up the Agile Future Forum highlighted the role that factors such as new technology, changing demographics and globalisation are having on the business case for the adoption of agile working practices. Firms such as John Lewis, ITV, Ford, Tesco, Lloyds, BT and B&Q are championing the cause of agile working as a way of running a business that is competitive, productive, attractive to employees and able to compete on the world stage. The AFF, set up by former Lloyds chairman Sir Win Bischoff, used the event to publish its latest research to highlight the ways in which it believes the UK is one of the best-placed countries to foster flexible working in spite of a range of recalcitrant and restrictive working practices. The event cited a recent CBI survey which found that while 97 per cent of UK businesses agree that agility is key to growth, many still offer a limited range of flexible working practices.

Commercial property market sees significant shift in attitudes to green building

commercial propertyThe UK commercial property market is experiencing a major attitudinal shift towards green buildings according to GVA’s fifth Green to Gold report. The biannual survey questions commercial property investors on their understanding of market perceptions of the value of sustainability criteria and gauges their attitudes towards regulation and related issues. The latest edition of the study published this month claims that the market ‘no longer views sustainability as a nice to have’ with more than half of those questioned considering green building credentials as a key driver of investment performance. Perhaps unsurprisingly this belief strengthens with regard to longer term investments. The research also found that nearly all (94 percent) of those surveyed now had a sustainability policy in place at either the organisational or fund level and 59 percent of respondents said that three quarters of their portfolios have been assessed against sustainability criteria, compared with just a quarter in 2012.
