New Government department to focus on FM and office supplies procurement

The UK Government’s latest attempt at developing a centralised public sector procurement department was unveiled by the Cabinet Office yesterday. The  Crown Commercial Service (CCS) has been set an annual budget of up to £12 billion to secure a range of goods and services including facilities management and office supplies. It has a target of saving some £1 billion each year by working across a range of government departments to take advantage of a shared purchasing function. Four out of five (82%) of HR professionals are under increasing pressure to clearly demonstrate the financial return on investment of staff development a global study by Right Management has found. Although two thirds (65%) of UK-based senior HR executives believe that they are already highly effective at measuring the impact of their talent management initiatives, 85 per cent said that they are under rising pressure to demonstrate the outcome of these initiatives in monetary terms. EU opens consultation on reducing the environmental impact of buildings

Report urges EU and members states to use design for public good

The European Commission is gathering views on how to reduce the environmental impacts of buildings. The consultation will focus on resources such as materials (including waste), water and embedded energy and aims to address resource use and related environmental impacts throughout the life-cycle of buildings, from the extraction of building materials to demolition and recycling of materials. James Drinkwater, Senior Policy Advisor for the Europe Regional Network of the World Green Building Council, welcomed the move: “It is incredibly important that the green building movement gets behind this evolution in building policy, and engages with the Commission on what the right strategic direction is going forward.” More →

 Sickness absence falls but mental ill health and stress still a problem

Mental health conditions are the single most widespread cause of long-term absence, with more than half (54 per cent) of employers citing non-work related stress, anxiety and depression as a cause of long-term absence. On a more positive note, according to the latest CBI/Pfizer Absence and Workplace Health Survey out today, overall absence from work in the UK has dropped to a new record low. The thirty-year survey found the average absence rate was 5.3 days in 2012, down from 6.5 days in 2010 – saving business £3 billion. However, the report, Fit for Purpose, found overall absences still cost the economy £14 billion a year, according to the ONS. Almost £1.8 billion was lost from an estimated one-in-eight sick days taken for non-genuine reasons, with one in five employers believing employees take “sickies” as an occasional perk. While absence rates in both the public and private sector were down to 6.9 (from 8.1) and 4.9 (from 5.9) days respectively, the report argues more than £1.2 billion a year could be saved if public sector absence levels were brought in line with the private sector average – on top of the £700 million saved from the fall since 2010.

BIFM partnership with DWP may prove an ill-advised and short-lived union

Las Vegas WeddingRather like someone who collects friends on Facebook and followers on Twitter with the obsessiveness of the avid lepidopterist completist, news reaches us from the British Institute of Facilities Management concerning yet another partnership. Not content with the recently announced merger with Asset Skills, the Facilities Management Association and the Cleaning and Support Services Association, this time it’s the Department for Work & Pensions (DWP) that is the object of BIFM’s affections. Not that BIFM are considering moving in to Caxton House and a run for Parliament in 2015 (at least not that we are aware of). But while BIFM are, understandably, trumpeting the signing of this joint agreement, the DWP are not. In fact, if one searches on www.gov.uk using the search terms “BIFM” or “British Institute of Facilities Management” no results are returned.

BIFM and DWP announce facilities management partnership agreement

LinkThe British Institute of Facilities Management (BIFM) is building on its recent track record of building new alliances with the announcement that it has signed a partnership agreement with the Department for Work and Pensions (DWP). The partners claim the new agreement will see the BIFM and DWP working in unison to support future growth in the facilities and workplace management sector.  The agreement was signed at the end of last week by Mark Hoban MP, Minister of State for Employment, Gareth Tancred, CEO of BIFM and Martin Brown, Work Services Director for Wales and Employers, Department for Work and Pensions. The joint statement from the BIFM and DWP claims that the partnership agreement will drive ‘a shared agenda on increasing routes into and raising skills and professionalism of all those working in the facilities and workplace management industry’.

Arup hailed for positive example of employee ownership scheme

Arup Global Chairman, Philip Dilley has said that the firm’s employee ownership ethos has played a major part in attracting and motivating staff and high levels of employee engagement. His comments followed a visit by Vince Cable, Secretary of State for Business, Innovation and Skills (BIS), and Minister for Employment Relations, Jo Swinson, to Arup HQ this week as part of a series of activities to celebrate Employee Ownership Day across the UK. The Government’s scheme has had a rough ride, with critics branding it “company shares for employment rights”. Although this has resulted in some major changes to the scheme, Cable maintains it is a positive alternative to traditional shareholder capitalism which had led to the “persistent problem” of short-term planning. Lifecycle management most important aspect of BIM say FMs

The relationship between Building Information Modelling (BIM) and lifecycle management is the most important factor for facilities managers, who, along with owners and occupiers believe BIM will becoming increasingly important in day-to-day working practices within the next two to three years. The findings are from a poll of individual members of the BIM4FM group which represents institutes, trade associations and professional bodies within the built environment. “The results clearly show that there is recognition that BIM offers the opportunity to improve the lifecycle management of buildings. Hours and pay are not key factors for work-life balance finds survey

Hours or pay not crucial to work-life balance

The key to a better work-life balance is not simply to work shorter hours or earn more money and working shorter hours does not necessarily make people happier. According to a new survey by recruiter Randstad those in the South East and Yorkshire & The Humber are most happy with their work-life balance, with 64 per cent saying they are content, despite those in the South East having one of the longest average working weeks in the UK. The survey also found that those working in property and construction (88%) were amongst the happiest with their work-life balance, coming third after the utilities and insurance sectors. Those least happy with their work-life balance were the East of England (51 per cent) and South West (55 per cent) – yet those in the South West have a shorter average working week than most of the UK.  Industry bodies and social media are not engaging practising FMs

What were your thoughts on the recent announcement of the British Institute of Facilities Management (BIFM), Asset Skills, the Facilities Management Association and the Cleaning and Support Services Association agreeing to the concept of forming one single and united body to represent facilities management and support services? I suppose the devil is in the detail and clarification of “agreeing to the concept” is required. Is this going to be a quick process, something that drags on for a lengthy period and what consultation will there be? And that is the crux for me – consultation is where this could all break down. But let’s take a step back and ask how many people work in the sector and how many facilities managers do the organisations involved represent?

Under a quarter of US staff enjoy optimal working environment, claims report

American flag cakeArchitecture firm Gensler has released the results of its 2013 US Workplace Survey. The report claims that under a quarter (24 percent) of US workers work  in an optimised working environment with the remainder suffering from unnecessary lost productivity and a lack of innovation and engagement. The survey of more than 2,000 knowledge workers from across the US examined specific design factors across four work modes defined by Gensler: focus, collaboration, learning and socialising. The report concludes that the modern workplace has a  number of new and increasingly important drivers including new technology, globalisation, generation Y and so on which define where, when and how workers perform their jobs and concludes that the ability to balance focus and collaboration with strategic workplace design is essential.
