UK employers do not believe a bonfire of employment law is necessary under Brexit, as negotiations over the country’s departure from the EU begin. According to new research by the CIPD and the employment law firm Lewis Silkin, employers back the UK’s existing employment rights framework with all twenty eight areas of employment law rated as necessary by a majority of employers. In the survey of more than 500 employers, organisations were asked whether they viewed more than twenty different aspects of employment law as necessary or not. The list included unfair dismissal laws, rated as necessary by 93 percent of businesses, as well as national minimum wage (87 percent), parental rights at work (82 percent), agency workers laws (75 percent) and the Working Time Regulations (74 percent). The research, which looked at a wide variety of employment laws and practices, also found more than half (52 percent) of employers go beyond the legal minimum requirements when implementing employment law.

While the last 50 years have seen a notable convergence between men and women in labour force participation, hours worked, wages, and educational level, despite all this progress women are still less often found in high-paying occupations. Now a new study by Finnish economist Antti Kauhanen of the Research Institute of the Finnish Economy suggests that a substantial gender wage gap in corporate cultures emerges in early careers. In the latest IZA World of Labor report, Kauhanen cites a number of recent studies which conclude that women are much more likely than men to begin their careers at the bottom levels in the hierarchy; and this difference in initial job assignments is partly due to a divergence in educational background. Although the gender differences in years of education are small, differences in the field of education chosen remain large and are affecting career outcomes. Furthermore, in addition to educational choices and career interruptions, the hours worked, discrimination, and preferences and psychological attributes also contribute to the gender wage gap.

Proactive approach needed to improve accessibility within the built environment

Inaccessible workplaces are too common problem that disabled people face in accessing buildings and public spaces, and the Government must lead a charge in improving access and inclusion in the built environment, according to a report by an influential cross party committee published today. The Women and Equalities Committee’s Disability and the Built Environment inquiry has been examining the extent to which those with accessibility issues are considered and accommodated in our built environment, and whether more could be done to increase the accessibility and inclusivity of both new and existing properties and spaces. The report recommends public procurement, fiscal initiatives and transparently modelling best practice, while bringing the full range of work on improving access and inclusion in the built environment into a coherent and transparent strategy, with the Department for Communities and Local Government held responsible for making this happen. The report found that many workplaces are inaccessible, there is very little choice of where to live and the public spaces through which people need to move can be prohibitively excluding; all of which constitute an unacceptable diminution of quality of life and equality.

Research shows how the gender pay gap can be directly related to motherhoodA new piece of academic research provides more evidence that the underlying reason for the gender pay gap is the discrepancy between the way women with children are treated compared to men, and other women without children. According to new research from Université Paris-Saclay, mothers are paid 3 percent less for every child they have compared to their female colleagues who do not have children, while fathers suffer no such penalty at all. The figures were compiled from a 16-year study of data from organisations in the French private sector between 1995 and 2011 by Lionel Wilner, Director of Graduate Studies at engineering and statistics school ENSAE, a founding member of Université Paris-Saclay. He separated the effect of childbirth from other firm-specific wage determinants, and accounted for full-time and part-time work, to find that the difference between mothers and non-mothers is approximated a 3 percent lower hourly wage. UK employers are unprepared for gender pay gap reporting legislation, with more than a third (32 percent) failing to review salaries across genders to safeguard against pay discrimination. This is despite the fact that the Equality Act 2010 (Gender Pay Gap Information) Regulations 2017 come into force later this week (6th April) which will require UK companies with more than 250 staff to keep records of gender pay and bonuses. Totaljobs’ survey of 4,700 employees and 145 employers found that 82 percent of companies are not reviewing their gender equality/equal pay policy and 58 percent don’t have salary information available across roles and genders. Little more than half (53.1 percent) of employers feel “very confident” that salaries are equal across the genders. While employers will be required to keep salary records, the research showed men are currently more likely to receive a bonus than women and typically receive more. In the past year, 43 percent of men received a bonus of £2,059, on average, versus 38 percent of women, who, on average, received £1,128.

What was dubbed the Arab Spring was change on a grand scale. But, as Seth Godin points out in his book Tribes, it’s “tribes, not money, not factories,” that will change the world. The consequences of this are not lost on the people and cultural practices within organisations. The functions of how we recruit, how we learn, and how we communicate are all under pressure to bring greater humanity into the approach.

Review advises employers should devise elder care policies as pension age increases

A review of the state pension age (SPA) led by former Confederation of British Industry (CBI) director general John Cridland has recommended that the State Pension age shouldn’t rise to 68 until between 2037 and 2039 and should not increase more than 1 year in any 10 year period. The report has also advised that all employers should have elder care policies in place which set out a basic care offer and that people should be able to access a mid-life career MOT and review which should be facilitated by employers and by the government using online support and through the National Careers Service. Commenting on the report, which will be considered before any decision is made on changes to the State Pension age timetable after 2028, the Centre for Ageing Better has welcomed its recommendations on wider actions to mitigate the impact of bringing the timetable forward for increases to the State Pension Age.

Employers urged create age friendly workplaces to help retain older workers

Employers should provide full and equal access to flexible working arrangements, occupational health support and appropriate workplace adaptations to help older workers to manage health conditions at work. This is according to a new report from the Centre for Ageing Better, Fulfilling work: what do older workers value about work and why? which identifies the characteristics of work that are important to people aged 50 and over, and explores actions employers can take to attract and retain them. Understanding what older workers want is the first step in helping employers, policy makers and others create age-friendly workplaces. By 2020, one in three workers will be over 50 but while the employment rate for all working age adults remains at a record high of nearly 75%, for people over 60, this falls to around 50%. and there are currently 12 million people heading towards an insufficient retirement income. Ageing Better commissioned the Institute of Employment Studies to carry out the study as to ways of helping people stay at work and the report finds that health is the most important factor affecting older workers’ decisions to continue in work, ahead of job satisfaction and job quality.

The report claims that gender wage gaps and women’s under representation in leadership positions exist at remarkably similar magnitudes across countries at all levels of income per capita. In a new IZA World of Labor report the economist Mario Macis of Johns Hopkins University, USA summarizes recent research which shows that although women in many developed countries have reached parity with men in terms of formal educational attainment and employment, earning disparities between the genders are actually greater in richer countries.

It has been suggested before that the gender pay gap is a reflection of what happens to women when they become parents – and a new piece of research backs up this theory by revealing an enduring pay penalty associated with having children; which, unless tackled this will mean that current and future generations of working women will continue to face a significant life earnings penalty. According to a new analysis published today (Wednesday) by the Resolution Foundation as part of its Intergenerational Commission, while the gender pay gap for millennials in their 20s has halved in a generation to just 5 percent, much of that progress looks set to be undone with early signs showing that the gender pay gap continues to escalate as women enter their 30s and 40s. This suggests that millennial women will still earn significantly less than their male counterparts over their careers.
