Winners of Flexible-working-parentsWe’ve observed at Workplace Insight that the reason many women fall behind men in terms of pay and promotion may not be due to direct gender discrimination but becauses when women start having children, they’re penalised for needing a more flexible working arrangement. This theory has been borne out in a series of surveys and now the latest one shows how stacked the job market is against working mothers.  According to a new report by the TUC, fathers working full-time get paid a fifth more than men with similar jobs who don’t have children. The report shows that dads who work full-time experience, on average, a 21 percent ‘wage bonus’ and that working fathers with two children earn more (9 percent) than those with just one. The findings are in stark contrast to the experience of working mothers, says the report. Women who become mothers before 33 typically suffer a 15 percent pay penalty.

Parental leaveOne year on from its launch and it’s emerged that just 1 percent of men have so far taken up the opportunity of Shared Parental Leave (SPL) while over half (55 percent) of women say they wouldn’t want to share their maternity leave rights. The main reasons why men have chosen not to take up SPL are financial affordability, lack of awareness, and unwillingness from women to share their maternity leave. A combined survey of over 1,000 parents and 200 businesses (HR Directors) from My Family Care and the Women’s Business Council found that taking up SPL was very much dependent on a person’s individual circumstances, particularly on their financial situation and the paternity pay on offer from their employer. It found that 80 percent of both men and women agreed that a decision to share leave would be dependent on their finances and their employer’s enhancement of SPL.  More →

Bash streetStrange as it may seem now, there was a Budget last week. We’d planned to produce a report on it once the dust had settled but given that whatever dust had originally been kicked up has now been swept away by a political storm, it’s only now we feel able to offer some perspective a few days out. As ever these days, the budget touched on a number of aspects of the workplace, sometimes hitting the mark and sometimes suggesting politicians don’t yet understand how people work. There was the usual stuff about rates and commercial property but also plenty to digest about the freelance economy, productivity, new technology, flexible working legislation and the current, often faltering attempts to develop wealth and infrastructure as well as the 21st Century creative and digital economy in places other than London. There’s plenty to digest here and plenty of people have already had their say, so a chance to grab a coffee and take all or some of it in.

According to a new survey by the CIPD to mark the close of the Government’s consultation on gender pay reporting regulations today, a minority of organisations currently conduct any gender pay analysis, and limited action is being taken by employers to address the causes of gender inequality. The survey of over 1,000 employers found just 28 percent of employers overall and 34 percent at larger organisations (those with 250 or more employees) say their organisation conducts any analysis of the pay of men and women. Among organisations that don’t currently analyse gender pay differentials, only 7 percent of large organisations plan to conduct any analysis of the pay of men and women in the next 12 months, with 47 percent saying they won’t and 46 percent responding that they don’t know. Employers are taking steps to equal opportunities however, such as improving flexible working opportunities available to staff.

Tilting at windmills-page-001In spite of its own attempts to link it to the gender pay gap a new report, Opportunities and outcomes in education and work: Gender effects, released yesterday by the UK Commission for Employment and Skills (UKCES), merely confirms that the key factors that determine how much people earn are the jobs they do and the hours they work. The report shows that male workers are paid on average 19 percent more than female workers. However, a report this year from the ONS confirmed that women now earn slightly more than men in like for like jobs up to the age of 35 and the UKCES report shows that it is career and personal choices that explain the gap in incomes across the whole economy. This confirms that the keys to closing the overall pay gap are for women to enter higher paying fields such as STEM and construction as well as employers offering flexible working arrangements and greater support for parents in their careers.

older-workers-in-demand-810x540There are a number of reasons why we shouldn’t be drawn into blindly accepting the narrative about Generation Y’s impact on the workplace. It seems the most important is also the least talked about. It is that the workforce is actually ageing in the world’s leading economies. While it may be true that 27 is middle -aged for employees at technology companies, for pretty much everybody else, shifting demographics, longer lives, improving health, falling pensions and changing personal preferences are likely to mean they stay in the workforce for longer. This is true in both the UK and US, where Millennials may make up the largest demographic grouping in the workplace but are still in a minority within an increasingly diverse workforce. The dynamics of these changes are playing out in different ways in different countries, but the forces are essentially universal.

The standard gender pay gap narrative is a myth, but that doesn’t mean there aren’t problems

gender-payIt is one of the great ironies of modern life that in a world drowning in data, a great deal of public discourse is driven by narratives that have little or no factual basis. If anything, the substitution of baseless and questionable stories. Sometimes these narratives are based on outdated realities. Sometimes on assumptions. Sometimes they are deliberately created and upheld by those with vested interests. Sometimes people lie, including to themselves. However they are formed, they can become pretty hard to dislodge, especially when they become so enshrined that the default response to inconvenient truths is a wall of cognitive dissonance and denial. I’m obviously building up to something here and it won’t necessarily be an easy thing to say or hear. And it’s this. The gender pay gap doesn’t exist. Or at least, it doesn’t exist in the way we normally assume so distracts from related issues that we may be able to address.

Glued-to-the-deskThe publication this week of a survey by EY revealed the uncomfortable fact for US employers that 38 percent of millennials would consider moving to another country for better parental leave benefits. Now, another piece of research illustrates why US employers may need to work harder to keep their millennials (adults ages 18 to 34) happy. They now make up more than one-in-three of workers, surpassing Generation X to become the largest group in the US workforce, according to new Pew Research Center analysis of US Census Bureau data. This milestone was reached in the first quarter of 2015, as the millennial workforce hit over 53 million. With its large proportion of immigrants, and at an age of transition from college to working world, the millennial workforce is likely to grow even further.

One third of workers worldwide finding it work-life balance unattainableManaging work-life balance has become more difficult for a third of workers over the last five years, with Millennials most affected. After competitive pay and benefits, nearly three quarters of people questioned in a global poll (74%) felt that being able to work flexibly and still be on track for promotion, and working with colleagues who supported flexibly were the most important considerations when choosing a job. In the countries covered in the research from EY, German and Japanese workers find it hardest to create work-life balance. Globally, around half (46%) of managers are working more than 40 hour weeks and four in 10 say their hours have increased over the past five years. Nearly half of Millennials (47%) report an increase in hours compared to 38 percent for Gen X and 28 percent for Boomers.

Employee benefits fathersFewer than half (48 percent) of UK employers offer enhanced maternity pay to staff, claims a new study by Croner. According to the Croner reward employee benefits report, based on a survey of 127 employers, the most commonly offered enhanced scheme was 3 months leave at full pay. The research also found that fathers fare even worse with less than a third of firms offering paternity leave above the statutory minimum, with 62 percent offering full pay for a period of two weeks. Commenting on the findings, Viv Copeland of Croner says: “While some family friendly benefits such as flexible working and childcare vouchers have really grown in the last few years, the offer of enhanced maternity and paternity leave and pay still has a long way to go. The recent legislation around shared maternity/ paternity leave should bring some fresh thinking to this area from parents and employers alike.”

Female empowerment within UK workforce on rise but too few in full time jobs

Women in work indexA strengthening economy has helped the UK to rise up to 14th position out of 27 OECD countries in PwC’s annual Women in Work Index, but it still lags well behind many other countries in overall female economic empowerment. The Nordic countries continue to lead the Index, with Norway maintaining pole position, followed by Denmark and Sweden. These three countries have consistently occupied the top three positions in the Index since 2000 and the reason is that they all have a much fairer balance between genders on managing work and family life. By comparison, although the UK is in the top 10 performing OECD countries on female participation in the labour force, this is negatively impacted due to the low proportion of women in full-time employment; suggesting that flexible working  is having a negative impact on many women’s career prospects.
