Government report highlights failings in UK public sector procurement

Cheque signingIn the wake of a number of recent procurement failures including the G4S and Serco overcharging fiasco, the UK Government has published a highly critical report of the way it buys some £227 billion of goods and services annually. The report from the Public Administration Committee (PASC) says that in spite of steps to improve procurement which include using better data, aggregating demand across departments and renegotiating with major suppliers, the number of failures remains conspicuously high. The G4S and Serco contracts with the Ministry of Justice, under which payments were made regardless of the service being delivered, are the most high profile examples but the report indicates that problems are widespread.

EU opens consultation on reducing the environmental impact of buildings

Report urges EU and members states to use design for public good

The European Commission is gathering views on how to reduce the environmental impacts of buildings. The consultation will focus on resources such as materials (including waste), water and embedded energy and aims to address resource use and related environmental impacts throughout the life-cycle of buildings, from the extraction of building materials to demolition and recycling of materials. James Drinkwater, Senior Policy Advisor for the Europe Regional Network of the World Green Building Council, welcomed the move: “It is incredibly important that the green building movement gets behind this evolution in building policy, and engages with the Commission on what the right strategic direction is going forward.” More →

Fall in sickness absence rates, but mental ill health still major cause

Mental health conditions are the single most widespread cause of long-term absence, with more than half (54 per cent) of employers citing non-work related stress, anxiety and depression as a cause of long-term absence. On a more positive note, according to the latest CBI/Pfizer Absence and Workplace Health Survey out today, overall absence from work in the UK has dropped to a new record low. The thirty-year survey found the average absence rate was 5.3 days in 2012, down from 6.5 days in 2010 – saving business £3 billion. However, the report, Fit for Purpose, found overall absences still cost the economy £14 billion a year, according to the ONS. Almost £1.8 billion was lost from an estimated one-in-eight sick days taken for non-genuine reasons, with one in five employers believing employees take “sickies” as an occasional perk. While absence rates in both the public and private sector were down to 6.9 (from 8.1) and 4.9 (from 5.9) days respectively, the report argues more than £1.2 billion a year could be saved if public sector absence levels were brought in line with the private sector average – on top of the £700 million saved from the fall since 2010.

Green Building Council Awards recognise European environmental leadership

The UK Green Building Council is accepting nominations for the first-ever European Regional Leadership Awards, part of the World Green Building Council Leadership Awards 2013, which recognise international best practice in city-level government policy for green building initiatives. The regional awards are for best practice in green building initiatives, projects, and policies that are supporting healthier and more sustainable communities within the European Region. “The awards promote leadership and inspire governments to replicate best practices in green building policy,” said the WorldGBC’s Chief Executive Officer, Jane Henley. “Buildings represent an unrivalled opportunity to reduce global greenhouse gas emissions, and cities play an increasingly critical role in seizing this opportunity.”

New study to investigate effectiveness of UK carbon reduction policies

carbon-dioxide-molecule-Deloitte has been commissioned by the Green Construction Board and the Green Property Alliance to carry out a study into the effectiveness of the UK Government’s policies for carbon reduction as the it seeks to meet its commitment  to reduce the country’s carbon emissions by 80 percent by 2050. Inevitably buildings, which reportedly are the largest source of CO2 including some 17 percent from non-domestic property, have been targeted to make significant contributions. With the much vaunted Green Deal in the news for all the wrong reasons – either because of its low take-up as well as new fears that it could lead to homes overheating –  the survey will gauge how policies aimed specifically at commercial property such as Energy Performance Certificates and the Carbon Reduction Commitment have fared in spite of their own difficult gestations.

BIFM partnership with DWP may prove an ill-advised and short-lived union

Las Vegas WeddingRather like someone who collects friends on Facebook and followers on Twitter with the obsessiveness of the avid lepidopterist completist, news reaches us from the British Institute of Facilities Management concerning yet another partnership. Not content with the recently announced merger with Asset Skills, the Facilities Management Association and the Cleaning and Support Services Association, this time it’s the Department for Work & Pensions (DWP) that is the object of BIFM’s affections. Not that BIFM are considering moving in to Caxton House and a run for Parliament in 2015 (at least not that we are aware of). But while BIFM are, understandably, trumpeting the signing of this joint agreement, the DWP are not. In fact, if one searches on www.gov.uk using the search terms “BIFM” or “British Institute of Facilities Management” no results are returned.

BIFM and DWP announce facilities management partnership agreement

LinkThe British Institute of Facilities Management (BIFM) is building on its recent track record of building new alliances with the announcement that it has signed a partnership agreement with the Department for Work and Pensions (DWP). The partners claim the new agreement will see the BIFM and DWP working in unison to support future growth in the facilities and workplace management sector.  The agreement was signed at the end of last week by Mark Hoban MP, Minister of State for Employment, Gareth Tancred, CEO of BIFM and Martin Brown, Work Services Director for Wales and Employers, Department for Work and Pensions. The joint statement from the BIFM and DWP claims that the partnership agreement will drive ‘a shared agenda on increasing routes into and raising skills and professionalism of all those working in the facilities and workplace management industry’.

"Time-bomb" of British workers unhealthy and old before their time

Bad lifestyle choices are shaving over four years off British employee’s lives, leaving them unhealthy and old before their time and creating a “time-bomb” for UK employers. According to the wellness survey of 10,000 employees in the UK, 86 per cent of British workers have an average Vitality (health) Age of 4.1 years older than their real age due to unhealthy lifestyles. Vitality Age gives an estimate of years of life lost or gained by taking into consideration the presence or absence of certain risk factors. Nearly a third (31.2 per cent) of employees have three or more risk factors, putting them at serious risk of ill health, and the biggest contributing factors for a higher Vitality Age are lack of physical activity and being overweight.

Sickness absence rates stall, despite employer and government efforts

 Progress in reducing sickness absence has stalled in the UK, despite a growing number of companies initiating return to work interviews, line manager training, setting stretching absence targets and providing employees with occupational health and wellness initiatives. The 2013 EEF/Westfield Health Sickness Absence survey, found that longer-term sickness absence is increasing (40 per cent) rather than decreasing (24 per cent) and that employers have lost faith the government’s flagship ‘fit note’ programme is getting people back to work.  The three most popular health and well-being employee benefits are health screening/health checks (56 per cent), access to counselling or employee assistance programmes (EAPs) (54 per cent) and subsidised private medical insurance (40 per cent). New European Awards recognise leadership in sustainable building

The first awards to recognise outstanding leadership in sustainable building in Europe have been launched by the World Green Building Council’s European Regional Network. The “WorldGBC Leadership Awards – Europe Region” will honour best practice and excellence in cities’ green building policy, as well as in construction projects and corporate initiatives across the continent. The awards feature three categories – Excellence in City Policy for Green Building, Leadership in Building Design and Performance, and Business Leadership in Sustainability – and are open to city councils and policy makers, projects and businesses. British Land on track to meet targets on green building efficiency

British Land on track to meet sustainability targets

British Land says it is on track to meet many of its 2015 targets on managing buildings efficiently, developing sustainable buildings and reducing carbon emissions. In its Corporate Responsibility Report for 2013, the real estate investment trust, which owns and manages a portfolio of commercial property worth £16.4 billion reiterates its commitment to sustainable property management: “There are increasing indications to support our view that sustainability, and particularly energy efficiency, grow income and grow value in the longer term. We are convinced this will be proven over time. Green buildings are also less at risk of obsolescence, thus further protecting and growing capital value over the medium to long term.” More →

Whitehall savings boosted by property and procurement efficiencies

The joint Cabinet Office and Treasury initiative the Efficiency and Reform Group has exceeded the Government’s savings target by 25 per cent to make an overall saving of £10 billion, Minister for the Cabinet Office Francis Maude announced today. The savings made include; £1.1 billion made by boosting online services and selling empty buildings and exiting expensive rentals in sought-after locations; £1.7 billion by reviewing large scale projects including construction, and stripping out inefficiencies; and a further £3.8 billion was saved in procurement, by linking together departments to buy goods and services.
