Gender, race, age and sex bias still pervades UK working life

One in four (27 percent) women have been victims of sexism in the workplace and ageism, racism and homophobia continue to mar the working lives of minority groups claims new research. With high-profile reports of sexual harassment and assault in the entertainment industry dominating headlines, the Office Culture report, from Opinium Research, examined gender, race, age and sex biases that pervade modern UK working life and found that over 2.5 million women (20 percent) report being a victim of sexual harassment in the workplace, yet two thirds (67 percent) of women who have experienced this have not reported it to their company. Similarly, despite a perceived cultural improvement in race relations, only half (55 percent) of those subjected to racial discrimination have reported such incidents to somebody in their company. However, ageism is the least reported of all with almost three-quarters (72 percent) of incidents going unnoticed; of those that did report ageism, a quarter (25 percent) of cases were not acknowledged. Action taken on incidents of homophobia were also low; with over a third (43 percent) of cases not being dealt with after the acknowledgement.

Although the rate of breast cancer diagnoses is rising in Europe and a higher proportion of women are surviving this particular  form of cancer,  returning to everyday aspects of life prove challenging with many survivors unable to return to work in full, due to a lack of support and consideration by employers. A new report by The Economist Intelligence Unit and commissioned by Pfizer investigates the challenges involved in returning to employment for a growing number of breast cancer patients and survivors of a working age.

The majority (82 percent) of ethnic minority leaders believe there is institutional prejudice against minorities in the workforce in the UK; and almost one in five (18 percent) of these leaders have personally experienced workplace discrimination in the last two years. A report from Green Park, ‘Changing the Face of Tomorrow’s Leaders:  Increasing Ethnic Minority Representation in Leadership’ claims that while 60 percent of ethnic minority leaders believe institutional racism has moved up the organisational agenda in recent months, two thirds of these respondents say the language is emotive and makes people uncomfortable.  When tackling the issue of racism many firms are struggling to find an appropriate dialogue and language.  When it comes to ethnic minority board level representation, just 2 percent of companies surveyed are meeting their identified targets.  Over a fifth (22 percent) of firms admitted being unaware of current progress towards diversity targets and 18 percent did not know there to start.  More than one in ten (13 percent) have a ethnic diversity target but no strategy, while 9 percent are simply replicating their gender diversity strategy.

Trans employees are not given enough managerial support at work says Acas

Poor awareness from employers about the challenges faced by trans employees can leave them feeling isolated at work, according to new research. A study commissioned by workplace experts Acas reveals that many employers are not up to speed with the law on gender reassignment discrimination, which protects some trans employees from unfair treatment at work; often it is left to the victims of transphobia themselves to inform their managers about the details of the Equalities Act 2010; and trans people not covered by the Act are even more at risk of being treated unfairly because employers have even less understanding of their experiences. Acas has published ndew guidance on gender reassignment discrimination which helps advise employers on how to manage their trans workers.

A survey of 1,257 British workers claims that job insecurity has more than doubled since the decision to leave the EU, with the percentage of those feeling insecure in their jobs rising from 5 percent to 13 percent. According to the study from Office Genie, for those who felt secure, Brexit has also done considerable damage: job security levels have dipped by 17 percent. Pre-referendum, 70 percent of workers felt secure in their job, now just over half (58 percent) feel secure. Nearly three quarters (70 percent) of the workforce believe it’s an employer’s duty to calm Brexit-related distress. 54 percent of workplaces have experienced such concerns but only 31 percent of these employers chose to comfort staff.

New research claims that just 12 percent of working mothers take a full year’s maternity leave and almost one in five (18 percent) take four months or less. The research claims that almost half (44 per cent) of working mothers were unhappy with how they had been treated by their employer during their pregnancy and after their return to work. While many mothers return for financial reasons or simply because they want to, many worry about being side-lined, edged out or feel pressure from their boss to go back. The survey of 2,000 working mothers by law firm Slater and Gordon found that almost a third (30 percent) felt their managers wouldn’t have supported them staying off for any longer, and thirty-nine per cent weren’t sure their job would be waiting for them when they went back.

A survey of 250 business owners by Attest market research for HR and employment law advisors Peninsula found that 54 percent of business owners were baffled by workplace law jargon with many thinking the human resource management method – Bradford factor – stood for the best singer in Bradford instead of a means of measuring worker absenteeism. 44 percent thought TUPE meant total under taxation of parliament expenses not transfer of undertaking regulation, 30 percent thought EAT meant employment advice team not employment appeal tribunal. Meanwhile the Conservatives’ election slogan ‘strong and stable’ clearly left a huge mark on people’s thoughts as a number of business owners thought that ‘SSP’ stood for ‘strong and stable professionalism’ instead of the correct meaning of ‘statutory sick pay.’

The UK could boost its GDP by around 4.2 percent (around £80 billion at today’s values) if the employment rate of workers aged over 55 could match that of Sweden, the highest performing EU country, according to a new PwC analysis comparing the employment of older workers across 34 OECD countries. There is a 12 percentage point gap between the employment rates of workers aged 55-64  in the UK and Sweden. PwC’s Golden Age Index is a weighted average of indicators – including employment, earnings and training – that reflect the labour market impact of workers aged over 55. The UK has remained middling in the rankings since 2003, falling by one place from 18th in 2014 from 19th in 2015. The report suggests that extending working lives could have a transformational effect on the economy.

Only a quarter of people with a long term mental health issue are in work, according to a report published by the TUC to coincide with its Disabled Workers’ Conference yesterday. The report, Mental health and employment, contains new analysis of official employment statistics, which finds that while 4 in 5 (80.4 percent) non-disabled people are in work, people with mental illness, anxiety or depression have substantially lower employment rates. Only one in four (26.2 percent) people with a mental illness lasting (or expected to last) more than a year are in work. Less than half (45.5 percent) of people with depression or anxiety lasting more than 12 months are in work. The TUC is concerned that this suggests employers are failing to make adequate changes in the workplace to enable people with mental illnesses, anxiety or depression to get a job, or stay in work. Mental health problems can often be ‘invisible’ to others, so a lack of mental health awareness amongst managers and employers is also likely to be a factor.

UK employers do not believe a bonfire of employment law is necessary under Brexit, as negotiations over the country’s departure from the EU begin. According to new research by the CIPD and the employment law firm Lewis Silkin, employers back the UK’s existing employment rights framework with all twenty eight areas of employment law rated as necessary by a majority of employers. In the survey of more than 500 employers, organisations were asked whether they viewed more than twenty different aspects of employment law as necessary or not. The list included unfair dismissal laws, rated as necessary by 93 percent of businesses, as well as national minimum wage (87 percent), parental rights at work (82 percent), agency workers laws (75 percent) and the Working Time Regulations (74 percent). The research, which looked at a wide variety of employment laws and practices, also found more than half (52 percent) of employers go beyond the legal minimum requirements when implementing employment law.

While the last 50 years have seen a notable convergence between men and women in labour force participation, hours worked, wages, and educational level, despite all this progress women are still less often found in high-paying occupations. Now a new study by Finnish economist Antti Kauhanen of the Research Institute of the Finnish Economy suggests that a substantial gender wage gap in corporate cultures emerges in early careers. In the latest IZA World of Labor report, Kauhanen cites a number of recent studies which conclude that women are much more likely than men to begin their careers at the bottom levels in the hierarchy; and this difference in initial job assignments is partly due to a divergence in educational background. Although the gender differences in years of education are small, differences in the field of education chosen remain large and are affecting career outcomes. Furthermore, in addition to educational choices and career interruptions, the hours worked, discrimination, and preferences and psychological attributes also contribute to the gender wage gap.

Proactive approach needed to improve accessibility within the built environment

Inaccessible workplaces are too common problem that disabled people face in accessing buildings and public spaces, and the Government must lead a charge in improving access and inclusion in the built environment, according to a report by an influential cross party committee published today. The Women and Equalities Committee’s Disability and the Built Environment inquiry has been examining the extent to which those with accessibility issues are considered and accommodated in our built environment, and whether more could be done to increase the accessibility and inclusivity of both new and existing properties and spaces. The report recommends public procurement, fiscal initiatives and transparently modelling best practice, while bringing the full range of work on improving access and inclusion in the built environment into a coherent and transparent strategy, with the Department for Communities and Local Government held responsible for making this happen. The report found that many workplaces are inaccessible, there is very little choice of where to live and the public spaces through which people need to move can be prohibitively excluding; all of which constitute an unacceptable diminution of quality of life and equality.
