Politician's focus on regulations ignore the real workplace influencers says CIPDOne of the key policies of the Coalition Government is its Red Tape Challenge, intended to ‘roll back’ as many ‘restrictive’ employment regulations as possible. Such deregulation has been lambasted by the Labour party for its negative effect on employer / employee relations and workplace performance. As the parties gear up for the election May this argument looks set to intensify. Yet according to a major new report from the CIPD, Employment Regulation and the Labour Market, neither approach is likely to have any impact on UK labour market outcomes, suggesting there isn’t a case for the next Government to either deregulate or strengthen employment rights. Instead, the CIPD is urging policymakers to focus efforts on improving productivity through a much stronger focus on workplace practices, increasing awareness of existing rights and enforcing them more effectively.

Employers need to do more to attract and train older workers says REC

Hiring older workersEmployers need to provide more training opportunities for older workers and how they advertise jobs to attract recruits over 55, according to the results of a survey issued by the Recruitment and Employment Confederation (REC). Asked to identify the most important change businesses should make to encourage applications from jobseekers aged 55 and over, almost four in ten (37%) respondents highlighted issues around advertising, while a third (34%) indicated that they should be providing more opportunities for older workers to upskill or reskill. Twenty percent said that businesses need to be more careful with language used in job adverts while 17 percent said that hirers need to look beyond posting jobs exclusively online. Evidence for the business case for retaining, retraining and recruiting older workers will be published by the Department for Work and Pensions in March.

China dominates a record breaking year for the world’s tall buildings

one-world-trade-center tall buildingsThe world’s taste for skyscrapers continues unabated according to a new report from the Council on Tall Buildings and Urban Habitat. While the numbers of new tall buildings in Europe, the US and Australia remains relatively subdued, those in the Middle East and Asia continue to grow, making up the overwhelming majority of the 97 new skyscrapers completed in 2014, a new record. The report also highlights large differences in the scale of buildings across the world. While Europe’s largest completed tall building the Leadenhall Building (or Cheesegrater) at 224m was only marginally above the cut-off height of 200m, China completed no fewer than 58, the tallest of which was the mixed-use Wharf Times building in Wuxi at 339m.

Glasgow commercial propertyAccording to a report from Reuters, foreign competition in the London commercial property market is forcing local investors to invest in regional cities to tap rising rents there, with many making purchases privately to avoid auctions or even building office blocks from scratch. Commercial property in London has become a popular safe haven for investors from places such as Russia, China and southern Europe as a result of the financial crisis, and office prices have bounced back strongly from the lows. From a $4 billion battle for control of the Canary Wharf financial district to the creation of the capital’s tallest building, The Shard, thanks to oil money from the Gulf, many of London’s landmarks have had a helpful overseas financing hand.

Lack of flexible working options is distorting the job market for women

flexible working womanUK employers and their female employees are missing out on a range of opportunities because of their failure to implement better flexible working arrangements, according to a report from The Institute for Public Policy Research (IPPR). The report examined flexible working across Europe and found that while significant progress had been made in the UK, nearly two thirds (64 percent) of working women are unable to vary their working hours and a quarter (25 percent) claim it is difficult to take one or two hours from their day at short notice. The report claims the pent up demand for such working arrangements restricts employment opportunities for women compared to men, means more women are working in jobs below their skill level and creates the conditions for extensive underemployment.

Workers feel increasingly undervalued and over a third plan to move jobs this yearThere’s been a dramatic increase in the number of workers planning to move jobs. According to the latest research by the Institute of Leadership & Management (ILM), 37 per cent of workers are planning to leave their current jobs in 2015 – compared to 19 per cent in 2014 and 13 per cent in 2013. Of those who left their jobs in 2014, 35 per cent cited greater opportunity for progression as their main motivation for seeking a new role – compared to only 12 per cent who sought a higher salary. In 2015, that has increased to 59 per cent, meaning increased opportunity is a number one priority; beating a better salary (56%), a more interesting role (50%) and better management (30%). Staff are also feeling increasingly undervalued by their managers. 25 per cent of those planning to leave said they felt unappreciated in their current role, almost 10 per cent more than last year (16%). BBC Wales exchanges contracts on new Cardiff headquarters

BBC-Wales-Cardiff-HQBBC Wales has exchanged contracts with the developer of its new 150,000 sq. ft headquarters in the centre of Cardiff. Although still subject to final planning consent and the approval of BBC executives, the building is an anchor site in the Foster + Partners masterplanned Central Square regeneration project and work is confidently expected to begin in the middle of 2015 for completion in 2017 with full occupancy expected the following year. The new building will be home to some 1,000 staff and has been targeted to achieve a BREEAM excellent rating. Developers Rightacres expect the Central Square mixed use project to provide around 1 million sq. ft of  office, residential and retail space, creating one of Wales’ largest property developments and regeneration schemes in the heart of Cardiff on the site of the current bus station.

Digital infrastructure boost will lead to urban brain drain, claims report

Country_MouseThe tap roots of the digital economy will not spread beneath the concrete of Tech City and other urban enclaves, but in the fertile soil of the UK countryside. That is the finding of a new briefing document from the Department for Environment, Food and Rural Affairs (Defra), which claims that rural areas are set to overtake towns and cities as the main driver of Britain’s digital economy. As a result of improvements in the country’s digital infrastructure and transport links as well as a changing relationship between firms, employees and contractors, there are now more people moving to the countryside from towns and cities than those moving in the opposite direction. The briefing suggests that by 2025, the rural economy will be worth an additional £35 billion and the productivity of rural areas could outstrip urban areas for the first time since the industrial revolution.

It also has the potential to be applied in many areas of everyday life, transforming the way we use energy, how we travel and maintain a healthy lifestyle. The number of connected devices could potentially reach up to 100 billion globally by 2020 and industry estimates also suggest that these technologies could have a global value of nearly £10 trillion by then.

Corporate real estate executives planning for growth finds global surveyGlobal corporate real estate executives report that economic conditions improved again in the third quarter and they remain optimistic about economic growth. This is according to the most recent findings of the CoreNet Global Economic Index; a statistical measure that reveals trends and confidence levels within the corporate real estate (CRE) world. The survey, which takes advantage of the unique perspective that CRE executives have of the overall economy was conducted among a targeted group of 220 senior level managers of corporate real estate at Fortune 1000 companies globally. The survey measures the overall optimism that these executives have with respect to their own companies, as well as the economy at large. There were positive responses on their own company’s prospects for growth and expansion: many were likely to increase their real estate portfolio as a result of more employees and there was optimism regarding the global economic outlook over the next quarter.

‘Empty desks’ costing UK business 18bn a year, as job vacancies go unfilled

job vacanciesThe economic impact of unfilled job vacancies on the UK economy may be leading to a staggering annual cost of over £18bn. Research by job site Indeed, claims that falling unemployment and robust job creation is resulting in many businesses finding it a challenge to locate and secure the right employees. This inability to find and recruit the right hire for a role is impacting on both the business itself and the wider economy in two major ways. For the employer, failing to effectively resource a business slows both production and profits, while in the wider economy unearned wages reduce consumer spending power and contribution to economic growth. ‘Empty desks’ in the real estate sector are having the greatest impact on the UK economy, due to high levels of contributed economic value (the goods and services that could be produced if the position were filled).

UK business centres market continues to flourish, claims BCA and IPD report

Regus business centresA new report has revealed just how important the growing business centres market is to the UK economy. According to the report from the Business Centre Association and Investment Property Databank the market is now comparable to the City of London both in terms of the number of people employed and the amount of office space it occupies. The report also outlines both the market’s robust health during the recent economic downturn and ongoing growth in response to increasing customer demand and the changing market for office space. The sector now boasts that it provides a home to some 80,000 businesses employing more than 400,000 people who occupy around 70 million sq. ft. of space including landmark developments such as the Regus No 1 Poultry centre in the City of London (above) and generate around £2 billion of income for the economy. The report, produced in conjunction with Snapdragon Consulting, found that the serviced office sector in the UK now represents around one third of the global market.
