The gig economy must be harnessed to address skill shortages and uncertainty ⁰

The legal status of people working in the gig economy must be clarified so that businesses and individuals can thrive, according to a new report from the Recruitment & Employment Confederation (REC). Gig economy – The Uberisation of Work (registration needed) explores the impact of digital work platforms such as Upwork, Task Rabbit and Freelancer.com, which act as ‘marketplaces matching freelancers with a wide range of project-based work’. The report suggests that almost a third of all UK employers will use these kinds of digital work platforms by 2021. The REC has called on policy-makers to ensure that the gig economy is fair to self-employed workers and businesses, and to secure benefits for the UK wider economy. The report claims that this will become increasingly important as the gig economy becomes more mainstream, adding £45 billion to the UK economy and creating work for 766,000 people.

Still inequalities, despite more over 50s in work than ever before ⁰

Employers that focus only on keeping a generation of younger workers happy are ignoring the fact that an increasing proportion of the UK working population is getting older. The latest Government figures reveal that there are now more people aged 50 to 74 in work than ever before. According to Labour Force Survey statistics there are now 9.4 million people in work aged 50 to 74, with 3.7 million more in this age bracket than there were 20 years ago. The figures also show the unemployment rate for people aged over 50 has dropped to 3.3 percent, the lowest level since 2009, and there are over 1.1 million people working beyond age 65. Legislation to end the retirement age and allow more flexible contracts, have, argues the Government contributed to a more positive attitude towards older workers. However, according to the Centre for Ageing Better, many over 50s are still being forced out of work or offered fewer working hours than they’d requested.

Substantial growth in 21st Century self employment in the UK ⁰

The 21st Century has seen an explosion of self employment in the UK, and most people who have become self employed have done so for positive reasons, claims a new report from the UK Government’s Office for National Statistics. According to the Trends in Self Employment Report, there are now more than 4.7 million people classified as self employed, around 15 percent of the workforce. There has been a marked upturn since the 2008 recession, an increase of 730,000 over that period. The trend to self employment has been evident since the turn of the Millennium when around 3.2 million people were classified as self employed. Between 2001 and 2015, part time self employment grew by 88 percent, compared to 25 percent for full time work, partly because of the growing number of workers choosing part time self employment before retirement. The report describes the changes as structural, which suggests that the growth will continue.

Countries aware of but not harnessing full potential of older workers ⁰

The idea of a fixed retirement age looks increasingly distant in countries around the world and perhaps none more so than the US. According to a study from the Pew Research Center, based on data from the federal Bureau of Labor Statistics, more US over 65s are working than at any time covered in the analysis, and they are working longer hours. As of May, nearly a fifth (18.8 percent) of over 65s worked full or part time, up from 12.8 percent in 2000. Intriguingly, the study also shows that this represents a significant greying of the workplace as in the overall population, 59.9 percent of Americans are currently in jobs, down from 64.4 percent in 2000. The same pattern is evident even in workers significantly older than 65. Even the over 75s are working at higher rates than they did before the 2008 recession, the only age groups about which that can be said, according to Pew, emphasising the fact that the workplace is getting older rather than younger as is commonly assumed.

Property and workplace experts have their say on the Brexit outcome ⁰

Well, the results are in and the UK’s electorate has voted by a narrow margin for the country to leave the EU. There are likely to be other developments but whatever you make of the UK’s decision to vote to leave the EU – and I think it’s fair to say most independent people think it’s inexplicable – there’s no doubt that it will have a profound impact on the UK’s economy, relationship with the world, culture, working conditions and markets. What it will mean in practice won’t be apparent for months or years, of course, but that hasn’t stopped experts who work in the property, workplace, design, legal, HR and architecture sectors having their say on its potential implications. We’ll look at these specific issues in more detail going forward but for now, here’s a round-up of those we have so far, which we’ll keep updated throughout the day as the dust settles on what will prove to be a momentous decision for the UK, Europe and rest of the world.

Ageing workforce requires employers to better address skills gaps ⁰

The Government’s 2016 Working Futures report revealed that the total number of jobs in the UK is expected to rise by 1.8 million between 2014 and 2024, while the working age population (16-64) is expected to increase by half this amount. Now a policy event being held in London by the Westminster Employment Forum will draw attention to the growing challenge faced by business leaders as the UK workforce continues to age. According to figures from the CIPD, 9.4 million people in employment in the UK are over the age of 50, equivalent to over 30 per cent of the workforce. The Open University is advising that, with employees staying in work longer, business leaders need to ensure that workers have the right access to education and the skills to remain competitive and productive at all stages of their careers. Ageing Workforce in the UK, will explore what steps need to be taken in order to adapt to this demographic shift.

Home workers happier, able to balance responsibilities despite long hours ⁰

New research claims that home-based employees are choosing to work more hours than those who work in traditional offices. According to the study carried out by homeworking agency Sensée, despite opting to work more hours daily, home workers are generally happier because they’re empowered to choose the hours they work so they can still attend to family responsibilities. Three quarters of home workers (77 percent) stated that working from home enables them to achieve more, including caring for family members or friends and exercising more. Time and money saved on commuting – along with more control over their day – were cited among the top three benefits of working from home. The research also claims there is a desire to work from home among office-based employees. Three-fifths (81 percent) of office-based employees said they would take the opportunity to work from home either full time or part time to care for a family member or friend.

Only a third of employers have policies to support working carers ⁰

As baby boomers and Gen X age, more of the working population are responsible for the care of elderly relatives, with some being part of the ‘sandwich generation’, balancing work while caring for older family members and their own children. Yet according to a new survey published today by CIPD/Westfield Health just a third of employers (34 percent) have a formal, written policy or an informal, verbal policy in place to support working carers in their workplace . The report also finds that just 13 percent of organisations offer line manager training to support working carers, which is concerning given the key role line managers play in providing flexibility and support to people with caring responsibilities. With estimates suggesting that 3 in 5 people will end up caring for someone at some point in their lives, employers are being urged to put mechanisms in place to empower and support working carers, before they lose out on key talent; while those employers that do support working carers believe it’s made a positive difference to their culture.

High cost for UK’s working mothers as European gender gap persists ⁰

New research has been added to the growing body of evidence that a gender gap in employment persists in the UK and across Europe, and that this increases in the UK among working women with children. According to a new report from Glassdoor Economic Research, in a ranking of 18 countries, the UK comes 11th for equality, behind the Nordics, France and Spain. In the UK there are fewer women than men in the workplace. However, this gap is considerably narrower for those with a university education. By contrast, Sweden, Norway and Finland all have an almost equal balance of men and women in the labour market. Of real significance though, is the high “cost of motherhood” in the UK, whereby the gender pay gap widens among working women with children. British working mothers are significantly worse off than those without family responsibilities, and this pressure will not help the UK address its workplace diversity issues.

Employers need to step up to retain older workers and carers, claims CIPD ⁰

With people living longer and fewer young people entering the labour market, Europe’s employers are increasingly reliant on the skills and talents of older workers. However, the ageing population also means that there will be around nine million carers in the UK by 2037, many of whom will be trying to juggle care and employment, according to new research released by the CIPD. It claims that, although the UK’s policy framework for supporting older workers and creating fuller working lives is well-developed in comparison to other European countries, there is a crucial need to turn this thinking into practical action to avoid losing the skills and experience of employees who choose to work beyond retirement. With around 30 percent of the UK workforce currently over 50 compared to 20 percent in the 1990s, the CIPD is urging employers to put the tools and culture in place to support older workers as they represent and increasingly significant proportion of the labour market.

Lack of productivity growth continues to impact on UK employment ⁰

The Government to be more interventionist in its support and work in partnership with business to help improve organisations’ productivity to improve salaries and performance, the CIPD has said. This follows the second quarter in a row when the CIPD’s survey of employers has anticipated a pay figure below the Government’s official inflation target of 2 percent. The Labour Market Outlook highlights how low inflation, expanding labour supply and the lack of productivity growth are working in combination to reduce the economic pressure for employers to pay their staff more. The UK is now in its eighth year of a productivity slump, which for employees means that pay growth is likely to remain sluggish until at least the end of the decade and for employers means that low productivity leads to tightened budgets. This ‘jobs-rich, pay-poor’ economy is set to continue as pay awards are expected to only rise by 1.7 percent in the next year.

Management needs to improve opportunities for career progression ⁰

Almost a quarter of employees (24 percent) are intending to move, as job satisfaction in the UK drops to its lowest level for over two years finds the latest CIPD/Halogen Employee Outlook report. The survey reveals that almost a fifth (23 percent) of employees believe their organisation’s performance management processes are unfair (an increase from 20 percent in Autumn 2015). Over a quarter (27 percent) are dissatisfied with the opportunity to develop their skills in their job and this is reflected in the number of employees who say they are unlikely to fulfil their career aspirations in their current organisation, which has also increased to 36 percent (32 percent in Autumn 2015). Opportunities for women in senior roles have slipped as well with separate research by the European Women on Boards (EWoB) showing that Britain has a below-average proportion of women on boards; falling from sixth to eighth place among 12 leading economies since 2011.
