As we reported last month, the level of investment in commercial property undertaken by UK local authorities is raising serious concerns within both central government and the real estate sector. Now, a fresh warning has been issued by the former business secretary Sir Vince Cable that councils face potential bankruptcy if the property bubble bursts. In recent years councils have faced an average 37 percent real term cut in government funding and so have taken to borrowing large sums at low interest rates from the Treasury’s Public Works Loan Board to reinvest in commercial property ventures. The move has already been identified as risky by the Government’sown Public Accounts Committee and Cable joins a chorus of voices in expressing doubts. More →

Government failing to meet goals for an integrated real estate portfolio 0

The UK Government is getting better value for money from its estate, according to a new report from the National Audit Office. The Government Property Unit (GPU), however, has not yet made much progress towards its objective of creating a shared, flexible and integrated estate. The government’s central estate includes some 4,600 individual holdings, costing around £2.55 billion a year to run. The GPU, which is part of the Cabinet Office, was set up in 2010 to better co-ordinate estate management in the public sector. Since the NAO’s last report in 2012, departments have continued to make good progress in reducing the overall size of the central estate. They have also reduced overall estate spending and pay less for office accommodation than private sector comparators. Departments report they have reduced their annual estate costs by £775 million in real terms since 2011-12 to around £2.55 billion in 2015-16. Between 2011-12 and 2015-16, departments raised £2.5 billion by selling surplus land and properties. The GPU is also starting to have an impact on the wider public estate. More →

The UK’s appetite for remote and flexible working is being hampered by prohibitively slow broadband speeds and poor mobile coverage, according to new research from uSwitch.com. A quarter of employees (25 percent) have experienced issues with their telecoms services over the last year, resulting in a staggering four million being prevented from working from home. In the last 12 months, 43 percent of UK employees have worked from home at least once as people are taking advantage of the increasingly flexible work environments offered by businesses – a figure which rises to 55 percent amongst 18-34 year olds. Yet six in ten (58 percent) have fallen foul of sluggish internet speeds and patchy call quality in the last year alone. The problems have been so severe for half (46 percent) of those with issues that they believe they are no longer able to work from home while these problems persist. More →

Study confirms effect of workplace autonomy on wellbeing and job satisfaction 0

New research into workplace culture has found that employees with higher levels of autonomy in their work reported positive effects on their overall wellbeing and higher levels of job satisfaction. Researchers at the University of Birmingham Business School examined changes in reported well-being relative to levels of autonomy using two separate years of data for 20,000 employees from the Understanding Society survey. The research, published in the journal Work and Occupations, found that levels of autonomy differed considerably between occupations and by gender. Those working in management reported the highest levels of autonomy in their work, with 90 percent reporting ‘some’ or ‘a lot’ of autonomy in the workplace. The finding backs up research from Cass Business School, the German Institute for Economic Research, Abraham Maslow and elsewhere. More →

WeWork extends property as a service offering as IBM takes on entire coworking building 0

In a deal of enormous significance for the commercial property and workplace sectors, IBM has agreed a deal with coworking giant WeWork to take on all the space at its 88 University Place office in New York. Although originally targeted at startups and freelancers, especially those working in the creative and technology sectors, a growing number of corporate clients are seeing the appeal of coworking space in a fast changing world and now make up over a fifth of WeWork’s membership worldwide. Meanwhile, in moves that are sure to have major implications for the corporate real estate and facilities management market, WeWork has also announced plans to become a major real estate investor and introduce a wider range of FM services. The firm already operates in 135 locations spread across 44 cities in 14 countries. More →

The commercial real estate finance sector is witnessing a dramatic shift in attitudes towards the issue of sustainability, according to a new report from the Better Buildings Partnership. It claims that major commercial property lenders are already exploring new opportunities that go well beyond traditional risk management through sustainability initiatives that ‘drive new business, strengthen customer relationships and improve the data they hold on the buildings in which they have underwritten’. Anybody who has ever felt any degree of scepticism at the idea of Bond villains maintaining secret lairs employing hundreds of workers that manage to keep their secrets to themselves may have suspended disbelief when news leaked this week of Apple’s plans for driverless cars, something the firm has largely managed to keep to itself for at least two years despite having a 1,000 people working on the project in a dedicated location. Facebook has its own secrets, by all accounts many of them the product of something called Building 8, which is a sinister idea in itself, until you hear what they have just announced. The head of the department that occupies building is a woman called Regina Dugan who has just revealed some details of the department’s work on an interface that will allow people to communicate with computers using only their minds. Governments need to act now to address issues such as productivity, automation and stagnating or falling wages, according to two new reports from the International Monetary Fund (IMF). In both its Spring global policy agenda and world economic outlook, the IMF claims that workers are subject to a perfect storm of factors that will destabilise their jobs and lives unless governments implement robust policies to help them work more flexibly, acquire new skills and work alongside the new generation of automated technologies instead of in competition with them. Addressing the issues in a speech last week, IMF managing director Christine Lagarde said that governments need to create a new economic and social architecture that allows everybody to take advantage of the opportunities offered by technology and the current growth in the world economy. A new study published in the British Medical Journal suggests that cycling to work could halve the risk of cancer and heart disease and that any active form of travel to work offers similar health benefits. Although the report does not claim to establish the direct causal links, the five year study of 250,000 commuters in the UK concludes that “cycle commuting was associated with a lower risk of CVD, cancer, and all cause mortality. Walking commuting was associated with a lower risk of CVD independent of major measured confounding factors. Initiatives to encourage and support active commuting could reduce risk of death and the burden of important chronic conditions.” The five-year study compared people who had an active commute with those who were mostly sedentary in cars and public transport. The report found that regular cycling to work cut the risk of death from any cause by 41 percent, the incidence of cancer by 45 percent and heart disease by 46 percent. More →

The UK government has opened the tendering process the Estates Professional Services framework, the vast public sector property contract that covers all central and local government property and which reports claim is worth up to £430m in fees to the firms appointed. The bid is managed by the Crown Commercial Service, an agency sponsored by the Cabinet Office which has been driving the major overhaul of  public sector property as it seeks to save £8 billion through a programme of rationalisation and divestment. The contract runs for four years with the present framework due to expire this September. More →

Jobs should be redesigned to improve wellbeing 0

It’s not just the nascent fourth industrial revolution that is challenging our traditional views of work, but also the growing realisation that we could be doing things so much better anyway. The author Douglas Coupland and the World Economic Forum are already holding conversations about the fundamental issues with work and how we go about it. At the heart of this is the very design of jobs and what it means for us and our wellbeing. Only 28 percent of people in the UK are highly satisfied with their jobs, and yet, estimates suggest that an adult in work would spend an average of 57 percent of their waking hours working. A new international study from the University of East Anglia  and the What Works Centre for Wellbeing based on a review of 4,000 pieces of research claims to show why organisations often fail to improve staff wellbeing. It suggests that employees should be encouraged to design their own jobs, and find ways to help managers better understand their concerns. More →
