Third of freelancers plan to stop contracting in UK due to IR35

IR35Nearly a third of freelancers are planning to stop contracting in the UK because the changes to IR35 due in the private sector in April, research has claimed. One in seven freelancers (13 percent) plan to find contracts abroad, 11 percent plan to stop working or retire early and 8 percent plan to move into employment, according to IPSE (the Association of Independent Professionals and the Self-Employed). Half of the freelancers surveyed also said they will only continue freelancing if they can find contracts to which the new off-payroll working rules do not apply. More →

IR35Two surveys have highlighted continuing fears among freelancers about the changes to the IR35 rules due to take effect in April. The reforms will shift the responsibility for defining contractors’ tax status from the individual to the employer to crack down on so-called ‘disguised employment’, where off-payroll workers are able to pay less tax than employees. However, concerns have been raised that the rules could force organisations to bring genuine contractors and freelancers on to the payroll, reducing flexibility for both parties. More →

UberPolicy makers should resist claims by Uber that its drivers fall into a middle ground between traditional employees and independent contractors, a new study says. The research report, Profits Uber Everything?, by Rotterdam School of Management, Erasmus University, examines Uber’s argument that its drivers are “independent workers” who are, in some respects, like individuals working for others and in other respects are like independent businesses. Over 65s will drive half of all jobs growth in coming decade

New projections from Rest Less, a jobs, volunteering and advice site for the over 50s, claims that workers aged 65 and over are likely to be responsible for at least 50 per cent of all UK employment growth in the next 10 years. The analysis, based on population projections from the Office of National Statistics, makes an assumption that the current employment rate of each age group will remain static, and suggests that with population changes alone, the over 65s are likely to be responsible for 52 per cent of all the UK’s employment growth in the next 10 years, 57 per cent in the next 20 years and as much as 62 per cent by 2060. You would not believe the number of firms that ask us to publish a list of workplace trends each week. Or maybe you would, given the number that have appeared elsewhere. This change in work culture developed in recent decades and has accelerated with the advent of smartphones. But is this a breach of employment law? The short answer is that “it depends” and we need some test cases to clarify the situation, not least in the UK. Some workplaces have a culture of long working hours and it can be difficult for an individual employee to go against it. The contract may refer to a 40-hour week but the reality may be very different. Smartphones and other digital devices have contributed to a culture of “digital presenteeism”. More →

A new study from tech recruiter CWJobs claims to identify what it calls the ‘staggering level’ of ageism that IT and tech workers face at work. From seemingly innocuous comments to being overlooked for promotion in favour of younger colleagues, a worrying number of the UK’s tech-sector employees are facing daily hurdles to prove they’re not yet a career ‘dinosaur’. Well over a third (41 percent) of IT and tech-sector workers said they have observed age discrimination in the workplace, compared to 27 percent average across other UK industries.  It’s no surprise then that 61 percent of workers in the sector answered ‘yes’ when asked if, in the tech industry employees experience prejudice when considered to be older, the highest of any UK sector. Freelancers’ confidence in the economy is the lowest on record because of their concerns about the economy, Brexit and IR35. They are, however, working more and charging higher day rates – seemingly to prepare for hard times ahead.  According to the freelancer Confidence Index by IPSE (the Association of Independent Professionals and the Self-Employed), confidence in the economy has fallen to historic lows both for the coming three months and the coming 12 months. UK productivityUK GDP could be boosted by 4 percent – or £83 billion – if local areas with below-average productivity levels could make up half of the gap, according to PwC’s latest UK Economic Outlook. The report examines UK regional productivity, revealing wide variations in domestic productivity per job, as well as from an international perspective. PwC concludes that UK output per worker is around 10-15 percent behind Germany, France and Sweden and more than 30 percent behind the US. More →

self-employmentStudents and school-leavers see self-employment as a route to a higher income, better work-life balance and more family time and so one in five 16 to 21 year olds think they will self-employed at some point, a new analysis from the Office for National Statistics shows. However, other studies from the UK government paint a different picture with people in self-employment generally earning less and working longer hours than their employed contemporaries, but often happy to forgo the certainties of paid work for greater flexibility and control.
