New study measures the effect of reduced working hours on productivity and inequality.

A new report in the journal IZA World of Labor claims that working hours across the world are falling, but to varying degrees and there is a measurable impact on productivity and workplace inequality in the countries surveyed. In particular low skilled workers are working fewer hours while highly educated workers are often working more which affects the inequality gap between rich and poor. Working hours across the world are falling, but considerable variation remains. In some countries people work 70 percent more hours per year, on average, than in other countries. According to the economist Peter Dolton of the University of Sussex, countries with low working hours such as Germany, Switzerland, France, Belgium, and Austria, have had governments enact progressive interventionist labour market policies and are notable for the presence of strong, well-organised trade unions. Precarious flexible working lives create toxic relationships between managers and workers, claims study

Millions of British workers are having their health and home life put at risk and are having to beg for extra work to make ends meet because bosses are not offering them regular work patterns, a new study from Oxford and Cambridge Universities suggests. According to the study, Powerful times: Flexible discipline and schedule gifts at work published in the journal Work, Employment and Society, around 4.6 million people are subject to ‘precarious scheduling’ from employers which means that their hours are so inconsistent and unpredictable that they cannot make plans, leading to stress and problems in their home lives. The researchers said that many workers now find themselves in ‘degrading’ relationships with managers in which they are obliged to constantly ask for more work and changes to allow them to care for children and plan their domestic and recreational lives.

Japan introduces new teleworking laws to change work culture in run up to Olympics

It’s not just the UK that took time yesterday to reconsider its relationship with work. Japan launched a scheme to promote teleworking in an effort to address the country’s notoriously poor working culture and ease congestion in the build up to the Tokyo Olympics of 2020. Over 900 companies are claimed to have participated in Telework Day, which will be held on July 24 each year from now until the Olympics opening ceremony on July 24, 2020. Prime Minister Shinzo Abe’s government has already introduced laws to address Japan’s notorious problems with overwork, raise contract workers’ pay, and curb a general abuse of labour laws. Earlier this year, the Japanese government announced plans to impose a cap on overtime of 100 hours a month to reduce the number of cases of “karoshi”, or death from overwork, among its people. The idea is to restrict overtime to an average of 60 hours a month, with a 100-hour limit in busy periods.

Employee wellbeing rising up UK corporate agenda in comparison to other countries, claims report

A study from the Top Employers Institute claims that employee wellbeing in the UK has risen up the corporate agenda with 82 percent of many large companies consistently defining an organisation-wide total wellbeing programme in 2017, increasing from 73 percent in 2016. What’s more, the impact and effectiveness of programmes are evaluated consistently with 71 percent doing so, up from 65 percent last year, while employee wellbeing education has also jumped from 61 percent to 85 percent in the last year. This compares to global Top Employers increasing employee wellbeing programmes from 67 percent to 68 percent, evaluation increasing from 55 percent to 57 percent and employee education increasing from 20 percent to 21 percent in the last year. The data comes from research into 71 companies certified as Top Employers UK for 2016, and 78 companies certified in 2017, plus a further 1,100 globally.

Yesterday, the much-awaited Taylor Review into modern working practices was finally published. And by modern working practices, the report focussed primarily on what has become known as the gig economy. People have been speculating about the contents of the report for months and things ramped up last week after a partial leak to the media. So, things were already bubbling under nicely before the actual publication of the document brought things to a boil yesterday. Assuming the government do more than kick the whole thing into the long grass, always a possibility, debate will continue for a while. Half of UK employees work one day a week for free, but Germans do even more unpaid timeNearly half of UK employees are effectively working an extra day per week for free, claims new research from Powwownow. On average, UK workers spend just under seven hours per week working outside of contracted hours – the equivalent of a nine-to-five working day with an hour for lunch – but nearly half of them (42 percent) receive no pay for this extra days’ worth of work. A quarter of UK workers (26 percent) receive their standard pay for any overtime, while a fifth (21 percent) are rewarded with ‘time and a half’. Only 6 per cent receive ‘double time’. Germans get a worst deal though, as employees spend an average of 7 hours and 54 minutes working extra but a huge 61 percent of workers receive no pay at all for this time. Workers in Sweden spend the least time working outside of contracted hours, with only 4 hours and 9 minutes of extra work per week.

A growing number of senior managers in the UK public sector feel they are able to enjoy flexible working, although workloads remain a constraining factor, claims a new study by the FDA Union which represents senior civil servants. The study found that nearly all public sector bodies now offer some form of flexible working, but uptake is held back by job pressures.  More than one in six managers now say they are able to work flexibly, according to a survey by the FDA union, a figure which has risen markedly over the last year. Nearly all respondents (95 percent) said their employer had flexible working policies in place, a slight increase from the previous year’s survey, when 93 percent of respondents said such policies were in place.

Half of UK employers have now introduced wellbeing schemes 0

Nearly two thirds (63 percent) of UK employees experience stress in their jobs, according to a new study of workplace wellbeing by Happiness Works on behalf of Robert Half UK. Of those who find their roles demanding, nearly one in 10 said their job was very stressful.  To address the high-levels of stress and other issues among employees, organisations are introducing wellbeing initiatives to support the physical and mental health of employees at work. Nearly half (48 percent) of businesses offer tools designed to promote wellbeing in the workplace, with one in seven providing stress management seminars or training and annual leave for personal and mental wellbeing. Other initiatives being introduced include counselling (17 percent), leaving work early on a Friday (17 percent) and limiting the amount of overtime that employees can do (11 percent).

The growth of flexible working practices coupled with the extension of parental leave tights to fathers is are partly intended to reduce the differences between levels of pay and career progression for men and women. Yet a study published in the European Sociological Review suggests that men and women experience different outcomes when given control of their working hours and may even lead to the reinforcement of traditional gender roles. The study  by Yvonne Lott and Heejung Chung of the Hans-Böckler Foundation, Düsseldorf and the School of Social Policy, Sociology and Social Research at the University of Kent respectively found that while the adoption of flexible working meant all people worked longer hours on average, only men enjoyed higher incomes as a direct result.
